SUBJECT: Report on Rus Ethno-Nationalism, Key Findings

OFFICIAL COMPLICITY CRIMES AGAINST KYIV-FRANKS:
- Official reports from the Militsiya and Zhandermiya indicate 6% rise in total incidents of violent and non-violent crimes characteristic of Rus Ethno-Nationalist extremists against ethnic Kyiv-Frank's in the past year over the previous year.
- Total incidents over the past five years have increased 35% compared to the preceding five year period.
- Based on analysis of other sources including insurance claims, medical records, personnel correspondence and informant testimony we have concluded with high confidence these incidents are significantly under reported in official records.
- A random sampling of Militsiya and Zhandermiya investigation records reviewed by IX Directorate Agents revealed anomalies; required documentation was either incorrectly filled out, incomplete or absent entirely.
- Careful review of several key documents indicates they were likely fabricated wholly or in part (ref. Appendix 9-III).
- Cross comparison of Militsiya and Zhandermiya records with information compiled by other agencies on Rus Ethno-Nationalist extremists indicates little efforts by police services to target individuals identified by other intelligence as highly influential in the movement.

ROLE OF RUS ORTHODOX CHURCHES AND CLERGY
- Though no statistics are available circumstantial evidence suggests there has been a sharp rise in Rus Ethno-Nationalist themes promulgated officially or unofficially through church channels.
- No evidence has been to found to implicate senior members of the Church hierarchy in Ethno-Nationalist activities has been uncovered.
- Based on available evidence churches frequently serve as a hub for Ethno-Nationalist groups enabling to meet, disseminate information and recruit members from the community in a discrete manner. Frequently this occurs with the tacit consent or even active participation of the clergy.

CONCLUSIONS
- Violent and non-violent crimes against minority ethnic and religious groups in the KPR are rising.
- Membership in Rus Ethno-Nationalist groups and dissemination of their literature is rising.
- These groups are not assessed as a major threat to state authority at present, but present a rapidly expanding threat to internal stability.
- Crimes and literature directed against Sarmatians, which have surged following the sinking of the Hyrvnia, could constitute a threat to official panslavic policy objectives.
- Sympathy for Ethno-Nationalist ideals among members of the Armed Forces, Security Services and Clergy constitute a serious obstacle to effective enforcement against violent extremists.
- The possibility that the rise of Ethno-Nationalist extremist groups and the popularization of their ideology is an unintended consequence themes in the Official Lines cannot be discounted.
- Fragmentary evidence suggests the popularity of Rus Ethno-Nationalism among the lower classes is having a dampening effect on Communist subversion (particularly of the form originating in Europaland) can be considered a positive development.

RECOMMENDATIONS
- High-level action is needed to limit violence against minority groups, particularly the Kyiv-Franks who do not at this time constitute a security threat, and prevent their radicalization.
- In light of the Militsiya's and Zhandermiya's failures to pursue known Rus Ethno-Nationalists special action against the most influential and violent figures/groups identified by intelligence should be considered.
- It is vital to prevent Rus Ethno-Nationalists or their sympathizers from establishing a presence in the upper ranks of the KPA. We have initiated the development of new guidelines and organized a new sub-directorate (ref. Appendix II) to address this threat.
- Greater action should be taken to limit travel by foreigners to areas known to have active Ethno-Nationalist groups and conversely to prevent travel by probable Ethno-Nationalist extremists to areas with large numbers of foreigners.
- Suppression of public information on these groups and the ideology should continue, particularly those targeting non-Rus Slav's.
- Promulgation of the newly authorized panslavic Official Line should be accelerated.
- Though Rus Ethno-Nationalists constitute an emerging threat their potential to mobilize popular sentiment against other high-threat foreign anti-state elements should not be discounted.
