The Ministry's Mission
The Ministry of Foreign Affairs is a cabinet-level office of the the Government of Neustria. Headed by the Minister of Foreign Affairs, the Ministry is generally divided into three branches: (i) foreign affairs; (ii) international trade; and (iii) international development. The Ministry is responsible for Neustria's international representation, for the maintenance of relations with and the protection of Neustrian nationals abroad, and for the advancement and safeguarding of the interests of the Neustrian State. To carry out these tasks, the Ministry maintains Neustria's extensive diplomatic network of embassies and consulates throughout Europe.

The Minister
The incumbent Minister of Foreign Affairs is the Hon. Count Pierre André de Laroche, 12th Count de Laroche. Born on July 7, 1973, in Belfort to a noble family with a long history of state service, Count de Laroche studied law at the University of Lisbourg, whence he graduated with distinction, before pursuing graduate studies in international law, including a PhD and a clerkship at the European Forum. After completing his national service as an officer in the Royal Neustrian Army, Count de Laroche sat the public service examination and successfully applied to be a diplomat. He served in a number of diplomatic and advisory positions, including Head of Mission to the European Forum, Ambassador to the Federation, Consul General in Badua, and Consul General in Caitekurke. In 2016, Count de Laroche left the Diplomatic Service to be appointed as Minister of Foreign Affairs at the personal request of the then Prime Minister, M. Charles Duval.

For his long and distinguished service to the country, Count de Laroche has received numerous awards and distinctions, including being made a knight of the Order of Saint Christopher, Neustria's highest royal decoration, by Decree of King Philippe IX.


Legal Framework and History
The Ministry of Foreign Affairs traces its roots to the late medieval/early modern position of the Secretary of State for Foreign Affairs, which served as the chief diplomat of the Kings of Neustria. The Ministry received its current name in 1791, following the Neustrian Revolution. Diplomatic Notices & Travel Advisories
Countries with diplomatic or travel restrictions:
  • Former Republic of Pannonia (March 15, 2021): Avoid All Travel - A prolonged civil war poses high risk of death, serious injury, unlawful detainment, and other dangerous scenarios. Due to these circumstances, the Ministry might not be able to aid Neustrian nationals in Pannonia. Therefore, all unnecessary travel must be strictly avoided. (Note: Kingdom of Csengia is recognised as the lawful successor to the Republic of Pannonia; this notice applies to Csengia and to , unless otherwise specified.)
  • Hajr (August 21, 2022): Avoid Non-Essential Travel - Following the end of military operations in the territory by the Empire of Tarusa, certain security concerns persist, but the situation has started to stabilise. An exit visa is required for travel to this region, which will only be granted for essential travel, including missionary and humanitarian work. Nevertheless, the Ministry might have difficulty in aiding Neustrian nationals in Hajr. Therefore, all non-essential travel must be avoided, if possible.
  • Al-Maghrab (August 21, 2022): Avoid Non-Essential Travel - Following the end of military operations in the territory by the Empire of Tarusa, certain security concerns persist, but the situation has started to stabilise. An exit visa is required for travel to this region, which will only be granted for essential travel, including missionary and humanitarian work. Nevertheless, the Ministry might have difficulty in aiding Neustrian nationals in Al-Maghrab. Therefore, all non-essential travel must be avoided, if possible.
  • Former Scanlaw Region (January 10, 2023): Avoid All Maritime Travel (Jydsken-Østveg, Gutarike-Lethonia, Metsamaa); Reconsider Travel (Jydsken-Østveg, Gutarike-Lethonia) - Due to reports of state-sanctioned pirate activity in the region of the former Scanlaw, Neustrian nationals and vessels should avoid all maritime travel in the following jurisdictions and their environs: Jusken-Østveg, Gutarike-Lethonia, Metsamaa. Additionally, due to related security concerns, travel to the following jurisdictions should be reconsidered, though not necessarily avoided: Jusken-Østveg, Gutarike-Lethonia.
  • Tarusa (May 20, 2023): Avoid All Travel; Evacuate Immediately - Due to credible reports of civil war within Tarusa, Neustrian nationals and vessels should avoid all travel in these jurisdictions and their environs. Neustrian nationals are encouraged to report to their closest Neustrian consular authority to seek evacuation along routes set up by Neustrian authorities. Non-Neustrian family members may only be allowed to leave with the permission of local authorities; without such permission, they will be denied boarding, though their Neustrian relatives will still be allowed to board.
  • Hanseatic Republics; Gutarike (June 1, 2023): Avoid All Travel - Due to openly confirmed reports of naval warfare between the Hanseatic Republics and Gutarike, including attacks upon civilian shipping, any and all naval traffic through their surrounding maritime region should be avoided at all costs. Additionally, due to the significant risk of broader military clashes between the two concerned countries, as well as neighbouring nations, any and all travel thereto should be avoided. The Ministry of Foreign Affairs will coordinate evacuation efforts for Neustrian nationals and their immediate relatives in the region.
Other:
  • Diplomatic communications must be sent in Neustrian or Engellsh, failing which return correspondence will be conducted in Neustrian.
  • As a Tiburan Catholic nation, Neustria always grants first order of diplomatic precedence to the Apostolic Nuncio of the Tiburan Catholic Church, who is considered the Head of the Diplomatic Corps.

The Federation is disappointed that the Neustrian government is using the special operation in Gutarike as an excuse to curb the civil liberties of it's citizens. In these trying times the freedom of the people must be preserved. We understand that the Neustrian government and it's people may feel that they are in danger of this war spilling over into other areas or that Angliarisian aggression near Frescania may blow up into a greater war, but the free flow of information must not be restricted! The Federation remains committed to peace and security in the region, already the majority of the pirate republic has been brought under control of allied forces in the region. We ask that Neustria not jump the gun and place needless restrictions on it's people when a return to normalcy is well within our sights.

Mr. Secretary,

The Kingdom of Neustria appreciates the concern of the Federation of Westernesse regarding the welfare and freedom of our people. Nevertheless, we consider the exact measures to be taken to ensure our national security to be an internal matter outside the purview of foreign interference and commentary. We assure you that the measures taken are proportionate to the threat posed, that they are merely temporary and that they shall be carefully used and subject to ultimate judicial review at the end of the Emergency. Our aim is to not restrict information generally, but merely information that could affect national security, such as the circulation of troop movements or the peddling radical misinformation that could inspire the public to rush actions that could jeopardise our carefully maintained neutrality.

We reiterate our respect for the Federation and its People, and we hope that the cordial and peaceable relations that have characterised our Nations' ties heretofore might continue into the future.
