CONFIDENTIALTo the collected peoples and patriots of Csgenia, its government and Queen, and the brave stalwarts that guard her.
I have been instructed to pen this missive for two purposes: to simultaneously extend formal recognition to Csgenia, and to open a dialogue regarding an understanding as pertains to the continued unobstructed use of the Serault canal.
Firstly, the Republic & League do hereby formally recognize the Kingdom of Csgenia and will undertake all efforts to open and maintain permanent diplomatic ties. To this end, the embassy formerly maintained by the Republic & League within the former Pannonia will be staffed anew and a new ambassador-in-residence appointed by His Excellency, the Caudillo. Further, the Kingdom of Csgenia is recognized as the successor to the former state of Pannonia for all purposes as pertains to previous treaties, understandings, and agreements with Solléga.
I will be forthright and note that this isn't a move inspired by raw altruism. The Serault Canal is an engineering marvel, and has become of increasing importance over the course of the last century to the economies of Solléga and Pannonia both - a considerable amount of commercial traffic passing through annually.
It is the hope of this office and of the Republic & League that a memorandum of understanding may be reached whereby use of the canal will continue unimpeded under the same terms as prior to the Pannonian Crisis. Further, Solléga is also prepared to undertake to assuming a portion of the responsibility for maintenance and operation of the canal with Csgenian agreement - understanding that sole control and jurisdiction rests with the Kingdom, but wishing to provide for its safe use. As part of a pending economic aide package, a portion will as such be allotted specifically to the maintenance of the canal authority.
A further topic to discuss at a future point is that of refugees and migration, though that may be slated for the nonce.
