Continuing our prior communications, the K.N.R.R. wishes to arrange a meeting to discuss the fates of the twenty-one individuals currently held on espionage charges in Sikandara. If your government is still interested in pursuing this meeting we request that you arrange a time and place for it to occur. If you wish for us to make the arrangements, we will do so. The KNRR's only stipulations are that the meeting be held in secret and that the twenty-one prisoners not be executed before or during the talks. As Commissar for Foreign Affairs I would attend this meeting in person were I able to. But I am presently indisposed and cannot. One of my expert comrades from the Narkomindel will attend in my stead to represent the KNRR. We leave it to you to decide who will represent your government.

The Imperial Government has considered the matter of engaging the Kyivian Government over the fate of 21 Kyivian nationals convicted of espionage by the Supreme Court. The Chancellor, Babur Suleymani, has instructed us to communicate the following:

1. The meeting between representatives of relevant parties meet in complete confidentiality and in a neutral venue.
2. The Imperial Government has communicated the offer for discussions to His Majesty The Emperor, who has not submitted the official execution order to prison officials.
3. At no point, following the decision to accept the Kyivian proposal, has Sikandara considered altering its established position. However, we are in agreement that the issue has become far too heated to be allowed to continue as it has.
4. At present, there is no legal framework within which to handle this matter, seeing the lack of extradition agreements between the two concerned parties and the delicate nature of the situation.
5. The Imperial Government will be represented at this meeting by an official of similar rank, as that of the Kyivian representative.

The Imperial Government has decided to postpone the proposed meeting between its representatives and those of the Kyivian Government due to strong concerns of an allied state on certain actions having been carried out within their territory. Until such a time that the situation is clearer, we remain unwilling to meet officially. The Kyivian Government must rest assured that its 21 citizens shall be kept in maximum security but their execution sentences shall be stayed for as long as possible by Sikandari law.

I am sure that the Kyivian Government has received official word from the Sikandari counterpart, issued by Shahdara to distance the Imperial Government from the issue of the 21 Kyivian nationals and their extradition. I have been entrusted with the responsibility of presenting the official stance of the Imperial Government, away from the possible scrutiny of any third party interests.

1. The Empire of Sikandara and the KNRR sign a prisoner swap agreement, as the political situation in Sikandara makes the passage of an extradition treaty impossible at this time. This document will provide the legal cover necessary to carry out the latter stages of the following plan.

2. The Imperial Government of Sikandara, urgently, shall dispatch the 21 Kyivian nationals to a neutral location from where Kyivian officials can claim the individuals in question.

3. For the public in Sikandara, it shall be announced by the domestic press that the 21 individuals have been executed.

It is absolutely imperative for this plan to succeed, this remains entirely secret and that communications between us remain through intermediaries.

The KNRR finds these terms acceptable. We propose that the prisoners be transported to a location near the Vangalan border and given instructions to cross. There they can be picked up by our agents in country. Given the current state of insecurity in the country we believe it will be possible to conduct the transfer in secrecy. Once we have custody of the prisoners, we will transport them to our embassy immediately where we can arrange for a covert return to the Revolutionary Republic.

We hope your government will understand when our governments issue a public condemnation of the 'executions'.

I am asked to inform the Kyivian Government that the Sikandari Government is not willing to deal with any exchange on Vangalan territory. The frontier with that country is sealed and cannot be opened for anything, as instructed by Frontiers Act 1950, so the Imperial Government does not have the legal basis to do the exchange in the area specified. However, it has been suggested that the Kyivian Government consider another nation where these individuals can be transported and the exchange made. The Imperial Government recommends: Ivernia, Arendaal, Danzig or Jurzan.

The Imperial Government has asked me to convey, as their unofficial representative, that they would understand the Kyivian response following the announcement.
