Diplomatic Communique

Asylan holds the security of it's civilians abroad as incredibly important during this time of troubles. We would like to propose a defensive pact with every nation above in an attempt to secure not only our citizens but the citizens of every peaceful nation sharing similar ocean shipping lanes.

1. Military naval vessels from each country will assist civilian vessels of those under the aggression from any nation barring ethical or treaty conflicts in international waters.

2. Military vessels are not covered under this treaty.

3. This treaty does not guarantee the assistance of any signatory in aggressive maneuvers of their own.

4. A civilian ship found attempting to instigate conflict is exempt from this treaty.

We hope that you all can see the value in such a light defensive pack so that our civilian population can feel safe on the high seas. Please remember this is not a military alliance, simply a defensive pact applying only to signatories civilian ships in international waters.

On the Mutual Shipping Lane Defence Proposal


The idea put forth by the Republic of Asylan is an excellent idea in order to make the Northern Germania and Scania conflict-free areas by fostering peaceful cooperation and international trade, which make war extremely costly and contribute to the material development of our countries. However, we propose, before you, and all the countries which you referred to, something more ambitious, that would have to be discussed in a high-level diplomatic conference. Instead of a mere mutual shipping lane defence treaty, considering the amount of free trade agreements already in place, we suggest a comprehensive free trade agreement which would include not only provisions on the free movement of goods, services, capitals and workers (to be introduced gradually), but also a customs union and defence commitments like the one suggested by Asylan.

Once more, the purpose is to ensure peace through trade, and, the ultimate end: the material prosperity of our nations. We know it might seem maybe too ambitious but we do sincerely think it is the right way for the North.

We believe that future treaties are a potential and legitimate next step for our nations as time goes on. However at this moment, we believe that ast this moment, self defense is precedent. However as more nations express their opinions on this treaty (which from this point on I will refer to the North Sea Civilian Defense Treaty NSCD), we can begin to mold the NSCD to the standard of all potential participating nations.

The Kievan Provisional Government, long having pursued a policy based on the careful avoidance of engaging in entangling alliances that could maneuver the Tulun Remnant into a position between the interests of great power, sees great value in the pact proposed by the government of the Republic of Asylan. It is the position of the Provisional Government that united and decisive first steps need to be taken to ensure the safety of naval shipping and commerce, especially in the Kievan Strait and beyond. As such, the Kievan Provisional Government expresses its interest to engage in further negotiations regarding this proposed framework, provided a generally positive signal emerges from within the ranks of other interested parties.
