DEADLY ARSON ATTACKS IN PUÁNTENUÁ LEAVES DOZENS DEAD

Puántenuá's immigrant communities are left devastated after a cruel series of deliberate fires that targeted their businesses and homes.

OUTRAGE has been widely felt across the fair lands of Cathiopa following a horrendous set of fire attacks against immigrants residing in the great port-city of Puántenuá. Officers of the National Watch were alerted to the acts of arson in the early hours of the morning and struggled for quite some time to end the inferno that has claimed at least a dozen lives, although the gruesome process of body counting has not yet concluded. According to Watchmen, the perpetrators unashamedly focused on the homes and livelihoods of these poor peoples. Community leaders have urged those with any relevant information to exhibit basic human decency and inform the authorities immediately to allow for the swift capture of these criminals.

IT was Puántenuá's ‘Other Himyari’ community that suffered most from last night's atrocities. Originally from Andaluz and the Frescanian territory of Bitumtinia, the majority are full citizens, their forefathers having exploited the unamended ‘Law of Return’ in the 19th century to begin new lives in Cathiopia. Many are small tradesmen, being purveyors of both exotic and domestic goods. Consuming Cathiopians speak highly of their products, and readily recommend their purchase.

SUSPECTS have already been announced by the National Watch. Commandant-General Luwí Sasu-Ngesu informed the press he believed militant socialists to be behind the crimes, as the arsonists targeted the communities' commercial activities. Men under his command have acted swiftly, and taken several Trade Unionists and self-proclaimed ‘Revolutionaries’ into custody.

OTHERS see a different force behind the arson attacks. Junior Councillor Manwele Kendi from the Democratic Party, who represents Lutété constituency near Puántenuá, blames the rhetoric of Nativist agitators in movements like the Children of Himyar and Pan-Himyarist Congress. The Councillor accuses such organisations of fostering an atmosphere of intolerance, and has urged for an investigation into their activities. Members of both the Children of Himyar and the Pan-Himyarist Congress have previously advocated for a black-only immigration policy, with a minority even demanding the repatriation of all non-black residents to their original homeland.

MEANWHILE some in the affected communities privately blame their new neighbours. Internal migrants, from within Cathiopia itself, have flocked to Puántenuá and other cities in search of employment and security, moving in great herds from the village to the modern metropolis. Lacking the necessary authentication and appropriate skills, many now find themselves idle and destitute, much to the consternation of local residents, who now are demanding their removal, peaceful or forcible.

COMMANDANT-GENERAL Luwí Sasu-Ngesu has promised REPUBILIKA newspaper to pursue all possible avenues of investigation, even if they do reveal some uncomfortable truths about demographic or political changes in our Republic.

In this short interview, EBENE speaks to Nagadala Mabiala, Chairman of the Pan-Himyarist Congress, and Alberto Esono Palacios, Black Entrepreneur and Political Activist.

EBENE: Mfumu Mabiala, Mfumu Palacios, EBENE is most grateful for your time. Thank you both for your presence. The Negro versus Ndómbé dispute has been criticised by some as an intellectual distraction, an ideological division, at a time when Men of Black Skin need to be uniting and mobilising. How do you respond to such criticisms?

PALACIOS: First let me start by thanking EBENE for this opportunity. I am most honoured to be speaking with a journal possessing an illustrious tradition of radicalism. I will begin by saying I believe the so-called Negro-Ndómbé dispute is a minor one. Regardless of what a Black Man calls himself, I believe we all stand for the liberation of our Race, whatever continent we stand in. However I do also believe the debate, and especially the prominence given to the matter in some circles, is damaging to the Cause. I have long said we should not make matters of Race one of Blacks against Whites. We should certainly not make matters of our own Race one of Negroes against BaDómbé.

MABIALA: This is not an issue of Negroes against BaDómbé, of New World Blacks against Old World Blacks. This is recognition that the Black Man is now continents apart. Men of Black Skin in Occidentia do not share the same struggle as Men of Black Skin in Himyar.

EBENE: Mfumu Mabiala, you have previously advocated the return of all Black Men and Women to their native Himyar. Do you believe One cannot be truly Black if not in Himyar?

MABIALA: Rather than asking why return to Himyar, ask instead why not return to Himyar. Few Black Himyaris left Himyar of their own accord. Why stay in a land where the people there enslaved you, and now you are 'free', they still do not view you as equal?

PALACIOS: Am I less of a Black Man than you Señor Mabiala because I choose to remain in the land my parents, and their parents, and their parents, lived?

MABIALA: I will not answer such a ridiculous question.

EBENE: Moving on. Mfumu Palacios, you have spoken much of the 'Black Thaumantic' in your various appearances and works. Can you elaborate on the concept, and do you believe it is integral to 'Negro' identity?

PALACIOS: I call it the 'Black Thaumantic' because we must remember it was Blacks who built the modern Thaumantic. The prosperous economies of the New World were built by the hard, and forced, labour of enslaved Black Men, Women and Children. It is time we reclaim our stake of this wealth.

EBENE: And its relation to Negro identity?

PALACIOS: When I say I am a Negro, I speak for all my Black Brothers and Sisters, wherever they may be. The idea of the 'Black Thaumantic' is integral to the Negro identity, because it speaks of our borderlessness.

EBENE: And when you say you are a Ndómbé Mfumu Mabiala, what do you mean by that?

MABIALA: A Ndómbé is a Black Man unafraid of his Himyari heritage. A Ndómbé is a Black Man who remembers his ancestors. A Ndómbé is a Black Man who remembers his continent, for all its beauty.

EBENE: Mfumu Mabiala, you suggested earlier the struggle of Blacks in Himyar was different to the struggle of Blacks elsewhere. Can you expand?

MABIALA: Blacks choose to walk among Whites in the New World. But in Himyar, we have no choice. Did we ask the White Man to come and rule us? To exploit us? To rape, plunder and pillage? No. Himyar for the Himyaris.

EBENE: Mfumu Palacios, you recently called for a World Congress of Coloured People, calling on all People of Colour to co-operate in the fight against racism. Is it still your wish to see such an event occur?

PALACIOS: Undoubtedly. I am currently in contact with several organisations worldwide, representing all colours and creeds.

EBENE: And your opinion Mfumu Mabiala?

MABIALA: Our priorities should be here, home, Himyar.

EBENE: And that concludes this interview.

GUANA DEMANDS HALT TO FLOW OF REFUGEES

Dozens of local Assembly Members from Guana Province have written to President Kabila and First Minister Gizenga asking for assistance from central government to help stem the flow of refugees from Saraar. Guana Province, which consists of just a small island not far from the northern Saraari coastline, has seen thousands of Saraari refugees attempt to pour into the island in the past week, with the recent Revolution in Saraar causing many to flee their homes.

In a tragic incident yesterday, twenty-something Saraari refugees are believed to have died attempting to cross the narrow channel of seawater between Saraar and Guana after their makeshift vessel capsized. Ships from both the Cathiopian Navy and National Republican Guard searched for hours looking for survivors, only to find none.

Gabu and Popó Provinces have also experienced a sudden influx of refugees from Saraar, although not to the same extent as Guana. The government has also promised extra finances and material aid to all three Provinces to help cope with the refugee problem, with the Senate approving the measures last night in an emergency session.

Most refugees are residing in ad hoc encampments on the outskirts of Guana's coastal towns, although a few generous citizens have opened their homes to the newcomers. Guana and Saraar share deep cultural and historic ties, united by the common faith of Islam, and local Mosques have been instrumental in mobilising and co-ordinating support.

Governor Abood Karume has appealed for calm, and also urged the national government to recognise the Saraari transitional authorities and provide support to the new regime, saying this would be the best solution to the refugee crisis.

DEMOCRATS ADOPT POLICY OF IMMEDIATE DECOLONISATION

Significant shift in foreign policy stance of the Democratic Cathiopia Party after leadership announce support for the full and immediate decolonisation of Himyar.

THE leaders of the Democratic Cathiopia Party last night revealed a major change in their party's Himyari policy, renouncing previous support for gradual decolonisation and instead demanding immediate independence for all colonies in the continent. The Constitution Party now remains the only party in Cathiopian politics to oppose instant independence for all colonies in Himyar.

OTHERS have already started to wonder what prompted the change in policy. Nagadala Mabiala, Chairman of the Pan-Himyarist Congress, accused the Democrats of political opportunism and of insincerely supporting immediate independence, claiming only the recent successes of black nationalist movements motivated the change of heart. Writers in El Grito newspaper, a Puántenuá-based publication openly sympathetic to the labour movement, suggested the move was to appease the Trade Unions, who have long agitated for the swift decolonisation of Himyar.

PARTY Chairman Iñacio Rondo announced the change late last night after an extraordinary meeting of the Democratic leadership, held in response to the Revolution in Saraar, which toppled the brutal military regime of General Kibwe Sesay. According to Rondo, senior Party members concluded continued external rule of Himyar was morally intolerable, and the prolonged existence of colonialism would only benefit political extremists, who would likely take power in the case of eventual independence.

CONSTITUTIONALISTS have stood firm in the face of renewed pressure to alter their gradualist stance. Indeed, Senator Víctor Ntongono today stated immediate independence would result in regimes similar to those of General Kibwe Sesay's, and warned native Himyaris needed to be in a state of proper political preparedness before independence could be considered. External Minister Rafael Ngudiankama further warned a change in the position of the Cathiopian government regarding outside colonies in Himyar would damage working relations with Europe's main powers.

HOWEVER, some in the Constitution Party are showing signs of disagreement, particularly in the Junior Council. Several Constitutionalist Junior Councillors, speaking to REPUBILIKA newspaper on the condition of anonymity, worried opposition to the quick decolonisation of Himyar would harm the party's electoral chances. Just as many stated immediate independence should be supported as a matter of principle, regardless of the foreign policy implications.

For this reason we fully support the intent and direction being sought by Cathiopia, yet we must dutifully advise our valued friends that decolonisation must be done peacefully, no matter the pace.

We offer our services of good Christian neutrality with the trust that Cathiopia chooses peace as its safe-word. The Grand Covenant truly believes that certain concessions can be made between native parties and their extra-national administrators, for example alleviating the unfortunate situation involving refugees from Saraar. Onus for continental unrest must not fully be heaved upon the Cathiopian, it must indeed be shared by a strong Pan-Himyari Community - a Community of Nations - that Cathiopia will someday lead by graceful example.

It is a genuine hope of the Cathiopian government to see all our Brothers and Sisters in Himyar living under a regime of their own choosing, and not one of foreign imposition. Yet it remains the firm belief of this Cathiopian government that the disruption of Himyari societies caused by colonialism, and their state of development at time of conquest, means immediate independence is not the wisest decision. And we certainly do not advocate a violent end to the colonial state.

The Transitional Government in Saraar understands the problem the people face especially as the fighting continues in the north-western regions of the country. Forces loyal to the dictator Kibwe Sesay are still fighting in the regions surrounding the cities of Tabora and Bute, which are still under their control, situated north of the Meru Mountain and on the coast respectively. Soldiers of the Herders' Front moved this week from Garissa north, to liberate the last regions loyal to the dictator, but there are many reports which say that Kamarist militias use civilians as a human shield against democratic soldiers. The fighting and the atrocities of the dictator's militias has made so many people try to run, but in the north the sandy waste is even worse, in the east there are more and more enemies and to the south, gunshots are being heard on a daily basis, so the only place they can go is westward, towards the Guana Isle. On Friday the 17th of January 1954, Saraar will have its first free elections and we would like to invite observers from Cathiopia, Ivernia and Cantignia, so they can be sure, that this time the people will finally start to really lead this country by electing freely their favorite party. After the elections, we hope that the new government will be recognized by foreign states and the refugees can return home. We also hope to start a joint program with the Republic of Cathiopia, to start a search of the officials of Sesay's regime that ran into Cathiopia, the head on the list being the prime minister, General Sefu Diallo.

GOVERNMENT WILL NOT RECOGNISE NEW 'CALIPHATE'

President Deogracias Kabila has informed the Grand Assembly it is not his intention to pursue recognition of the new Saraari government, which yesterday declared the re-establishment of the Islamic Caliphate. Non-recognition was agreed last night in an emergency meeting with First Minister Alfonso Gizenga and Minister of the Exterior Rafael Ngudiankama, who both gave a statement to the Grand Assembly to further explain the decision.

The recent referendum that allowed for the return to Monarchy in Saraar, together with the prominence of Islamic clerics, revolutionary Communists and anti-Cathiopian nationalists in the transition government, were all presented as motivating factors that led to non-recognition being adopted as policy. The announcement saw a rare moment of unity in the Grand Assembly, with representatives in all parties speaking in favour. Only a handful of Junior Councillors spoke in dissension, urging the government to instead respect the apparent democratic wish of the Saraari people.

President Kabila, First Minister Gizenga and External Affairs Minister Ngudiankama all expressed severe doubt in the legitimacy of the results of the referendum, claiming manipulation and intimidation were a likelihood. All three further feared the new government would continue the anti-Cathiopian rhetoric of General Kibwe Sesay and to maintain claims on Cathiopian territory in the form of Guana Province. Minister Ngudiankama also spoke on the exclusion of the Maasai people from the political process, and of the radical, violent beliefs of leading members of the tranisition authorities.

Patriarch Zá X, having been silent on political matters for the last months, has spoken loudly on the situation in Saraar, warning of potential anti-Christian persecution following the re-establishment of the Caliphate. Saraar is home to a small community of believers from the Bumósi Church, as well as a variety of other Christian denominations.

Foreign Affairs Minister Ngudiankama suggested contact will be made with both the Fennian central government and the local administration in New Fennia to co-ordinate a common response to the crisis in Saraar. Relations between Cathiopia and the Fennian Union have been strained by Cathiopian condemnation of racial segregation in New Fennia, and the demands of some Cathiopian politicians for immediate decolonisation. However, the turmoil in Saraar may provide the opportunity for a rapprochement.

We are deepely angered by the ill will the Cathiopian government displays against the nation of Saraar and how the newspaper Mboki ya Mbanza spreads its anti-Saraari propaganda. We understand that the clique in Nkalamenga wants to keep the territories of the Guana Archipelago under their yoke and for that they would attack Saraar in any means necessary. The Mobki ya Mbanza is clearly a political tool of the government, presenting the referendum as a theater play, when actually the result shown the real belief of the Saraari people. Saying that the Maasai ethnics were banned from voting is blatant propaganda meant to turn ignorant people against the Saraari people in general and the Caliphate in particular.

If the members of the Cathiopian ruling class would have wasted some of their precious time to actually read the Constitution and also observe the day to day lives of the Saraari citizens, they would have observed that in Saraar the religion of each individual is respected and also there is no ethnic segregation, especially against the Maasai people, who were hand in hand with the Saraari since the beginning. We though that the end of turmoil in Saraar would also bring a reset of the Saraari-Cathiopian relations. It seems that the clique in Nkalamenga didn't preferred this way, but continued its anti-Saraari rhetoric.

The regime in Nkalamenga also shows what it thinks of the ideas of the freedom of the nethians, that it seems to prefer to ally itself with the Fennians, who oppress the Daru populations. For them, the whole decolonization speech was just cheap populism meant to inspire the idealist, while their true thoughts were presented by the newspaper report. They do not care about the other people living in Himyar. They care only for their power so that they can be the leaders of what remains of the free Himyar, thus being no different than any colonialist.

If they do not wish to stop the occupation of the Guana Islands, we propose a civilized way of solving this dispute. The declaration of a free state in the Guana Archipelago; a federative state in which both Muslims and Christians will have a say in the country's politics, with both Saraar and Cathiopia guaranteeing the independence of the new nation.

The High Kingdom of Ivernia
is very disappointed by the recent actions of the Republic of Cathiopia. The desicion to refound the Caliphate was an entirely democratic one that rightfully and fairly brought back a system which has benefited the Saraari people in the past.

It is not right or just to ignore the will of the people of Saraar based on realpolitik, and the High Kingdom of Ivernia shall support the new Caliphate and recognise their rekindled nation.

Accordingly, we are prepared to enter liaisons with the Cathiopans concerning the Saraar question should the Cathiopan government in general be interested.

We are saddened to see that the Fennian Union, with whom the Caliphate of Saraar shared a border peacefully from the creation of the colonies in New Fennia until 1945, prefers to befriend Cathiopia which always has shown its hostility to white presence in Sub-Sea of Fire Himyar. We should remind you how all but one Cathiopian political party preaches the immediate decolonization and thus an end to both the Ivernish Himyari Commonwealth and also to New Fennia. Today, the Cathiopians may try to present yesterday's turmoil in Saraar as a great crisis that might destabilize the whole region, but the truth is that if they wanted to act to help the people end it, the momentum for that has passed and now, the nation of Saraar returned to the Caliphate, through a democratic process, with secret and equal votes in which everyone over 25 had the right to vote. The Fennians should be happy to finally see that the crisis has passed and the regime of General Kibwe Sesay also fell, so that the threat of any Saraari anti-Fennian action has finally passed, the Caliphate preferring realpolitik over the idealistic but suicidal rhetoric that was presented by Sesay.

The Caliphate of Saraar wishes no ill will to the people of the Fennian Union and the status quo of New Fennia. We just want to say that any so called "humanitarian action to stop this crisis by pacification" of the Saraari will be seen as an act of war and a violation of Saraar's sovereignty. We hope that the Fennians will see that starting the hostilities with Saraar will destabilize the whole western Himyar in a more radical way than our revolution was. The Union government disputes the alarmist reaction on behalf of the new administration in Saraar and disputes the validity of Saraar's interpretation that the Fennian Union would be planning some form of aggressive action against Saraar. Though the Union government responded positively to Cathiopan suggestions to enter into talks pertaining the regional security situation, we can only view it as a natural course of action for neighbors to address questions in their immediate vicinity.

The Fennian Union has no ill will towards the new administration in Saraar, but one must question whether this overreaction is one of genuine concern or an attempt by the nascent government to strenghten its political standing by painting an image of a looming threat of foreign aggression even where one does not exist.

It is not the place of the High Kingdom of Ivernia to dictate foreign policy to Cathiopia. Cathiopia will make her own foreign policy decisions dependent on our interests and values. The re-establishment of the Caliphate, and thus the return of Saraar to theocratic rule, and the anti-Cathiopian sentiments present in the statements of prominent Saraari revolutionaries, has persuaded this government recognition contradicts both our interests and values.
