To the attention of our neighbour and friend governments of Eiffeland and Trivodnia,
Honoured Leaders, the nightmare we have striven to avert with all our labour has come to pass. Despite the best intentions, war has fallen upon our lands, with no provocation and only ruin sure to follow.
We have all worked tirelessly to see our nations prosper and peace endure. Yet we must, wearily, accept that this has failed.
We tried six months ago to talk to Kadikistan and Xinhai and Crotobaltislavonia, to get them to see reason, and stop the spread of conflict.
We regret that we could not do more.
Now that war is upon us, We offer our humble services as a mediator, should either of you have need of one. We will try our best, but we fear our words will fall on deaf ears.
In lieu of that, we offer something more. While we are publicly and avowedly neutral, we are also not blind.
To that end, I am doing all I can to authorise a Free Right of Passage Act, to allow both your nations millitary aircraft full use of our airspace.
Additionally, the Border Guard have been instructed to look the other way on all registered trucks passing from Eiffeland to Trivodnia via our lands and ports.
Though we cannot and will not commit ourselves as a co-belligerent, we nonetheless stand with you as a neighbour, and we wish you god-speed.
If we cannot have peace, then by God's grace and tribulation, grant victory.
