The Asylan government wishes to reiterate its opinion into one coherent government document for the convenience of the international community.

The Asylan government condemns the aggressive behavior of the Carentanian government, which has threatened action to remove control of the Asylan territory in Erdenshire. Carentania has no right nor international dispensation to force control of Asylan sovereign territory that holds Asylan citizens. We further condemn the continued movement of military assets into aggressive postures near the territory.

We state again for the record that any attempt to remove control of the Erdenshire territory from Asylan hands shall receive a response in kind. It is the duty of Asylan to protect its citizens and their property in the territories under its control. Never has the Erdenshire island been a part of the greater Eastern Cape territory, and existed before release the Eastern Cape from Danish control. Asylan at no point attempting to aggressively expand any sort of "colonial empire" as Carentania has gone out of its way to consistently imply.

Let the international community know this. At no point will Asylan declare war, or make aggressive actions against Carentania unless shots have been fired against us first. Our ships will stay in Erdenshire, or international waters and their presence in Erdenshire not be construed as an act of aggression but as an act of defense of our territorial integrity.

At no time in history has Carentania "threatened action to remove control of the Asylan territory in Erdenshire". Carentania has voiced its legitimate concerns about the role of the Asylan naval base at Erdenshire in the current conflict over the city of Augustaborg. We have observed with great worries the massive military presence of the Asylan Republic off the coasts of the Eastern Cape and we have witnessed already the use of these military assets to interfere with the developement of the Eastern Cape as sovereign state. Acts of aggression we believe can be repeated at any point in the future by the Asylan government.

Carentania has approached the government of Asylan about possible security guarantuees that could achieve a lasting peace in the region by preventing further incidents. The stance of the Workers' Republic on this issue was clear: the integration of Erdenshire into the Eastern Cape was a possible solution and thus we presented it to the government of Asylan. Erdenshire serves no strategic interests for Asylan if it has truly abandoned its expansionist neo-colonial policies in Eastern Himyar. Geographically and culturally, Erdenshire is more closely tied to the Eastern Cape than to Asylan. Lastly, Carentania was not trying to extort compliance, it was offering compensations in exchange for the island and was willing to negotiate on the issue to achieve a deal acceptable to both sides.

The outright rejection of any and all negotiation on security guarantuees by Asylan and its repeated attempt to paint this diplomatic approach as act of aggression has led us to believe that Asylan is not planning to peacefully co-exist with an independent Eastern Cape. Asylan is very obviously only biding its time, knowing well that - with Sikandari threats against Carentanian allies - a moment is approaching fast when Carentania can not continue its current military defense of the Eastern Cape as sovereign state.

Carentania fears that Asylan may reignite its aggressions towards the Eastern Cape at any moment in the future and these fears have been fueled by Asylans recent behaviour of rejection of diplomatic approaches and public exploitation of half-truths for propaganda gain. The Workers' Republic is unimpressed by Asylan war-drums and is honor-bound to take a strong stance on the issue of Eastern Cape sovereignity while it is still able to do so.

Unless the Aslyan government can produce clear evidence that the Carentanians are threatening the security of the Erdenshire naval base, Aslyan does not have Belka's moral support. However Asylan will be reassured that should it become apparent the base is being threatened by foreign countries, Belka will see it as a declaration of war. Failure for foreign countries to cite their jus ad bellum that will be met swiftly in kind with economic sanctions from Belka for breaking international laws and attacking Asylan territory. However on the same token, should it become obvious that Asylan is interfering with Eastern Cape stability through its show of force, we may be compelled to see it as a war of aggression on the Eastern Cape's sovereignty and will acting accordingly.

And to the Carentanians, unless proof is brought against Asylan that it is fueling instability, the Carentanians should stop accusing Aslyan for inciting aggression on what little instability Eastern Cape has left.

In matters unrelated to military aggression on the base, Belka fails to see the point of integrating Erdenshire naval base into the united Eastern Cape. Until the crisis in Eastern Cape is resolved and stability has been achieved there is no point in worrying over the sovereignty of the naval base. In short, reintegrating Erdenshire is not and should NOT be a priority for the Carentanians and the ICD. It should be focused on the country stabilizing itself from internally, not externally. As far as Belka is concerned, the Erdenshire naval base has always belonged to Asylan.

There is no formal link between between the Eastern Cape and Erdensire outside of its convenience of geography. If the Carentanians truly believe geography is a determination of national sovereignty, we would be delightful to expect a similar response to the the issues of the Bimbeck Islands, Ivernish Occidentia, Cathiopian archipelagos, Ionian Himyar, Siyang and Zadar-Istria. These are all islands and enclaves that are close to in proximity to another sovereign state. Perhaps it would be in Carentanians best interest to extend their push to the previously stated territories, any territorial disputes and beyond.

We would be more than happy to offer legal professionals for the Carentanians should they have difficulty grasping and interpreting legal matters. We wish you the best of luck pushing forth your claims and shortly expect a similar push for those islands.

... Or have the Carentanian claims be entirely disregarded and thrown into the garbage.

We kindly advise the government of Belka to inform itself more thoroughly on the issue at hand before casting its judgement onto a the crisis at hand. Asylans interference with the sovereignity of the Eastern Cape is a fact. It has fabricated a declaration of independence for the city of Augustaborg and installed a government of its own desire without democratic legitimacy, then moved military forces into position to secure this attempt at installing a protectorate in a sovereign country in a volatile period of decolonization. Only a swift and strong reaction by the ICD forced Asylan to - temporarily - abandon this policy.

Carentania thus has justified fears that Asylan may repeat similiar strategies in the future. The involvement of the base at Erdenshire in this act of aggression is undeniable and the Asylan interference with the sovereignity of the Eastern Cape would not have happened without it. It is our desire to seek out a lasting and stable solution to peace in eastern Himyar, not a temporarily truce that can be broken by the Tripartite nations whenever they feel they may gain the upper hand.

The Legation State takes offense at the Belkan notion implying a lack of sovereignty on part of the Legation State. The Legation State is not an 'enclave close in proximity to another sovereign state' in the suggested sense that the Legation State is not an independent, sovereign country. The only other implication that can be deducted here then is that the Belkan Commonwealth suggests that Siyang's sovereignty does not exist due to ethnic ties shared with neighboring nations of greater territorial extent, a notion which the Legation State also strongly rejects. The Legation State does not subscribe to the legitimation of just rule purely by applying ethnic categories as implied by the Belkan Commonwealth and affirms its conviction that its constitution and effective administration of its territory affirm the statehood of the Legation State. The Legation State considers state and nation to be separate categories. The ministry asks for clarification regarding the statement released by the Belkan Ministry of Foreign Affairs.

The Grand Covenant fails to recognize Asylan's inherent right to Empire in Himyar or anywhere around the world. Augustaborg and Erdenshire are Himyari, and as we always have the Friendly Confines continue to believe in a Himyar for Himyari. Imperial Asylan is the historic violator in this situation, not the victim, and we endorse fully the dissolution of colonies in Himyar as a charter member of the International Decolonization Commission.

A fact must be presented with with irrefutable proof, not conjured claims. We have no clear evidence on the Asylan government interfering with Eastern Cape's sovereignty and most certainly fabrication of its independence. Augustaborg has declared its independence freely without Asylan's involvement to our understanding. The only thing of suspicion is Aslyan soldiers relocating to the outer perimeters of the city, which has fully disarmed and are left defenseless. But this does not point its involvement with Augustaborg's independence and installation of its government. Surely the Carentanians can understand the defensive perimeter is a measurement to protect the people of Augstaborg from Eastern Cape's internal strife.

Unless the Asylan administration admits its involvement with Augustaborg's independence, that the Carentanian intelligence is willing to share its concrete verification with the international community with explicit evidence detailing the circumstance, or government officials in Augstaborg testify Asylan's involvement, we stand firmly against false accusations. If the Carentanians feel that Asylan is a threat to the sovereignty of Eastern Cape, we have no qualms on Carentanian soldiers mobilising to secure the rest of the country based on their suspicions. However we will not tolerate an act of aggression on the Erdenshire naval base.

As for the Legation State, we are merely basing the notion of sovereignty with geographical proximity based on what the Carentanians seem to have pushed forward, which has since been clarified to the Belkan Commonwealth. The inclusion of Siyang was a terrible mistake on our end and we apologize in humility, we will retract our statement that involves Siyang.

Fact is that a political minority in Augustaborg declared independence without democratic legitimation. Fact is that Asylan soldiers moved in to protect this declaration the moment it was made, defying the sovereignity of the Eastern Cape and without consulting the International Commission on Decolonization, the responsible body for the transition period following the recent end of Danish supremacy. Fact is, Asylan and its allies immediately issued a recognition of the newly declared state while the general public, the European community and the International Commission on Decolonization had not yet been able to determine the nature of this declaration nor identify the small political cabal behind it. These overwhelmingly strong moments of suspicion - which in itself contain a repeated refusal to accept sovereignity of the Eastern Cape over its territory or the responsibility of the International Commission on Decolonization - is further backed up by Carentanian intelligence that has clearly identified the political leadership of the Augustaborg Gang as being tied to Asylan and dependant upon it.

Belkan refusal to see this and its ideologically motivated slurs against the Workers' Republic are one thing, its utter unimportance and the hollowness of its threats are the other. We feel the need to point out the errors of your assessment of the situation, but we feel not that your country will be swayed by mere facts, as the capitalist world had already cast judgement upon the situation the moment it saw the Carentanian flag.

We will investigate the evidence brought to the Belkan Commonwealth thoroughly and closely monitor the situation. If Asylan involvement has been confirmed based on Carentanian suspicions we will shift our position to reflect this matter. However under no circumstance barring a drastic change in Eastern Cape, will we back the integration of the Erdenshire naval base into Eastern Cape in the foreseeable future until stability has been achieved, through diplomatic channels and agreements between Asylan and the Eastern Cape.

Regardless of how Carentania feels about Belkan status in the world stage, we assure you that Belka does not cast judgement out of spite and prejudice. We are not as petty as other countries blinded by ideological motions.

As Asylan, an extremely underpowered military, finds itself in a military stand-off with Carentania, and is completely dependant on Tripartite backing, we request that Asylan stops the ''Grandstanding'' that it is doing here, as it is only serving to stoke the fires and make the Ivernish task of defending Asylan territory more and more difficult.

We hope that when the Ivernish Battalion enters Erdenshire, Asylan shall be prepared to compromise as Ivernia's priority is the prevention of TOTAL WAR between the Tripartite Agreement and the RDTO, and not to follow Asylan in it's plan for dramatic Martyrdom of the altar of democracy. Assisting the Asylan government in saving face and trying to gather itself some international reputation is a distant second priority.

The Republic of Cathiopia wishes to state once more it is not the official position of this Government or the International Commission on Decolonisation that Asylan should surrender control of Erdenshire Naval Base.

The Republic of Cathiopia is satisfied that the new administration of Asylan harbours no hostile intent towards the Eastern Cape, and that new administration acknowledges the actions of former President Hollande were reckless and endangering to world peace.

The Republic of Cathiopia also wishes to note responsibility for the security and development of the Eastern Cape lies with the International Commission on Decolonisation, and is therefore shared between its member-states.

Private Communinque

We understand the trepidations that Ivernia hass in this matter, however there has been no public official release of Asylan's stance on this issue. There has been diplomatic bickering, but no coherant document to show. We are not creating some great political grand stand, we are showing the world our stance on the issue. As a reult the public support for the territorial integrity of Asylan has been heartwarming.

All other information regarding the matter has been the result of top secret communications between Carentanian and Asylan governments, and all pertinent information has been released with this document.

If Ivernia is concerned about the difficulty of supporting Asylan in this crisis, Asylan is considering the decommissioning of its largest aircraft carrier still stationed in our mainland and the release of upkeep funds will lighten the load of our treasury. As a result Asylan would be more than happy to release funds in support of the upkeep of naval forces devoted to this crisis on Ivernia's behalf, and would be willing to sell our decommissioned aircraft carrier to Ivernia for a heavily discounted price, between friends.

We are also willing to reach any compromise that does not involve removing the territory of Erdenshire from Asylan hands. Be this involve monetary of military concessions.

Asylan wishes to wish Cathiopia and the rest of the ICD the best of luck in the integration of Augustaborg as a part of the Eastern Cape and hope that it will honor its request to allow self determination on the part of the people who attempted to break away from the Eastern Cape as a whole.

Should Cathiopia wish, we would be willing to help ease the burden of peacekeeping duties by continuing to send Asylan Red Cross members into the Eastern Cape and help with aid duties. On top of this Asylan wishes to pledge its full financial support to the ICD cause, and wishes to help create a stable and prosperous Eastern Cape that does not answer to any coalition, alliance, or single nation. President Hollande's actions have brought a great and deep shame upon the Asylan people, one that we wish to help correct, and we believe with the Republic of Cathiopia's help, we can begin to make that difference in the every day lives of the people in the Eastern Cape. We wish to provide any non-military means possible to assist you in your mission, and wish to declare our military neutrality in the Cape.
