To our esteemed counterparts:

In light of the state of war your countries are in the RNCEF urgently requires clarification on civilian overflight rights for civilian New Cathay flagged aeroplanes. As you may know, many of our national airline's flights between New Cathay and the West involve routes that fly over Kadiki and Xinhese airspace. During peacetime this has never been an issue. Now, however, we are concerned that there could be confusion, mistakes or even certain zones with aerial sorties and fighting.

Please clarify at your earliest convenience the following:

1. Are overflight rights for New Cathayan flagged civilian aircraft still permitted?
2. If so, what if any precautions or special measures must be taken?
3. Are there any restricted zones to avoid?

We expect the aircraft of Cathay Pacific Airways to be respected as civilian non-combatant aircraft from a third country without any unnecessary hindrance pressed upon them. This has been the case for the past decades, but we are naturally happy to pass along instructions and guidance to our civilian aircraft operators during these troubling times.

1. Are overflight rights for New Cathayan flagged civilian aircraft still permitted?
Overflight rights are still guaranteed within the limitations stated below. Restrictive zones will re-adjust during the course of this unfortunate conflict.
2. If so, what if any precautions or special measures must be taken?
We are committed to facilitate alternative routes should the situation require it. The Vaalbara route, for example, currently still safe for all civilian air traffic. We affirm our equal commitment to strengthen our joint communications and keep you up-to-date with the latest shifts and alterations in the restricted zone. The latter is established in a wide periphery around the areas where major conflict operations are taking place. We can not guarantee the safety of any plane, civilian or military, that penetrates the designated restricted zones.
3. Are there any restricted zones to avoid?
Currently we are blocking all air traffic over the Western Direction of the Kadikistani Union, Trivodnia and Crotobaltislavonia. Our restricted zones also include the northern parts of Ruthenia-Galicia and Southern Elben, but that is simply an advisory for those states in our attempt to avoid civilian casualties as we hold no rights in their airspace. If by some error one of the New Cathayan civilian air-fleet stray into the restrictive area we will still do our best to localize it and avert its course, but in an active conflict area we can offer no guarentees for the ruthlessness of our enemies.

Sky Admiral Chan,

Currently, there is no airspace restricted to civilian traffic to and from New Cathay, regardless of carrier, within Xinhese airspace. It is our policy to deny access to airspace over warzones to ensure minimal possibility for incidents with combat aircraft, and redirect all flights along safer routes. Be advised that all aircraft are strictly monitored by radar over Xinhese airspace and any incidents, including the accidental or purposeful release of materials or personnel, will result in immediate interception and investigation of the perpetrating craft and appropriate response.
