As I do not recall having ever been presented with the opportunity to have done so beforehand, allow me to first extend the warmest regards of the Confederated Republic of Beautancus, as represented by this Office for the Administration of Government, to the Free Canton and the Crotobaltislavonian people. Though the hills and plains of many nations and the vastness of the Thaumantic yawns wide between our two countries, the admiration held by the Cussian people for their Crotobaltislavonian counterparts should never be underestimated. There are precious few states in the world today that have displayed the fortitude and willingness to persevere in the face of adversity as have the Free Canton and her citizens.

The nature of world affairs has conspired, in years recently past, to see that our interests and other matters of state should be as separated by diplomatic scheming, economic machinations and the at times nigh irresistable gravity of the global sociopolitical order as they are by geography itself. Despite the recent trend of nations to exacerbate this state of affairs through accession to an ever-increasing number of even further insulated and isolated alliances, this Office now finds itself in a position to better affect conditions at home or abroad. This includes the ability and willingness to dispense with those conditions entirely, when and where it proves prudent to do so. In this case, we mean to dispense with the apparent taboo of engaging in diplomacy outside of a nation's assumed political orientation.

With the self-imposed isolationism of Kadikistan and the continued descent of Serenierre into human rights abuses, hypocrisy, outright tyranny and flagrant warcrimes, it becomes increasingly apparent that nations such as the Free Canton are genuinely lacking for worthwhile, ideologically compatible partners. The long shadow cast by the marriage between the forces of Gallian Imperialism and those hellbent on governance beholden to scientifically-refuted superstition and the whims of transvestite charlatans only further darkens the possible future of the Gallo-Germanian continent.

Both His Excellency, First Citizen Orton and I believe this to be one of the greatest injustices being perpetrated in Gallo-Germania at present, and it is our fervent desire to extend a hand of friendship, in the spirit of mutually beneficial exchange and shared respect between Beautancus and Crotobaltislavonia.

We are aware, as previously noted, that it has typically not been possible for nations espousing disparate political philosophies to engage in bilateral relations. Despite this, we feel that a positive example might be made of any successful instance of just that thing, as conducted by our nations, whom we feel to be uniquely equipped for this task.

The most essential points of the guiding philosophies of our two nations are far from mutually exclusive, and there are more than enough complimentary features to allow for the exploration and potential development of a partnership between our two nations. To this effect, it is my desire that a representative of this Office for the Administration of Government travel to the Free Canton to discuss these matters further, perhaps by way of your recently advertised riverboat cruises for the final leg of the journey.

The possibilities tomorrow holds in reserve for those of us with our eyes fixed on building a better world are no less than infinite, and it is our genuine desire that we might count Crotobaltislavonia as among our willing partners in the exploration of those possibilities.

Secretary Sir Walker,

Insecurity has been the bane of Crotobaltislavonia for so long. We are a hard-working, conservative people. But our mosaic of ethnicities, compounded by a disadvantageous position in Germania, have made us fearful and tolerant of order from above. We understand that this must change if Crotobaltislavonia is to have peace and prosperity.

Our first step has been installing a fair, tolerant, and encompassing regime at home. We have succeeded beyond our wildest expectations. The next step is looking for reliable friends and confederates beyond our borders. In this, we have not always been successful. Our most important foreign ally has been Kadikistan. But having such a powerful friend on our border has made us fearful and unstable in the past.

Crotobaltislavonia is pleased the Confederated Republic of Beautancus has extended an offer of partnership. Of course, we invite you to visit Crotobaltislavonia at your convenience so that we may have honest and open discussions on the possibilities of a new relationship.
