The Ministry of Defense and Prime Minister's office has asked me to wire through to all respective parties that the Grand Duchy has been keenly aware of the growing threat by Europaland's navy. While Potenza is landlocked and her navy is little more than a coast guard force, the prime minister and defense ministry are interested in providing the Empire with the use of two combat wings of her air force for either defense purposes (to alleviate the Empire's own air force) or offensive purposes (if the Europaland navy were to get within range of the coast). They would altogether be about 100 aircraft and 2,000 personnel (roughly). They would of course have to be based in Engellex at appropriate facilities, but they would be working jointly with Engellex high command.

If the Empire is satisfied with this proposal, the prime minister and minister of defense would ask that Her Majesty and all relevant parties request the use of the air force from the Grand Duke, who would be the only one who can authorize the deployment of the air force for this specific purpose.

Details of the Duke of Venosa's Visitation

His Grace, Guido della Torre, the Duke of Venosa, and the various members of his entourage are invited to attend her Majesty, the Queen-Empress, and the Cabinet at Dulwich, as proposed by your Excellency’s Government, by accompanying a dedicated train, belonging to the Great Western & Imperial.

The reception of his Grace along the whole line, just recently repaired in Wissemandie, to Peterloo will be most enthusiastically performed, and on the newly electrified part of line from Rouen to Bordeaux, it might correctly be termed a sober observation. A deputation from Aldwych d’Evercy House and the Kingdom of Wissemandie shall await his Grace at Rouen, quite near the borderlands with the Grand Duchy, with an address of welcome, and on his arrival at Peterloo the Kingdom of Walssex-Battent, through the Lord Mayor of Peterloo, shall be presented with a similar address of welcome. His Grace can expect to be entertained during a two day pause at Bordeaux by the Court and Chambers of Commerce of that capital metropolis, and all the persons who shall accompany his Grace for Dulwich are also invited to those fetes.

The greatest enthusiasm prevails from all at her Majesty’s Imperial and Royal Court, and considerable advantages are anticipated by all from the renewed intercourse between the imperial and ducal metropolises.

His Royal Majesty Grand Duke Guido III are very interested in learning on the Engellexic opinion of possible hostilities between the Grand Duchy and Carentania in the region of Solaren. Mainly, if Carentania threatens further action against Potenzan troops, will the Empire step in and assure the defense of the Grand Duchy from any hostile attempts against her sovereignty.

In Respect of Carentanian Aggressions

His Grace the Duke of Nonsuch has communicated to me that he, and her Majesty the Queen-Empress, do not exactly see that there is any difference that would allow for concern in respect of the question which has been made by the Government of the Grand Duchy. It has been found that the majority of Europe is in agreement that Carentania conducts itself in a manner that is treacherous, overbearing, and violent. His Grace the Duke of Nonsuch has also found that, in Dulwich, the political classes entertain the opinion that a most fortunate result has occurred from the aggressive proceedings of the communist regime in Himyar, that is that it has brought about the foundations of an alliance amongst powers in Saamiskavia and Preuti-Borussia. A clear majority desires that Carentania evacuate the Long Sea of her warships, and Solaren of her armies, and his Grace has himself expressed to me his conviction that this object be attained when necessary.

The progress of events over the recent months has given a vast impetus to the opinion, which is grounded on the conviction that we cannot maintain communism in the continent alongside civilised States, of which Great Engellex and Potenza are.

It was also expressed briefly that his Grace will personally engage with the Government of the Grand Duchy for the purpose of negotiating the possibility of reinforcing the air security of Potenza by the efforts of her Majesty’s Royal Engellexic Air Force.
