I write to you this fair morning to decry the state of affairs of the ties between our two lands. The tensions that exist, solely on the level of petty politics, is most hurtful to the common good that our two nations can achieve. His Imperial Majesty, in his wisdom, has asked me to open this back channel to diplomacy bypassing official conduits in favour of a direct link with your good office. This letter, despite utilizing the official marks of government of our Empire, is entirely unofficial. Only the Emperor, myself and now you are aware of this.

The reputation of your goodself as a logical and rational individual is known across the world and we respect your position as a key thinker in the government and politics of Potenza and of the greater Gallic region. And I am sure that this opportunity will not be wasted and you shall realise the folly in maintaining the state of affairs as they stand presently.

Please forward your response to the Embassy of Ivernia in San Salvo, making sure it is delivered to an individual named Hashmat Khan – who is an Imperial Messenger.

To the Duke of Mehrangarh:

The offer of renewed relations between the Empire and the Grand Duchy is commendable in an age when the madmen of other countries throw their strong words about like a wet hen panicking in the barn. At face value, there would be no immediate downside to a renewal of ties - political, economic, and possibly military - between our two states.

However, there are concerns in the Grand Duchy regarding any renewal of ties, including:

1) Current relations between Sikandara and nations such as Vangala, Carentania, and others. Whether justified or not, Potenza growing closer to the empire may cause other nations to set their sights on the Grand Duchy and grow unnecessarily hostile to her. While the Grand Duchy is not concerned with winning public support across the globe, the growing military tension should be sought to be resolved.

2) Economic ties will have to be discussed so that some benefit would be seen by both sides, including access to the markets in Sikandara by Potenzan business interests.

3) A pact of military non-aggression should be pursued between our governments, to ensure pace and stability between our forces, in particularly around the San Lucia Islands.

Your Excellency,
Reading your reply to my earlier message, I find it increasingly good to hear that you are, quite clearly, of a common opinion as far as the issue of our two nations' relationship is concerned. However, what you propose is far too ambitious. For you see, as long as Mr. Merlino is the Potenzan head of government, it is impossible for any well-meaning dialogue – at an official level – to commence due to the seriousness of the comments that were made by him against the majesty of the Emperor of Sikandara.

So, while what you suggest is our eventual goal, for the moment we must solely work to ensure a steady stabilisation of the trade relationship by de-linking the political disagreements from this vital economic relationship. The impact on our economy by restricting agricultural exports to Potenza is clear and we are sure that the absence of Sikandari oil and coal will be apparent on the Potenzan economy.

Additionally, we realise the delicate situation for your government, with the presence of Carentania in your region and its involvement in Solaren. But the Shahdara is also dealing with a more permanent threat in the form of the Vangalan revolutionaries, whose fervour is rabid and their hold on power fresh. There is great instability in our region, if we look further east to Yujin, and Sikandara stands as the sole stable sovereign state in the entire continent, if not counting the anarchical state that is Touzen, which does have some degree of stability.

But, in my personal opinion, an alliance of sorts between likeminded individuals in Shahdara and San-Salvo aimed at easing tensions between the governments and fostering the kind of relationship that can effectively emasculate the Communists is something we should all work towards. You are an intelligent man, of that there is no doubt, so it must be clear to you that the eventual fate of the Solaren War will be a clash of ideals with the Carentanian communists, who, while differing in ideology from the Vangalan brand, continue to peddle the Marxist ideology in foreign lands.

So, in my own opinion, and not wanting to sound a rabid anti-communist by continuing with what I have already said, but instead a pragmatic realist, I would think that it should be possible to use the Government of Eiffelland as an intermediary to get our two governments to begin discussions in a clandestine manner to resolve the legal issue that has presented itself to the Sikandari government following the outright case of lésé majesté by PM Merlino.

Please respond to the letter in the usual manner, utilising the same method established in my first letter.

There should be no concerns regarding Prime Minister Gaetano Merlino. He will do whatever the Grand Duke tells him is best to do, as the two men are closely linked in their leadership, and Merlino greatly respects His Royal Majesty. If His Royal Majesty desires greater resources for the Potenzan economy, or renewed relations between our two nations to help the balance of power in the Gallia region, then the prime minister will fall in line. You will have my word of honor on that, as a Potenzan and as a member of the noble House of Grimaldi.

However, if we are to continue, some pride will have to be swallowed between our two sides. Potenza and Sikandara will have to understand that insults done on the diplomatic field are often the necessities of the negotiations between states, and though we are certain Merlino, when pressed, will agree to an apology to the Emperor's face, we should not attempt to continue through with any legal or overarching political means.

In regards to the government of Eiffelland, I would not be opposed to using them as an intermediary between our two governments.
