Presidential Race Set To Begin As Socialists Gear Up For Summer Primary

With the date set for October 23rd, there remains just 5 months in the presidential election campaign. Incumbent Pavel Lukyanov has ruled himself out of the race leaving the major parties each to field candidates in what has been suggested will be the closest contest yet. The third election of its kind, this years presidential battle is expected to be the largest in the nations history with more voters registered than ever before and a country ready for change. Koruin Gruaman, who stood for the Polascianan Conservatives in 2003, won the first presidential race comfortably ahead of the then Social Union party - but since losing out to the independent Pavel Lukyanov in 2007, Gruaman has since had his eyes on reclaiming the crown of Polascianan politics. Leading his party to victory in the Legislative Elections in 2008 saw the Buratiyan born politician becoming Prime Minister and leading the second Conservative government. But political infighting and a failure to grasp a working relationship with the president has left Gruaman's government fighting for survival. Leading an unpopular government will not be the only headache for the former president who has found it difficult to find support for his candidacy amongst members of his own executive.

While both the United Nationalist Democrats and the Social Nationalists have selected their candidates, the centre-left UnionParty is yet to do so. Today, a spokesperson for the formal opposition said that there were two declared candidates for the nomination, and as such a primary contest would be held over the summer. The Governor of Kamchetka State, Stepan Michalvich, will face a run off vote with the leader of the Federal Assembly Gennadiy Artamova. Both men are highly respected within the party and have vast executive experience. Mr Michalvich was the party's candidate against Koruin Gruaman in 2003 and a close ally of his, Alexander Ivanchin-Pisarev stood in the 2007 contest. Mr Artamova was elected as the leader of the UnionParty last year and replaced former Prime Minister Maksim Obelchenko, who announced last month that he would not be standing. While both candidates are seen as highly likely to launch a strong challenge against the Conservatives, many analysts have suggested that Artamova's strong links with President Lukyanov could become a major obstacle in his bid, and as such have installed Governor Michalvich as the favourite for the nomination.

The UnionParty released a list of dates over June and early July which will see the two candidates facing eachother in electoral challenges across the country. The first such race will be held on June 12th and will be a poll of all UnionParty members and voters in the region of Dobryn in the state of Béspura. The region is the furthest east on the mainland and borders neighbouring Chryse. Nearly 90,000 people will have a chance to decide between Mr Michalvich and Mr Artamova in the first such contest of its kind. The region itself is held by the Polascianan Conservatives in the lower-house and the state is also governed by the party. The primary contest will culminate on July 17th when the party will formally announce its nominee for the presidential race. Whoever wins will join Tymur Rubin of the United Nationalist Democrats, Valeriya Dashkov of the Social Nationalist Party and the Conservative candidate - almost guaranteed to be Prime Minister Gruaman - in the national poll on October 23rd. The two top placing candidates will then face eachother in a run-off poll two weeks later on November 6th if no candidate secures over 50% of the vote.

With speculation largely over and the contest now underway, many pollsters are suggesting that the UnionParty is likely to top the poll on October 23rd if Stepan Michalvich wins the nomination, with Gruaman coming second. The result is expected to be much closer if Mr Artamova is the party's nominee. The United Nationalist Democrats have suggested that they expect to be in the run-off poll. Other parties, including the Communist Workers Party are considering fielding candidates - the final deadline for nominees is July 19th.

Conservatives Face Challenging Vote As Opposition Applies Pressure
The Prime Minister is this weekend pressuring his delegates in the lower-house to support a crucial vote for the government. Gruaman, and his senior Conservative colleagues, are fearing a rebellion from right-wing Conservative members after the Prime Minister welcomed members of third party, the United Nationalist Democrats, into government in a bid to help secure his premiership. If won, Monday's vote ,proposed by the government's Finance, Trade and Industry Minister, Yevginy Kalandarshivilli, could see foreign companies able to buy-out Polascianan companies for the first time. Such 'aggressive' take-overs are currently outlawed by Polascianan industry regulations. The vote however will be heavily fought by the opposition UnionParty. Lazar Ulanov who will speak against the bill in the House of Delegates for the party said it "wasn't the right time to threaten our economy."

Presidential Hopeful Fires Fires Attack At Gruaman
Gennadiy Artamova, the leader of the UnionParty, has signalled an opening to his presidential campaign after he criticised the Prime Minister for the loss of a nine billion Kryak deal with the Boreasic nation of Sereniérre. Artamova suggested that Prime Minister Gruaman was 'directly responsible' for the loss of the trade deal, which would have seen up to a 20% increase in industrial relations between the two nations. The 57 year old said he was 'astounded' that Gruaman would let such an 'influential step-forward' be lost. But the Conservatives hit back at Mr Artamova and said that Sereniérre 'suspended' the talks after a number of conditions 'could not be met'. The Prime Minister said he would 'turn to moderate allies' to 'shore up' new trade deals for the United Federation. The UnionParty said it had not been invited to speak with Sereniérre delegation on what they described as 'an issue greater than our political divide.'

Protesters Face Jail Sentence After Arvi Demonstration
Local security authorities in Arvi have said threatened 4 protesters with the prospect of jail after they pleaded guilty to causing violent damage in protests held in the city a week ago. The four men, who are members of radical Slavic pressure group 'Freedom Front', are expected to face prosecution early next month. But Former Deputy Prime Minister Alexei Sukhorukov urged the government to step in and 'stop all' criminal investigations into the four men. The former minister, who resigned after the Prime Minister installed non-Slavic members from third-party the United Nationalist Democrats into his executive, said that the right to protest needed to be 'protected' and went on to say that the actions of the four gentlemen have been 'constructed' by security forces operating under the nations jurisdiction. The government said that it 'respected the right of the Arvian authorities to prosecute those who had acted outside the law.'

Conservative Rebels Lead Walkout As Government Falls Into Chaos

A former ally of the Prime Minister has led a parliamentary walk-out to prevent any further legislation being passed until a 'consensus' on government policy can be reached. Krill Serbin, the Communications and Media Minister, said the government was in 'chaos'. The minister, who until last year was a strong supporter of Prime Minister Gruaman, suggested that this afternoon's reading of the foreign trade and regulations bill was 'disastrous' and led to the government being defeated by opposition leaders from the UnionParty. Conservative leaders had feared a backlash to their decision to allow members of the United Nationalist Democrats to sit in government, but a source close to the Prime Minister said that the outcome of today's sitting in parliament was 'far worse' than expected. The Minister responsible for the bill, Yevgeniy Kalandarshivilli, is reported to be 'furious' with rebel Conservative members who voted against the government and as such prompted the controversial legislation to fall.

Tonight the formal opposition led calls for the Prime Minister's resignation. In the lower-house their spokesperson Lazar Ulanov said the government 'could no longer be trusted' with the 'keys to our economy'. But the absence of the party's leader, Gennadiy Artamova, caused many commentators to suggest they were 'underwhelmed' by the oppositions attack on the government - particularly as rebels from Gruaman's own party led a walk-out. The 34 members of the Polascianan Conservatives who left the lower-house immediately after the first part of the bill fell, issued a joint statement aimed at the Prime Minister. Jointly, they criticised Gruaman's leadership and said they were 'furious' that the leadership had invited 'untested and untrusted' United Nationalist Democrat members into the government. 'It is a crisis of leadership, not of government' the statement read. Mr Serbin, the most influential member of the Conservative right-wing, is thought to be considering following the former Deputy Prime Minister in resigning from government and suggested that he could force Gruaman into a leadership contest. Speaking to journalists outside Parliament Square in Karasicena he said, 'I'm inclined to believe that the Prime Minister does not have the confidence of his own members,' any such vote would likely prompt further calls from the UnionParty for an immediate election.

The Prime Minister, who was looking to consolidate his position later this week by being confirmed as the Conservative's nominee for October's presidential election, now must face a crisis of his government and his leadership. Mr Gruaman faced a similar challenge last year when his former executive colleague Lena Zilberman announced she would run against Gruaman for the Conservative nomination. An aide close to Ms Zilberman, who retired from parliament following a miscarriage, said that the Prime Minister had 'missed a decisive opportunity' to 'rid the executive of his enemies'. The Conservatives' new partner in government, the United Nationalist Democrats tonight said that their members had supported the government, and that the 'responsibility to end this crisis' is now that of the Prime Minister.

Mr Gruaman is yet to release a statement following today's events, but is due to give his weekly press conference tomorrow morning. He left parliament earlier, attempting to avoid press gathered outside. Mr Ulanov had the final words in the lower-house before Deputy Prime Minister Ida Korneev ended the session. 'We cannot afford many more wasted days like this' Mr Ulanov suggested, 'I think it's time the Prime Minister realises it is over.'

Defence Minister Warns Eiffelland After Terror Attacks
Polascianan defence minister, Raisa Skipetrova, has warned the Eiffellandian government that they must deal 'swiftly' and 'efficiently' with the continuing threat of terrorism. Ms Skipetrova in a press conference earlier said that she was 'uneasy' after a string of attacks rocked the nation. The government have suggested that the attacks have exposed 'vulnerability' in Eiffelland's internal security. Reacting to the latest foiled plot, the minister said that Polasciana has increased security forces on the vast border between the two nations and was seeking 'reassurances' from Trier that the perpetrators would be caught and brought to justice. 'We are cautiously watching the developing situation and cooperating with the Eiffellandian government where possible' the minister assured.

Rubin Hints At New Education Reform
The United Nationalist Democrat leader, now the State Minister for Education, Science and Healthcare, has suggested that a new major shake-up of secondary education could help lead to more pupils staying on in education after the default school leaving age of 15. Tymur Rubin, who joined Koruin Gruaman's Conservative government with two other UND members, said he hoped to 'raise standards and aspirations' by 'broadening' the choices of subjects that pupils have at the age of thirteen. Mr Rubin said it would be a priority of the government to investigate raising the school leaving age to 17, increasing it by two years. Any reform, he suggested, would likely take place after 2013, stressing that the government is merely 'exploring its options'. Choices could include new, more non-academic, subjects, such as environmental studies.

Summer Tourism Expects Boost As Law Change Takes Effect
The economy is expected to be given a boost this summer as new laws lifting visa restrictions come into force this month. From Monday 6th June holidaymakers who wish to leave the country for more than 2 months will no longer require a temporary exit visa. The change is the first major transformation in the nations border enforcement policy since 2002 when travel restrictions for many countries were lifted. President Lukyanov hailed the move as a 'great step forward' after the changes were approved by the Federal Assembly in March. A new study suggested that more than 23% of Polascianan's are now actively considering holidaying abroad for more than 2 months over the summer, giving an optimistic outlook for tourist and travel companies based in the country.

I can give the guarantee that the terrorists will be caught and brought to justice. We are working hard on it. I want to stress the fact that only the first three assaults were successful and that all following assaults were prevented. We heightened our alertness.

Eiffelland is a moderate country in which almost all citizens have moderate opinions. However, it is impossible to completely rule out the possibility of a small group of people going insane.

I think it would be good if we start bilateral talkings about this. I would like to invite the Minister for Foreign Affairs or the Prime-Minister to Trier, but I am afraid that you are currently a bit hesitant to travel to Eiffelland. However, it is needed that we meet.

President Lukyanov Urges Gruaman To Resolve Government Stalemate

From his second official residence in Ostrong, close to the Danish border in the north of the country, President Lukyanov has told Prime Minister Koruin Gruaman that he must 'make progress' in resolving the 'stalemate' that has developed within his government. The President, who makes his first address to the nation for over a year tomorrow, reportedly placed a deadline on the Prime Minister to find a solution. Outside the presidential palace after a 'heated' exchange, Gruaman denied that he planned to step-down as Prime Minister but that he 'conceded change' would need to be made. Mr Gruaman, who has been Prime Minister since 2008, is likely to present a re-shaped government for the second time tomorrow, but said he 'cannot' let his programme come 'under threat' from an 'agenda of the minority.' In response to one journalists question the Prime Minister said that he 'would not speculate' on the future of his First Deputy, Marina Yanaka. Reports from sources close to the Prime Minister suggest that Ms Yanaka's position is 'far from secure'.

President Lukyanov released a statement in which he said he was 'impatient' over the recent internal fall-out in the Conservative Party and hinted that he may force Gruaman's resignation if the Prime Minister is unsuccessful in overcoming the recent crisis. Lukyanov, who leaves office in January 2012, replaced Mr Gruaman as President in 2007 but insists he has 'no agenda' but to 'put government back on track'. He said that the country 'must get back to business' as soon as possible. But Stepan Michalvich, a candidate to replace Mr Lukyanov, was more explicit in calling for Gruaman's resignation. Speaking to a meeting of some of Polasciana's most influential businessmen, Mr Michalvich said that Gruaman was proving to be 'an obstacle of reform' rather than a 'catalyst for change'. In a scathing attack aimed at the Prime Minister, Mr Michalvich was making his first pitch for the UnionParty nomination - in which he faces his first vote against Gennadiy Artamova next Sunday. 'Even his colleagues are telling him it's time to go' said Michalvich referring to the Minister for Communications and Media, 'My, if only the Prime Minister would realise - the country has had enough.'

Over the past few days attention has turned as to who could theoretically replace Gruaman firstly as Prime Minister, but also as the Conservative nominee for the presidential race in October. A year ago, former minister Lena Zilberman declared her intention to stand, but a personal tragedy forced her to resign from parliament. Whilst Ms Zilberman has not hinted at a possible return, her name has been quick to circulate amongst many commentators in the past few days. The Slavic born Energy, Natural Resources and Environmental Protection Minister, Ludvig Fedorov, has been suggested as a possible replacement as Prime Minister while a recent critic of Gruaman and a former ally of Lena Zilberman, Krill Serbin has hinted that he may run for the presidency. The Conservatives partners in government, the United Nationalist Democrats, refused to comment on the President's warning but issued a generic statement in which their leader, Tymur Rubin, said the party would 'cooperate' and 'work constructively' with the rest of the executive.

President Lukyanov is due to address the country in a televised speech from the presidential palace tomorrow. The address was originally called for by the government after the tragic loss of life in the Dubrovka rail disaster - but the President is also expected to use the speech to clarify his position on the current crisis surrounding government. According to reports, many central figures in the Conservative Party are tonight privately calling for Gruaman to take 'decisive' action against right-wing rebel members of his executive, or for him to stand aside. The UnionParty is focusing its attack on Gruaman, but released a brief statement in which it said it was 'ready to fight' in any election.

Promoted Foreign Minister Extends Invite To Western Neighbour
The country's new Foreign Minister, Ludvig Fedorov, has extended an invitation to his Eiffellandian counterpart, Rudolph Kögler. Mr Fedorov who replaced Dimochka Yakushkin at the Foreign Executive said he was 'proud' to have the opportunity to work on an international stage. From his former position as the Minister at the Department for Energy, Natural Resources and Environmental Protection, Fedorov's promotion is seen as a stepping stone by Prime Minister Gruaman to re-start his programme for government. The new Foreign Minister said he was 'eager to start' working on overcoming the recent internal problems for government, but also to formulate a 'plan for action' with Eiffellandian authorities following recent terrorist scares within the neighbour's borders.

Opposition Force Rail Regulator Changes
The UnionParty has forced the government to re-consider its proposals for a new national rail safety regulator. Dmitri Kreshnenvo, the opposition spokesman for Transport has suggested that the government's plans were 'weak' and lacked the 'necessary reform' of the national rail network. In the wake of the Dubrovka rail tragedy, the government announced that a rail regulator would 'work with' the Department for Transport on a new strategy for rail safety - including the revision of service and emergency training but the opposition said while such organisation was 'necessary', the regulator 'must be independent and have a role for scrutiny, not management.' But the Transport Minister, Pavlo Moreno said the plans were 'provisional' and that nothing had yet 'been put in place.' An investigation into the fatal crash in Buratiyan began on Monday.

Attention Turns To Economy As Government Outlines Tax Agenda
Yevginy Kalandarshivilli, the Minister responsible for Finance, Industry and Trade will propose the government's new tax legislation in the lower-house of Parliament tomorrow. A spokesman for the minister however said that no vote would be taken on passing the legislation, but the first-reading would 'allow debate'. But Lazar Ulanov, who will lead the opposition in tomorrow's reading, has suggested that the UnionParty will oppose 'many aspects' of the expected legislation. Thought to include changes on business tax, creating a new lower-rate for smaller companies, the new legislation will also see a likely rise in the 'added' top-up income tax rate - which is used to distribute funds to the more populated regions of the northern states. The Minister said he 'would not speculate' ahead of tomorrow's announcement.

Socialist Leader Confident Of Second Primary Victory

After a decisive victory two weeks ago in Dobryn, the leader of the opposition UnionParty has said he is 'confident' of finishing ahead of Governor Stepan Michalvich in today's second primary for the socialist nomination for the presidency. Gennadiy Artamova won the Dobryn primary with 57% of the vote ahead of Mr Michalvich's 41%, and according to early polling figures, voters in the Amarian district of Mozyr are expected to deliver a similar result this weekend.

Heading to the polls today, citizens who identify as UnionParty voters and supporters can qualify to register a vote for either Mr Artamova or Mr Michalvich in the first election of its kind in Polasciana. It is expected that nearly 20,000 voters will take part in the vote today, less than that in Dobryn. Mozyr as a region is centred around a city, of the same name, in the north of Amar state. It is considered a strong-hold for the party - achieving over 70% of the vote at the last general election in 2008. Many of the states low-qualified unskilled manufacturing workers live in the outskirts of the city, which is one of the largest in the state. Amar itself is the second most populated in the country, and accounts for nearly 15% of the total vote in national elections. Mr Michalvich has campaigned extensively in the suburban towns since the beginning of the contest - staking his campaign on a win here, while Mr Artamova has focused on lobbying business leaders within the city for high-profile support. A win for Mr Artamova would likely point to a decisive victory in the entire campaign - and suggest he was on course to become the party's presidential nominee ahead of the general election in October.

But supporters of Kamchetkan Governor Stepan Michalvich have denied his campaign is 'fading', insisting that they were 'on course' to 'poll strongly' in Mozyr. Running on a campaign theme of 'inspiration', Governor Michalvich was the party's nominee in the first presidential election in 2003 - polling second to eventual winner, Koruin Gruaman. The Mayor of the country's capital and a close friend of Mr Michalvich, Philip Kirkiosma, who is serving as campaign director, insists that the Governor can win the nomination. "A strong showing here in Mozyr will give us the confidence and the momentum to go forward." Kirkiosma, likely to replace Michalvich as the Governor of Kamchetka if he were to win, went on to suggest that only 'a small amount' of votes had been cast in relation to the entire contest which ends on July 17th. A win this weekend would springboard Michalvich into contention, ahead of the major polling weekend in two-weeks on July 10th - where over 50 regions will vote.

Artamova, supported by a number of influential UnionParty socialists, is backed by President Lukyanov and succeeded former Prime Minister Maksim Obelchenko in becoming the leader of the party over a year ago. Both candidates sit in the upper, federal, house of Parliament and both reject the Conservative Government's plans to privatise the energy industry and lighten regulation and control of the economy. However, Governor Michalvich is the more liberal candidate - focusing his campaign around using economic growth to 'build' jobs and eliminate 'social disjointedness'. Attacked by Mr Artamova for being 'weak' against the governing Conservative and Nationalist parties, Michalvich insists he is a 'competent' and 'strong' leader.

The Polascianan Conservatives have ruled out holding a similar primary contest, but will hold an internal ballot in the next few weeks - they are expected to nominate weakened Prime Minister, Koruin Gruaman. The United Nationalist Democrats have already nominated Tymur Rubin in the contest, to be held in October.

Gruaman Forces Rail Operator To Suspend Service
Prime Minister Gruaman has confirmed that he has forced the operator of one of the country's largest rail lines to suspend all its services following new evidence that has come to light in the inquiry into May's Dubrovka rail tragedy. 'Momentum', the partly state-owned enterprise that operates services on the high-speed 'Delta' line, will face charges of safety negligence the inquiry announced today. The company who built the derailing unit, which caused the death of nearly 140 people in total, has been cleared of wrongdoing. The Transport Minister has suggested that services may remain suspended for a number of weeks until new arrangements for a rail operator can be negotiated. Mr Moreno said that it was the 'highest priority' of the government to get the line operating again - but said that safety was 'paramount' to the conclusion of the investigation. The inquiry continues until August.

Military General Set For Return After Recovery
The country's top military general, Yuri Schechan is to return to work as the highest reporting general of the Polascianan Armed Forces next week. General Schechan who has spent four months recovering from a heart-attack has said he is 'eager' to get back to the commanding table. The General, a close ally of President Lukyanov, is set to join talks with neighbouring Eiffelland following a string of security breaches in the country. He has also suggested that he has been following developments with a number of Polasciana's close neighbours including Carentania and Danmark. He reittarated that he was 'as focused as ever' in protecting the country and he would address the Federal Assembly on Monday. The 64 year olds medical support described his recovery as 'strong'. President Lukyanov commented that 'the whole nation' would 'welcome' the General's return.

Government Rejects Statistics That Show Southern Bias
The Minister responsible for the Government's planned tax changes has called it 'farcical' that he has weighted tax reforms to benefit those citizens who live in Conservative controlled states. Yevginy Kalandarshivilli, the Minister responsible for Finance, Industry and Trade said that proposals had been 'consulted' with state authorities and figures 'agreed' before any proposals were placed into a final bill before both houses. The most controversial change promotes a new lower-rate of business tax aimed at small companies operating in newly established 'enterprise zones' - 80% of which are housed within the southern, Conservative controlled, states. Lazar Ulanov, who currently is the temporary leader of the opposition UnionParty said his party was 'disgusted' with the idea that the Conservative government was 'starving' underprivileged northern communities from the 'new opportunities' of the south.

Fedorov Urges Caution On Military Intervention In Long Sea

The Foreign Minister has said he is urging Polasciana's neighbours to 'act with caution' as rhetoric around military action in the Long Sea against Solaren increases. Ludvig Fedorov, who only recently was promoted to his new role in foreign affairs, commented that the European community must act with 'responsibility' when considering its approach to the dispute between the island nation of Nicosia and the rogue nation of Solaren. The two nations are situated close to the borders of the socialist countries of Coronado and Carentania, who hold historical and cultural ties with Polasciana. Mr Fedorov said that while the United Federation continued to watch the situation unfold with a 'watchful eye', the country had no plans to become directly involved in the crisis for the foreseeable future, but warned that any military action in the Long Sea placed a direct threat onto the country. As an important trade route for the whole of Gallia, the Long Sea remains critical to the Polascianan economy - which continues to remain sluggish in its growth.

Any potential conflict in the region surrounding Polasciana has been suggested as a major political crisis for Prime Minister Gruaman. The impact of military conflict on Polascianan shores has the potential to shift the upcoming presidential election from focusing on the economy, to foreign affairs. With the fear of a hard-line Slav winning the UnionParty nomination, any unexpected shift in the foreign policy of the country threatens to weaken the case of the struggling governing Conservatives, and place new doubt on the government being able to restore strong levels of growth to the economy. The acting leader of the opposition, Lazar Ulanov, lent strong words of support to the Foreign Minister, citing a 'shared responsibility' to 'safeguard' the nation from further economic turmoil. Mr Ulanov, who is widely expected to be confirmed as the new UnionParty leader next week, said that the government must work hard to ensure that no fallout from a potential crisis in the Long Sea affects the nation - at 'any cost'.

Despite calm words of warning from the government, the former Socialist Prime Minister, Maksim Obelchenko, lashed out towards Polasciana's closest neighbour in a late night sitting of the lower-house. Mr Obelchenko, an outspoken critic of the European Defence Federation, said the president and the government must warn Eiffelland that any 'strong indications' moving towards military action with Solaren will 'not be tolerated' by the United Federation. Obelchenko, the deputy leader of the UnionParty, told Prime Minister Gruaman in a fierce exchange in the House of Delegates, that the government must 'act with strong conviction' if it was to not 'fall-down in the face of oppression.' Widely seen as a strong contender to rival Ulanov for the UnionParty leadership, Obelchenko has ruled out running in the race. Known as both a maverick and a radical, the former Prime Minister said that the country 'could not afford' to let the European Defence Federation form an 'axis of power' against socialist Gallian nations.

Prime Minister Gruaman told local media yesterday that he would soon be meeting with his Eiffellandian counterpart and would seek to clarify the United Federation's position and 'fears' about the escalating crisis. Gruaman went on to clarify that he had already spoken to General Schechan about the possible implications of a conflict between Solaren and the EDF. Schechan, who is returning to work as the country's military chief after absence over health conditions, will return on Monday and is widely expected to meet with the President.

Polls Due To Close In Tight Primary Race
Across the country, in 50 regions, the polls are due to shut in just under an hour in the major voting weekend in the primary race for the presidential nomination for the formal opposition. The UnionParty is selecting between their former leader, Gennadiy Artamova and the Kamchetkan Governor, Stepan Michalvich in a tight race. Today's vote marks the largest section of the race, where 50 regions voted on the same day. Mr Artamova won the first vote in Dobryn with 57% of the vote, however Governor Michalvich came back to win, just 2% ahead of his rival, in Mozyr two weeks ago. Opinion polls claim today's race is too close to call, but with just a week left in the campaign, the results of today's 'Super Sunday' race will be vital in securing the nomination for the election in October.

Conservatives Consider Defence Policy Change
Marina Yanaka, the Deputy Leader of the Polasciana Conservatives has said the party is 'considering a review' of its commitment to lower defence spending. Under pressure from the opposition spokesperson for defence, Ms Yanaka conceded that in the light of a 'changing scenario' in the Long Sea between regional neighbours the party was reconsidering its suggestion that government spending on the military was 'too high'. Unlike other government policy, defence spending is controlled by the Presidential Executive, and is approved in the Federal Assembly, currently controlled by the UnionParty. Yanaka, who leads the Conservatives in the assembly, denied that the change of policy was against their manifesto during the Legislative Elections in 2008.

Zilberman Splits From Long-Term Partner Karanovic
Former minister and rival of Prime Minister Koruin Gruaman, Lena Zilberman has announced she has split with her long-term partner, Gregory Karanovic. The couple had been together for nearly 10 years but Ms Zilberman announced today that they had decided to end their relationship. Standing down from politics in April after suffering a miscarriage with their first child, Zilberman said the couple needed 'time to heal' but the ordeal has appeared to have taken more strain onto herself and Mr Karanovic than first thought. Her partner, 42, is one of the country's richest businessmen. Ms Zilberman's seat in the lower-house remains vacant, a by-election is expected to be called next month.

Michalvich Concedes Defeat To Socialist Rival In Primary Race

Returning to the town he grew up in, in the state he represents in the Federal Assembly, the Governor of Kamchetka last night made his concession to his rival, Gennadiy Artamova, in a close primary race for the nomination of the opposition UnionParty in October's presidential election. Stepan Michalvich, who was no stranger to the role of presidential candidate, having been defeated in the national poll for the post in 2003, was the early favourite to become the Socialist nominee, but found his campaign on the back-foot after his rival Artamova secured a triumphant first victory in the first primary contest, a month ago today in Dobryn. A former economist, Mr Michalvich ran what his supporters called a 'strong campaign' against Artamova, who was leader of the party running up to the election. Michalvich, who became Governor of the State of Kamchetka in 2007, won 42% of the total votes cast in Sunday's election amongst 50 regions across the country. His team tonight conceded that it was now 'virtually impossible' for the Governor to secure enough votes in the final race next week to win the nomination.

Over 10,000 of Michalvich's supporters gathered to hear his concession speech to Mr Artamova in the main city square in Ivanopol - the city where the Governor started his working career. Characterised as a 'reformer', many of his critics have described Mr Michalvich as 'too moderate' and 'too centrist' to lead the charge against the Conservatives in the upcoming national election. But many outside of the UnionParty are tonight calling the result a 'tragedy' clearing the way for the former-military commander-turned politician Artamova, a hard-line Slav who has been no stranger to controversy over his years in the national frame. At 58 years old, celebrating his birthday last friday, Artamova is ten-years the younger of President Lukyanov and has been an ardent supporter of the President during his 4 year term. On a number occasions the former party leader has shown his wild side during session in the Federal Assembly, criticising 'rogue' nations and attacking 'conservatives' for creating an 'anti-socialist agenda' across Europe.

In his speech, Michalvich praised his rival for a 'well fought campaign' and said that while the contest still had a week to run, 'it was over' and that he had 'accepted defeat'. Not down-beaten in front of the cameras, he went on to suggest that this was now the time to focus the party against its 'clear rival' for the 'ideological heart' of the country. "Do not focus your efforts on me any longer, we must unite, stand together, and be ready to respond to those who say we have not done enough to govern this country. In just a few months we must take history by our arms and say - that Polasciana has elected its first socialist president," said Mr Michalvich in a climactic end to his rousing speech. Earlier in his speech jeering and boos could be heard as the Governor expressed his support for Mr Artamova, "We have our candidate, the country has its next president." Many commentators are tonight insisting that the party will now find it difficult to win the presidential election, suggesting that Mr Artamova's strong allegiance to the unpopular President Lukyanov will hurt him at the poll.

The UnionParty tonight insist that they are 'delighted' that Mr Michalvich has openly supported Artamova but a source close to the Michalvich camp has claimed that the concession speech was 'forced' by the party itself. While Kamchetka gets to keep its Governor for the time being, the UnionParty now must elect itself a new leader, as Artamova begins campaigning for the national election.

Lukyanov Urges Restraint As Crisis Turns To War
President Lukyanov urged his European colleagues to show 'restraint' as the crisis in Solaren worsened as the European Defence Federation declared war on the rebel nation. Putting the country on a state of national alert following a meeting with the Commander General, Yuri Schechan, Lukyanov said the United Federation was 'committed' to promoting 'stability' and 'harmony' in Gallia and the whole region of central Europe. But the President's words have come under attack from Foreign Minister, Ludvig Fedorov. The Foreign Minister said Polasciana had a 'moral commitment' in expressing its ''heartfelt sympathy' with the people of Lorraine and Nicosia, and that he would 'insist' the nation allowed EDF forces access to Polascianan military establishments near the Long Sea.

Ulanov Slams Conservative U-Turn On Defence
The UnionParty's acting leader said today in the lower-house that the Polascianan people would 'see through the cynicism' of the Conservatives, as the Prime Minister announced they would formally reconsider their proposal to lower defence spending. 'They come to this house claiming we were irresponsible in government,' said Lazar Ulanov, 'without a single credible policy to turn our economy around - the hypocrisy of this government is laid bare for all to see.' The government had suggested before the election that it would take military spending back to the levels of 2007, almost halving the amount of money the country would spend on military defence. Prime Minister Gruaman suggested the government had been 'convinced' to keep levels consistent by the Commander of the Armed Forces 'prior' to the Solaren conflict with the European Defence Federation.

Stars Set To Gather For Annual Television Awards
Leading actors and actresses will join with the country's top television presenters and directors for the 2011 Polascianan Television Awards which will be held at the Sevruk Arena in Karasicena tonight. Recorded ahead of a transmission tomorrow evening, the annual awards were established in 2006 to promote the very best of Polascianan broadcasting. Dominated by rising young stars in previous years, the nominations for this years awards have remained a strongly kept secret, but the crowd of nearly 25,000 members of the general public will tonight get an advanced glimpse of their favourite stars. The awards will be presented by popular couple, Anton Krushnev and Natalia Olonov, while both the Minister for Communications and Media, Krill Serbin and the Minister for Sport, Recreation and The Arts, Daniela Kuhn will be in attendance at the ceremony.

The stability of the region around the Long Sea is also our concern. Unfortunately, the Theocracy of Solaren turned itself into the worst threat to that stability. We cannot do anything else than stepping in in the way we are currently stepping in, although we want to see that differently as well.
For Coronado and Carentania, each country must be governed according to the system its citizens feel the most comfortable with. We are convinced that that is the case in those two countries.
On the longer term, we want stability in our region. Therefore, it is also in our interest to keep the relations between the EDF, Coronado, Carentania and Polasciana good. Currently, the Eiffellandian Minister for Foreign Affairs Kögler is in Polasciana. We invite the Governments of Carentania and Coronado to open discussions with us.

Military Heightens Alert As Fedorov Turns Attention To Solaren Crisis

The Commander General, Yuri Schechan has warned that the country faces an 'unprecedented threat' as military action continues in the Long Sea against the rogue nation of Solaren. After a crucial meeting with both President Lukyanov and Prime Minister Gruaman, the outspoken leader of the Polascianan Armed Forces said that he had a 'responsibility' to protect the nation and would increase the military alert level to its highest point since the Munsau terrorist bombings in 2007. As a consequence naval and air patrols of the Polascianan island and border regions have doubled.

In a statement the Prime Minister assured the Polascianan people that the nation was not 'in a state of war' but was 'anxious' over developing events in the Gallian region. Speaking earlier in the week the President had attempted to cool speculation that Polasciana would condemn the European Defence Federation's actions against Solaren, but instead came under fire from Foreign Minister Ludvig Fedorov who suggested the country 'must' cooperate with EDF forces and allow the Federation access to military installations on the southern Polascianan islands of Olkshoi and Samsucha - some of the closest landmasses in the Long Sea to the Solaris state and the socialist nation of Carentania. Meeting with the Foreign Secretary of the Eiffelland, Mr Fedorov said that the situation was 'distressing' but went on to suggest that he was determined to support the EDF military action, following Solaris attacks on Lorraine and Nicosia. Speaking during a press-conference in Belev, the Foreign Minister said that the country could 'not back down in the face of terror' and suggested that Polasciana must 'play its part' in 'liberating the Solaris' people.

Keen to distract attention from any potential military action close to Polascianan shores, the President issued a statement in which he turned his attention to the aftermath of conflict. 'We must work with our closest neighbours to find a solution to this crisis', President Lukyanov said, 'But we must not forget that the people of Solaren need a future, we must not forget that their rights to self determination cannot be destroyed.' When questioned on Mr Fedorov's comments, the President agreed that Polasciana could play a part in finding a solution to the reconstruction of Solaren, following any crisis. 'I, like many other European Head's of State, want to see a fair, free and responsible Solaren.' The acting leader of the opposition, Lazar Ulanov, took a stronger line on the Long Sea conflict suggesting support for Mr Fedorov's suggestions of cooperation with EDF forces in what would signal cross-party support for a Polascianan intervention. A senior advisor to the President suggested that the country is considering raising funds for an infrastructure and reconstruction fund for Solaren, as well as the island nation of Nicosia.

In an attempt to suggest a potential diplomatic role in the conflict, the Prime Minister urged 'neighbours', Carentania, Danmark and Coronado, to join Foreign Minister Fedorov and Eiffellandian Vice Chancellor Rudolph Kögler in Belev to discuss the unfolding conflict and 'ensure' a peaceful resolution that 'strengthened the resolve' and 'stability' of the entire region. Under pressure from island Governor's, Prime Minister Gruaman has also committed the government to supplying a military reserve fund to increase the military presence in the southern regions of the nation. The Polascianan Air Force has redirected two squadrons of Sukhoi-29 fighters, from Arkhangel and Gomli on the eastern border, to Ursa and Belev in the south.

Campaign To Strike Early Vote As Rogan Up For Grabs
The nominees for October's Presidential contest are likely to face an early challenge as the Polasciana Conservatives agree to hold a by-election for their currently vacant regional seat of Rogan for the lower-house. The seat was held by former cabinet minister Lena Zilberman who quit front-line politics earlier in the year citing personal reasons. The current front-runner for the race which is to be held on September 25th, is Illya Ellanovic the Conservative candidate, a former colleague of Ms Zilberman's in the private sector. Just four weeks before the first ballot of the national election, this contest is likely to be a major indicator for what is considered a close race. The Conservatives held the region with 83.3% of the vote at the last election - but many analysts have attributed this to Ms Zilberman's personal appeal.

Fedorov Pushes For Regional Long Sea Summit
The Foreign Minister, Ludvig Fedorov, has continued to voice his support for a regional conference on the future of the Gallian and Germanic region surrounding the Long Sea. Following from a request for a summit by Eiffellandian Chancellor Graf von Seydewitz, Mr Fedorov said that Polasciana's neighbours must act with 'responsibility' when 'considering the future of our region'. Keen to play its part, the Foreign Minister assured press that meetings with Eiffelland had been productive over the past few months, but insisted that 'more needs to be done' to secure prosperity and stability in the future. UnionParty nominee for President, Gennadiy Artamova, lent words of support to the Foreign Minister, saying that Polasciana must insist that its neighbours deal with this crisis 'together, as a region, not an alliance.'

Economic Growth Revised Down For Third Time
For the third quarter in a row, economic growth predictions have been revised downwards. Now standing at just 1.1%, the growth figure has hit its lowest estimation since economic crisis hit the nation in 2007, sending the growth level plummeting to a record low of 0.7%. Finance Minister Yevgeniy Kalandarshivilli said the estimation was low following 'six months of instability' following crisis in the Gallian region. But for his critics the Finance Minister is 'just making excuses', the leader of the Federal Assembly Ivan Tattar suggested the Minister must re-think his tax agenda as private sector profits rise for the fourth month in a row, yet tax receipts continue to fall. Mr Tattar said the government was 'out of touch' and taking 'reckless risk' with the economy.

Artamova Takes Aim At Rival's Record In Government

Once considered a potential candidate for Commander General of the Polascianan armed forces, UnionParty presidential nominee, Gennadiy Artamova today used his military experience to take the opening shots at the major obstacle between him and becoming the third president of Polasciana. Suggesting the country needed a 'fresh start' the former First Deputy Prime Minister took aim at his rival for the presidency, Prime Minister Koruin Gruaman. In a speech to Béspuran business leaders, the 58 year old former general mocked the Gruaman campaign slogan 'Back on Track', suggesting that the country could not 'afford' to go back to the days of the 'President Gruaman era'. "He [Gruaman] is going around the country telling you guys to put him back in charge of a country he left in 2007 with an; economy waiting to burst, a military crippled by a lack of investment and a government in a permanent state of crisis." He went on to point to his military experience, suggesting the country needed a 'leader with integrity and a proven track record in the service of our country'. Artamova also criticised the Conservatives' record in the state of Béspura, highlighting the "severe lack of opportunity in this state that Governor Fischer promised, yet never delivered."

Today's attacks on the Prime Minister from Mr Artamova highlight the start of his national campaign, which is being led by one of President Lukyanov's closest advisors. Signalling what is likely to be one of the central themes of his campaign whilst campaigning in his home state of Buratiyan today, Mr Gruaman highlighted Mr Artamova's close links with the incumbent president; "The Socialists had two years in government, before the country saw sense and re-elected a Conservative government - one of their former ministers bailed on the party straight away and was drafted in to prop-up the president's failing administration - I heard he's now working as my rivals campaign manager, it's a worrying thought that Mr Artamova is just as close to the President today as he was three years ago." The sharp exchange of words today is likely to form the basis of what looks to be the closest, and most heated presidential election yet. Seen as a potential challenger for the presidency from 2007 onwards, Gennadiy Artamova has agreed to debate Gruaman on the eve of their first electoral test - the by-election for the lower house seat of Rogan, made vacant after Conservative minister Lena Zilberman quit front-line politics citing personal reasons.

Counted out of the legislative elections in 2008 by many pollsters, Koruin Gruaman's performance at a debate during that campaign was seen as his saving moment. But it was Mr Artamova acting as Chairperson of that debate who will be the insurgent challenger in the first prime-time Presidential Debate on the 24th September. A popular figure, many commentators suggest that Mr Artamova is polling only around 2% behind Mr Gruaman at this stage of the race in a theoretical run off on November 6th. A low-key start to their presidential hopes, the United Nationalist Democrats launched their campaign in the shadow of their two larger rivals today. Fighting his first presidential campaign, UND candidate Tymur Rubin said that he was "unconcerned" with the party's plummeting approval ratings following his decision to join the Polasciana Conservatives in government. "You know they tell me we don't have a hope in this campaign, but I know that the more people we speak to going around the country, the more there is an appetite for change," said Mr Rubin.

Closing his appearance in Béspura this afternoon, Mr Artamova received a convincing applause from his crowd, "We're going to go out their and let this country know that there is an alternative to Prime Minister Gruaman's failed leadership over the past 8 years - it's time to believe that we can start tackling the problems of tomorrow, today. We cannot wait any longer - our region is unstable, our country is at breaking point - we cannot afford to miss this chance to change."

Tattar To Take Aim At Ulanov In Weekend Interview
In the latest twist to the ongoing dispute between the leadership in the UnionParty, Federal Assembly leader Ivan Tattar is expected to criticise his party leader, Lazar Ulanov, in a live public interview this weekend. The crisis at the top of the party was sparked by the two men's disagreement over whether to lend support in the lower house to acting Conservative leader, Ludvig Fedorov - and as such allowing him to form a government. Ulanov has been a vocal opponent of supporting any such Conservative led government, sparking fury with Tattar, who said on Thursday, 'The work of government must go on, whether we are in control or not.' President Lukyanov once again issued an ultimatum to the UnionParty, threatening to install a Prime Minister to 'get on with the job'.

Presidential Office Releases Transition Document
The Office of the President has released a document drawn up by President Lukyanov's team which outlines his planned departure, and details of the inauguration of President-elect Artamova. The plans include a proposal of a joint tour of Gallian and Germanic neighbours and a public holiday on the date of the inauguration, which is preliminary set as January, 6th 2012. The President-elect has also expressed his wish for the inauguration day parade to be re-routed past several key landmarks in Karasicena's city centre. The plans are currently being reviewed by the security services and will then be approved by the Commander General of the Armed Forces, who leads the inauguration day parade.

Fedorov Calls for Tax Freeze
The acting leader of the Conservatives has called for a freeze in the home and added rates of tax. The proposal, which would see revenues for the government fall in 2012, has been criticised by the leader of the UnionParty, saying that any loss of revenue for the government 'would be disastrous' and would 'threaten the very recovery we need to see.' Following the resignation of Prime Minister Koruin Gruaman earlier this month, the Conservatives are struggling to find a compromise on tax policy - which they say is 'key' to improving the economic outlook and forecasts, which were revised downwards for the fourth time last week.

Lukyanov Proposes Cross-Party Negotiations In Crunch Meeting

President Lukyanov has proposed a set of talks between the two major parties in an attempt to resolve the ongoing government crisis. In a crunch meeting with the leader of the Federal Assembly, Ivan Tattar, the President urged the left-wing UnionParty to support the formation of a Conservative government led by interim leader Ludvig Fedorov. Mr Fedorov, who assumed the Conservative leadership following the resignation of Prime Minister Koruin Gruaman, has offered to lead a temporary administration until his party holds an official ballot for the role of leader. Urging a resolution to the crisis President Lukyanov is thought to have appealed directly to Mr Tattar in today's meeting to end internal disputes within the UnionParty and accept Mr Fedorov's offer of forming an administration. Mr Tattar, who remains one of the nations most popular politicians, criticised his own party leader in an interview at the weekend, suggesting his party's leadership was 'spineless' and 'could not recognise what was in the national interest'. Lazar Ulanov, the leader of the UnionParty is reportedly 'furious' with Mr Tattar's statement and according to a source close to his leadership, Ulanov is considering attempting to replace Mr Tattar as Federal Assembly leader.

With no end in sight to the crisis engulfing the political landscape in Karasicena, the President is being pressured by an influential group of governor's to call emergency elections for the lower house, and install a government with a credible mandate. Conservative governor's Lars Arevin and Katrina Fischer have tabled a proposal that would see Legislative Elections held in early December, to change the composition of the lower-house. Ms Fischer said in a statement that her party 'owed it to the country to get on with the work of government' and that it should 'seek a new mandate'. But President Lukyanov has ruled out elections before the current term of the Federal Executive expires in 2013, five years after the last elections in 2008. Mr Lukyanov's position is made harder by the strong party affiliation of his successor, President-elect Gennadiy Artamova. Known as a strong ally of Mr Ulanov, Artamova has been silent on the issue since being elected as the country's next President.

In a poll released by the 'Khreschatyk' newspaper, there remains little public support for a Fedorov led administration - despite remaining a widely 'trusted' and popular figure compared to his Conservative colleagues. Former cabinet member Krill Serbin, once an ally of former Prime Minister Koruin Gruaman, is thought to be considering a run for the Conservative leadership following any temporary arrangement of power-sharing. Mr Serbin, highly respected amongst the right-wing in his party, is widely believed to be 'biding time' until the country heads to an election - where his chances of success seem relatively more favourable. Nearly 42% of those polled suggested they would vote Conservative if Mr Serbin was the party's leader, that figure stands at just 22% under Mr Fedorov. While political speculation continues to swirl about Mr Serbin's aspirations within the party, many commentators however have suggested the crisis could produce an opening for former Presidential candidate Lena Zilberman to return to front-line politics. Coy about a potential return at the beginning of the year, those close to Ms Zilberman suggest she has been 'waiting' for an 'ideal time to step back in'.

With a deal unlikely for a number of days at least, Mr Lukyanov is balancing his negotiations carefully between both parties - a strategy proving difficult due to the discord and dis-functionality being witnessed in the leadership at the top of Polascianan politics. Without a solution 'soon', the President has suggested he will 'impose' a deal on the leadership of both the Conservatives and the UnionParty - potentially forcing the lower-house to conform to Mr Fedorov's temporary leadership. Tonight, while the future looks uncertain, the country's political leadership continues to look towards Assembly-leader Mr Tattar, who follows in the footsteps of his predecessor President-elect Artamova, in becoming one of the most powerful deal-brokers in the country.
