To whom it may concern,

Following interrogation by the judicial authorities as part ongoing sedition trials in Pelasgia, testimonies have come to our attention indicating that Radilan Intelligence, specifically identified with the figure known as "M," had directly liaised with several of the conspirators in past months. This, combined with recent statements by the Radilan Prime Minister concerning the "delays" in human rights and democracy in Pelasgia, has raised substantive and well-founded fears that the Most Serene Republic has been trying to engineer regime change in Propontis. Indeed, intelligence provided by the State Security Service of the Pelasgian Empire provides significant support to this hypothesis, including links between anti-government groups in Pelasgia and various Radilan sources of funding or support.

In order to clarify and defuse the situation, earlier this week, the Imperial Government summoned the Radilan Ambassador to explain Radilo's position and to answer these allegations. The bare dismissals and vague denials provided by the Ambassador in lieu of an answer did not and do not satisfy us. Moreover, Pelasgia wholeheartedly condemns the unlawful aggression against the legitimate Royal Government of Ebria by Radilan naval and other military forces. This constitutes an assault upon the most basic principles of international law and domestic Ebrian constitutional law.

As a supreme form of diplomatic protest, Pelasgia will withdraw its entire diplomatic representation from @Radilo until the Radilan Government has made public amends for this behaviour and provide satisfactory proof to refute the allegations regarding interference in Pelasgian domestic affairs.

His Excellency, El Presidente José David Costantino, extends warm greetings and salutations to His Excellency the Doge, Her Excellency the Prime Minister, their government and the people of @Radilo during a time of such strife and turmoil.

First, we must extend our deepest, and most heartfelt apologies for our inaction and inability to provide aid at the level that the Radillan people deserve in their brutal and terrible conflict with the Pelasgian Empire, whose conduct and deeds on the battlefield and behind the front lines are outrageous to all but the most stern and cold-hearted, and our prayers and sympathies go out to the victims in Aresura being brutalized and tortured in such horrendous and despicable manners. It has been advised by the Department of Defense, however, that to provide any meaningful support of Radillan forces in Aresura would, first and foremost, require a decisive defeat of the Imperial Pelasgian Navy and subsequent landing of significant forces on Aresuran soil, a feat currently deemed not realistic by the Josepanian military without a significant shift in the current tide of conflict, partly due to the inferiority of Josepanian military equipment and training compared to both the Pelasgians and your own world-class naval forces. Such a result could also result in the expansion of the war with Tarusan intervention due to Pelasgian inclusion in the Pressburg Pact along with the Angliarique Empire, which would put further strain on supply lines for expeditionary forces.

With all of this said, the Free New World is arising from its slumber in a way that could potentially turn the tide of this conflict. We can disclose that talks of military coordination with the Federation of Westernesse, primarily in regards to the ongoing Ebrian Civil War, are progressing favorably, and therefore we advise the Doge's government to reach out to the Federation, who would be more capable of providing concrete aid to the Republic, which would therefore allow for direct Josepanian military support to become more feasible in our collective efforts to push back the tide of imperialism and oppression. We will, of course, do our part to sway Federal inclination towards intervention on behalf of the Radillan Republic and bring liberation to the people in Aresura.

In the interim, along with our current efforts to provide additional security to Radillan territories in I Caraibi, we can also offer additional security to Radillan territories in L'Oriente, so that more Radillan military assets can be thrown into the fight against the Pelasgians which, we hope, may be able to begin turning the tide against these forces of evil. At the very least, we can ensure these territories are made secure against the agents of the Global Exploitation Conspiracy.

It is not much, and El Presidente, on behalf of the people of Josepania, once again humbly ask for forgiveness from the Radillan people for our comparative ineffectiveness, but we nonetheless shall endeavor to provide what aid we can, and improve on our capabilities whenever possible, which we hope shall help liberate the oppressed and the terrorized and bring peace, prosperity, and partnership to the Radillan Republic once more.

Dear Friends from @Radilo,

We cannot aid you directly today, tomorrow, or for an amount of time that means nothing now in the dynamic battlefronts in which you engage at present. This war which soon will consume everyone and everything in our world is a marathon, and the Thaumantic Order has expended much of its manpower and resources in the initial northern sprint. We must maintain a practical investment with that and those who have committed to communalism despite the many offers of Federal swords or Tarusan spears. This effort and enterprise, the Northlaw Communes and protection of Northern Europe, is our primary calling and mission.

Events and evidences pouring in from Aresura are horrifying, and again, we cannot help you there now. Though if your Great Republic too recognizes that this war is a marathon and an eternal struggle please hear out this offer: we will invest the full strength of the Order in San Palo once it embraces communalism in the Democratic Revival to come. Not today, not tomorrow, but in a week's time we will invest in San Palo communal troopers. Soon thereafter we can assess the Revival on 31 March, for we will not waste blood and treasure on an unwilling place or people again.

Should they join us, this Order, the San Palo and the Radilan people will become cousin and kin like with us. Our troopers will double, the maritime forces and their vessels will invest as well as their associated aeroforces, and indeed thereafter the fruits of the robust missile program being developed by our Order will shield or avenge what remains of Radilo. These seeds we plant hence will flourish a garden for peace orderliness, though all vines and roots are cut in time by will of man. Fates sorted by the divine will decide whether San Palo remains communal or incidentally so - though we need a way in, a presence to comport our mark.

Our cause is the liberation and defence of the Radilan Citizens in Aresura, as well as the liberation of @Ebria from the fascist rebellion. The political system of our Republic has represents the most intact legacy of aincent democracy among the civilized nations. Where that democracy takes us, I cannot predict or promise. But any assistance with our struggle against fascism will be welcome.

We are also prepared to make several interest free loans to your nation for the acquisition of weapons from other friendly nations.

The Most Serene Repubublic, experiencing the frustration of our current predicament, will happily take any assistance we can in this horrifying matter. I have often been asked why we still have Marines fighting in Ebria, by people rightly frustrated with their absence from the field in Aresura. This is a fight for democracy. Its battlefields will not stay innthe Meridian. You know this; the intervention of the Tsar and Tsarina guarantees it. Had this been the first letter across my desk, I might have flown off the handle--Meridian passion if you will. But I have seen to much tragedy for anything other than exasperated pleading. Radilo will, of course make all of those who come to our aid whole. There's a football* reference you've probably already seems to cover that. I appreciate The Federation's offer of aid. The democratic nations of Europe, despite our differences, must unite in our common brotherhood.

We have already dispatched a group of Naval Attachés to Charleroi.

El Presidente is moved by the understanding and patience that Her Excellency has provided him and the people of Josepania, especially in a time of despair and dire straits with the daily horrific atrocities and nightmares being inflicted upon the people of Aresura. With this in mind, we can disclose that the Department of Defense has begun preparing the refitting and transportation of equipment designated for reserve forces or slated to be replaced, ranging from small arms to warships, to the Radillan Republic so they are able to continue the fight and turn the tide of this conflict. It can be expected that our arms manufacturing industry will begin to ramp up production as well for further supplying of equipment to the Radillan Armed Forces.

In addition, given that this war is increasingly likely to continue for some time, not to mention the other grave threats to democracy and liberty looming on the horizon for the foreseeable future, we also wish to propose the construction of military bases in the I Caraibi and L'Oriente overseas territories for the purposes of stationing Josepanian army, navy, and air force personnel and equipment to protect these areas from all hostile powers. This will further assist Josepanian naval forces already present in the area by drastically reducing present logistical challenges in maintaining patrols there, expanding the defensive capabilities of these forces providing further deterrent to any attack, as well as ensuring that, both for this conflict and the immediate aftermath, the Radillan Republic can more easily refocus its military forces on core territories under more serious and grave threats of attack.

We await your response with eagerness, and regardless stand shoulder to shoulder with our Meridian brethren in this dark hour during the fight against agents of the Global Exploitation Conspiracy.
