Official Communiqué

№ 109/2023 | Circulation: Secret | Urgency: Normal
Propontis, 01/06/2023

To the the Honourable Ministers of Foreign Affairs of the United States of @Corrientes and the Occidental Republic of @San Jose .

Honourable colleagues,

The Pelasgian Empire has observed the growing waves of displaced persons flowing out from @Gran-Occidentia and into your countries with growing concern over recent months. Given that the political and socio-economic instability in that source country does not seem close to subsiding anytime soon, and in light of the mercantile, cultural and economic agreements between our countries, the Government of Pelasgia has seen fit to offer its assistance to your two nations in managing this inflow of people.

Pelasgia itself has considerable experience in the management of refugee flows by reason of its handling a significant influx of displaced persons following the collapse of the Former Republic of Pannonia, having received upward of 90,000 persons at the peak of the crisis—many of them through boat crossing from Caria and other states adjoining Pannonian territory. In this regard, Pelasgia is ready to offer its assistance in two major ways: firstly, we are ready to dispatch advisers and personnel from the Directorate General for Civil Protection to aid in the setting up of infrastructure to house, process and integrate entrants; and, secondly, we are ready to dispatch advisers from the Imperial Pelasgian Gendarmerie and the Imperial Harbour Corps (Coast Guard), to aid in border monitoring and protection, where your governments deem it necessary. As Pelasgia also classified many of the entrants as having illegally entered the country, we have considerable enforcement experience.

This aid is wholly voluntary and not conditional upon any form of payment or leverage. I eagerly await your response.

Signed and sealed,

Esteemed representatives,

The United States applauds the support coming from the Pelasgian Empire and its continued friendship. With a war being waged in Gallo-Germania, we feel that Pelasgian resources would be better used to preparing for the wave of refugees coming from Gallo-Germania. Even so, we are thankful for the support given and will not reject this aid.

We cannot answer for our colleagues from San Jose, but Corrientes has the fortune of not having direct borders with Gran Occidentia, to be directly hit by this issue, and the only border is has is with Tapenagá, which is the most dangerous for refugees and thus avoided. Even so, we have to resources to sort the issue in our camp, but we cannot say the same for our friends and smaller nations such as Monterrey and Implaria.

It is the Implarian state which issued its communications on fearing to be overwhelmed and going as far as wanting to build a wall along the border. It is the Regiomontañero state which states again and again that their border with Tapenagá is militarised to make people avoid it, because just last summer they had a war and have barely been created as a state.

The Pelasgian Empire is a good ally and friend for proposing this and we will send attached the same Plan Paz del Oeste that we proposed to end this and should the Empire be supporting enough, we will propose, once the Plan is approved by Gran Occidentia, to have the Empire be part as a neutral observer of a commission, to ensure it is respected.

Until then, we will approve of the Pelasgian support for advisers who will be part of a Correntine mission, and thus wear Correntine uniforms (but they will have the Pelasgian signs on them), to aid Implaria and Monterrey, should the Empire be supportive of this.

Signed and sealed,
Mateo Restrepo

Honourable Mr. Restrepo,

The Pelasgian Empire thanks the United States of Corrientes for their swift response and openness to our proposed help, and for their recognition of our true friendship. Our only goal in reaching out here is to help as much as possible—with what limited resources we can spare, given the growing inflows of refugees from Gallo-Germania. We are of course amenable to the approach proposed by the Correntine Government, if that is what they believe to be the best approach for their interests and objectives; and we would be honoured to be a neutral party per the plan proposed by Callao.

You have our approval to deploy Pelasgian advisors in the manner proposed.

OFICINA DEL DEPARTAMENTO DE RELACIONES EXTERIORES
Palacio Ministerial - Palmira, Distrito Capital, La República Occidental de San José

Con la más alta dignidad en nombre de Su Excelencia, El Presidente
─────────────────────────────────────────

Subject: Offer of Assistance in Gran-Occidentian Refugee Management

Su Excelencia, El Presidente José David Constanza, thanks Señor Phokas of the Empire of @Pelasgia on behalf of the Josefino people for their generous, selfless offer of advisors and personnel to aid el Nuevo Mundo Libre in its time of need. La República Occidental de San José is indeed fortunate to find itself allied with people such as those of Pelasgian Empire, who are one of the rare few nations amongst el Viejo Mundo Corrupto that are sympathetic to our efforts to combat la Conspiracion Global de Explotacion, and this shall not be forgotten easily in San José.

The offer of assistance shall be factored into the recent creation of an emergency committee headed by Vicepresidente Gabriel Morales to deal with this issue, and in the meantime we shall formally accept and ensure it is incorporated into our coordinated response. In the meantime, we shall prepare a designated location within Palmira to receive the advisors and volunteers from the Pelasgian Empire and temporarily house them until they are to be deployed to assist Josefino security and medical personnel to the borders that need assistance the most. Representatives from this office shall remain in close contact with the Empire and advise further steps as the situation develops.

Respectfully, on behalf of El Presidente,
Secretary Demetrio Verdugo
Secretary of Foreign Affairs of the Occidental Republic of San José
