I hope this letter finds you well during these trying times, no doubt with your proximity to Scania and Communist Kyiv you are all uncertain of what the future holds for your people. It is with that said that we in Sylvania have also found ourselves to have added to the uncertainty your people now face when we should have come to you in our time of action during the Succession Crisis in Ostveg and asked for guidance in a region that you are more familiar with. We humbly apologize for any damage that may have occurred to your economies and even your sanity. We both find ourselves facing the rise of fascism and with everyday that passes they grow stronger in their beliefs and in their armaments. I feel it is imperative that we repair what damaged relations we may have and strengthen our ties with the Ivernian people so that when the time comes, if it comes, we may stand strong against the fascists who threaten the peace and the freedom of both our peoples. Free nations must stand together and I hope to see a future where Sylvania and Ivernia are working together to keep each other safe, that our economies are benefiting from each other and that, like once before, our people can look to each other in times of need. Should you find it necessary, you are more than welcome to come to Charleroi where we may meet and discuss how we may tighten our relations or if you should so choose I am more than willing to continue our correspondence through pen and paper.

When the Gothic sea was in turmoil over the Agder Succesion crises, and Ostveg's inability to speak for itself at the time, The High Kingodm of Ivernia would indeed have appreciated a foreword before Sylvania made moves within the region.
However, The High Kingdom of Ivernia accepts your apology completely and notes it takes an act of great humbleness to make one. This olive branch between our two nations is taken very well.

Ivernia would be very interested in not just helping the economy of the High Kingdom, but of the region as a whole - which frankly is in need of stabilisation and growth. It is with this in mind that Ivernia would see itself working with Sylvania most of all, an increase in trade and economy unity with the Sylvanian's is a topic the State of Ivernia is very much interested in.

Ivernia believes that the Ivernish Navy is in need of a revamp, and the Sylvanian Nautical Engineering Industry is world renowned, so perhaps some working out of purchase orders to bulwark Ivernish defence - against the threats it faces - would be a good start to our renewed and restored relations. Perhaps there are industries within Ivernia that Sylvania would be interested in also.

We believe that the working-out of this treaty could be made via letters between Charleroi and Alderburgh directly. When we have come to an agreement, we shall send documents and the necessary diplomats to our Embassy in Charleroi for a meeting to sign the treaty that was worked out.

It is that failure to notify you of our plans in the succession crisis that drives us to come to you now to create an understanding between our two nations on the future direction of Scania in conjunction with Ostveg. I am not suggesting an alliance, though such a thing could be possible but only on terms that you find favorable, but rather cooperation in directing Scania to a freer future. We believe it would be in all of our interests to begin working together in the Scanian region and the world at large. Building trade links between our three nations would strengthen friendly assets in the region and make us all stronger, our ship building capabilities as a nation are indeed well known and there are many companies who will be able to fulfill any goal you wish to set, however it would be a conflict of interest for me to suggest any one corporation. I would suggest speaking with the Ivernish diplomatic corps in Charleroi to get an idea as to which corporation would be the best to suit your needs. As you may already be aware, the Continental Army Air Corps has already put in a large order to your well known aircraft manufacturer, the Aodh Mór corporation. This is only the first step into creating the links we need to strengthen our economies. However by no means do I wish our trade relations to be purely military, though any civilian trade deals can be worked out in the lower echelons of our Foreign Affairs entities. Here is a list of points that I believe should be worked out and developed:

• Creating naval cooperation between the Ivernish, Austwegian and Sylvanian navies;
• Free trade agreements between all three nations;
• Cultural exchanges to foster better relations between our peoples;
• Develop a security plan for the entirety of Scania, including several contingency plans for potential wars;
• An intelligence sharing network for information pertinent to Scanian security;
• A cooperative approach toward the evils of communism and fascism.

These points are all negotiable and I welcome your own thoughts on what is important to the Ivernish government and people.

The High Kingdom of Ivernia believes that a lasting alliance between our two nations would include a combining of trade and an education of each others culture, as well as agreement promises of defence. Ivernia is pleased to see that the Continental Republic of Sylvania is in agreement and this High Kingdom agrees that the majority of those deals can be delegated through our embassies in a natural and organic way.

Pertaining to the list the Continental republic has drawn up:

• Creating naval cooperation between the Ivernish, Austwegian and Sylvanian navies;

The High Kingdom is in agreement. Ivernia's nation needs co-operation to monitor and protect the Gothic Sea, not dominance. Nations that would try to rule or control the region by force must be met with a combined effort by free nations. We agree to the ideas of lines being drawn up of national patrol and influence as well as areas of shared patrol and influence. We agree to meet to draw up contingency plans of Ivernish, Austwegian and Sylvanian navies acting as one in the most dire of circumstances.

• Free trade agreements between all three nations;

This statement is agreed with. The Ivernish - the entire Gothic economy has seen a rough time and investment and trade - not revolutions and militaries - are the only thing that will pull it out.

• Cultural exchanges to foster better relations between our peoples;

The High Kingdom of Ivernia agrees to this and will accept a cultural liason in the Sylvanian embassy to promote better understanding of the Continental Republic. Ivernia if able, shall do the same for it's Embassey in Charleroi.

• Develop a security plan for the entirety of Scania, including several contingency plans for potential wars;

In this most dire of situations - Ivernia believes such a contingency plan may just be necessary. Ivernia is willing to sit at the table with Ostveg and Sylvania when this is being discussed with an open mind.

• An intelligence sharing network for information pertinent to Scanian security;

The High Kingdom of Ivernia agrees to this. It is willing to meet to discuss it further in a more private setting if Sylvania wishes.

• A cooperative approach toward the evils of communism and fascism.

Communism and Fascism seem to vary across the world - but there is believed to be an inherent danger none the less - as believed the Senate of Ivernia.
Ivernia shall listen to approaches brought forward by this Tri-Union of sorts, and will respond in a constructive way to Austwegian and Sylvanian opinion.

We also wish to put forward the motion of allowing a least some level of notice and involvement from the Republic of Frescania in these affairs as they are another nation with region and navy/army in Ceosrath, and have a mutual interest in a free and democratic Gothic Sea.


If Sylvania is satisfied so far with the details a meeting can be set up in one of our embassies/what have you, to work out the finer points and to settle the agreement.

I am glad to know that we can, at this point, be easily in agreement of the policies that must be created for the Scanian region, it bodes well for our eventual meeting. While we are on the subject of a meeting, we in Charleroi are of the mindset that we must come to you with our friends in Ostveg and meet in Ivernia to continue the next step in our negotiations. Should you find this agreeable, myself and a handful of other Sylvanian Department Directors, military personnel and essential personnel will make the trip to Ivernia at your convenience. As for including Frescania into these arrangements, we in the Continental Republic would prefer to not include Frescania. Though Frescania can be seen as a force for good in Europe we feel that their presence would take away from building a strong relationship with Ivernia and would eventually come to dominate our agreements and in time dictate our future moves and arrangements. This is not acceptable to the Continental Republic and therefore we strongly suggest that they are not included at this time, though we shall humbly leave such a decision to you.

The High Kingdom of Ivernia has decided that, considering the focus of this meeting is a restoration and renewal of relations between our two nations, that a minimum of secondarily involved nations would be best.
With Ostveg's military unions with Sylvania, and it's inclusion in proposed ideas and unions, it would be most prudent for Austwegian attendance.

We shall organise a meeting to be held soon between representatives between our three nations within Tara Castle in Alderburgh.

We hope this meeting shall be a fruitful one, and telling of future peace and stability for our region.
