Council of Nations Strongly Condemns Wazistan
Resolution Sponsored By Hajr - Overwhelming Majority in Support - Ijad Reacts With Hostility

AUGSBURG, Wiese. The General Assembly of the Council of Nations today explicitly condemned the actions of the Wazi state against its own citizens in a resolution sponsored by the Sultanate. An overwhelming majority of fifteen states, opposed by only one no vote (Ratomkira), voted in favor.

Resolution 58/1, which was co-sponsored by a diverse group of states (Anbat, Vangala, the Levant, and Frescania), demands an immediate cessation to hostilities in the country, and calls on the Ijad regime, which has used massive violence to suppress street protests, to work with the international community to find a solution. In addition, the General Assembly expressed its support for the rights of the minorities in Wazistan, and asserted that the violence is driven by the regime's actions.

Abu Hashim Ali ibn Hassan ibn Watban al-Hajri, the ambassador of the Sultanate in the Council of Nations, called the resolution's passing "a victory for human rights and dignity, and a victory for the oppressed peoples of Wazistan," in an interview with Al Watan. "The Ijad regime can no longer commit its crimes under the radar of the international community," he went on to say. "Hajr will continue to push for Security Council action on the matter."

Wazistan itself, meanwhile, has reacted with vitriol, lambasting the resolution as a breach of its sovereignty and a work of a "Hajri-led clique" with a "tight hold on the institutions" of the CON, in the words of the Wazi delegate, Akbar Ali Dubari. "Wazistan ... will not accept this serious violation of its sovereignty. It is clear this one-sided resolution is aimed at undercutting Wazistan's legitimate campaign against terrorism and separatism," Dubari said following Resolution 58/1's passage.

Experts conclude that the immense majority voting for the resolution, coupled with its heterogeneous nature (communist nations voted yes alongside AGE member states and conservative countries), indicates widespread support in the international community for some form of action against the Islamic Republic.

Vangala will continue to work with nations such as Hajr in the maintenance of world security through organisations like the Council of Nations and as a co-sponsor of Resolution 58/1, welcomes its passing as a victory over the tyrannical clique of clerical fascists in Ijad and a move towards peace in a nation ravaged by sectarian violence.

While we do not agree with the resolution regarding Wazistan we will, as dedicated democrats, accept the outcome of the vote.

300 Massacred in Wazi Air Raids
Outrage in Hajr & Across Himyar - Sultan Speaks, Vows "Consequences" - Regime Remains Defiant

BIJAN, Wazistan. A shocking act of singular brutality was carried out in central Wazistan yesterday, humanitarian organizations working in the region revealed. Over 300 men, women and children died in three Arab-populated towns, in an air raid carried out by the Ijad government. Schools and community centers are among the targets hit, aid groups report.

More than 90 people were killed in Bijan, the largest town, and the death toll is expected to continue to rise as more bodies are pulled from the rubble. The air strikes occurred at night, when the great majority of the inhabitants were sleeping and unable to escape. The non-governmental organizations (NGO's) said no military targets of any consequence were in the area, and accused the regime of indiscriminately targeting civilians.

People in Hajr reacted in outrage as the news spread, with crowds taking to the street burning effigies of Ayatollah Esfandiari, Wazistan's shadowy clerical leader, and chanting slogans such as "Death to the Persian dictators!" and "Majesty, defend the Arab nation!" amongst defiant choruses of "God is the greatest!"

Riots were reported in Sidra, Ba'l Abaq and Al Khazandar. The Gendarmerie had to be deployed to stop crowds from attacking known Shi'ite and Persian establishments after being incensed by their sheikhs during prayers, who decried the crimes against the Arab people. No arrests were made.

His Majesty appeared on Al Alam TV yesterday, giving an emotional speech in which the Sultan decried the attacks on innocents. The Father of the Nation vowed Wazistan "would face the consequences" of its crimes and promised "swift and decisive action through the Council of Nations." HM promised "acts against the great Arab nation such as these will not be tolerated."

The massacres in central Wazistan come amidst surging violence throughout the country, as the central Ijad government continues to employ violence as its preferred means of communication. The regime has completely ignored calls from the international community and the CN to engage in dialogue with the political opposition and minorities.

Many are of the opinion that the air strikes are a punishment on the Arabs for the assassination, last Sunday, of the country's acting Vice President, Jawad Ibrahim Massoud. The Arab Tanzim militia, which carries out the defense of the Arabs in Wazistan, claimed responsibility for the attack.

Experts, however, agree that the assassination of such a high-profile member of the regime was an entirely logical consequence of earlier events. On Friday, a government militia gunned down a sheikh who was leading Friday prayers. "The regime knows very well the consequences of its actions," one prominent expert of the University of Al A'raf, who wished to remain anonymous, tells Al Watan.

The surging violence in Wazistan as minorities defend themselves against government attacks has convinced many that the country may very well be slipping into civil war. Indiscriminate violence against all and sundry is the only way the government has managed to reply to the crisis.

The regime, nevertheless, has replied to mounting international pressure with continued defiance. Ayatollah Esfandiari called the unrest "a despicable foreign-inspired campaign." The only act of moderation the Persian elite has undertaken is to allow opposition leader Bishara, convicted to death in a show trial, to appeal his execution. The gesture is widely regarded as no more than playing for time.

The Arab Tanzim resistance, meanwhile, has called for the overthrow of the country's Islamic Republic system and ruled out a deal with the government. Tanzim military commander Mustafa Kaddoumi accused the Persians of waging a "genocidal campaign" against minorities. Elements of the Kurdish nation in Wazistan have approached the Tanzim to cooperate in the resistance against the government.

Observers worry that if the international community does not act soon, more acts of unspeakable cruelty like the Bijan massacre may occur, and urgently call on the nations of the world to act before it is too late.

Successful First IMEX Closes in Sidra
Hajr Concludes Five Massive Arms Contracts

Sidra. The International Military Exhibition (IMEX) closed in Sidra for the first time today. The event, first of its kind in the Sultanate, was by all reports a resounding success, with the vast majority of important players on the arms market in attendance and billions worth of deals concluded by the time the week-long event reached its end.

A wide plethora of defense contractors chose to accept Sultan Huseyn's invitation to come to Hajr for a major new defense exhibition, hosted by the monarch to amplify the Arab nation's international prestige. Some of the biggest arms manufacturers in Europe showed off their most advanced weaponry to the oil-rich Sultan, who welcomed them personally to the Sultanate's commercial capital, as well as to their competitors and the representatives many countries had sent to the exhibition.

The world-famous shipbuilders VFS from Franken had, in conjunction with the Franconian Royal Navy, sent several of their latest vessels to showcase in the Port of Sidra. The famous state-controlled arms industry of the Kyivan Commandry held a live arms demonstration of their feared Type-94 tank, the spearhead of their renowned armored corps. Also present were the backbone of the Levantine tank divisions, the Cavalier tank, and of course the Leopard 2 main battle tank, pride of the Imperial Wieser Army. The Cassiopeian defense contractor Branicki even held a fly-over demonstration of their Kanarek air superiority fighter, one of the most advanced warplanes in the world.

The Kyivan T-84 multirole fighter aircraft at IMEX

Many other major arms exporting countries were represented too, such as Kryobaijan, Montelimar, Belmont and many more. IMEX featured a full-scale firing range where visitors could fire some of the most advanced firearms on the planet, a fly-over by the Royal Hajri Air Force (and Branicki) on day three, a live agility test of several attack helicopters, and many exhibits of real assembly-line military equipment, amongst which tanks, armored fighting vehicles, military trucks, helicopters, and even one transport plane, which filled an entire hangar at the air force base where IMEX was held. The week-long event finished with a flourish with another flyover, this time by the RHAF's acrobatics squadron, and a military tattoo by the Hajri Royal Guard, the famed Mamluks.

Furthermore, IMEX was not only the site of a colorful display of the world's achievements in military technology, but also a conference where major military deals were brokered. No less than five separate arms contracts were signed between the Sultanate and major arms manufacturers. Sources in the Ministry of War tell Hornbeobachter that Lakhm Engineering, an Anbati company, was awarded a contract to upgrade the Royal Army's entire fleet of aging second echelon tanks. The Kyivan arms industry managed to score a contract to provide the RHAF with a new air superiority fighter, likely to be the T-84. Cassiopeian defense contractor Ajnenkiel-Seburo will reportedly provide the Army's special forces with a new assault rifle, while VFS scored a monster contract to modernize the entire Royal Navy. Finally, Ajnenkiel-Seburo achieved a double victory by winning a contract to provide the Royal Army with a new state-of-the-art artillery system.

Tens of billions of dirhams, reportedly up to 75 billion in the coming years, are involved. It is clear that the Sultanate is determined to upgrade its military to the most advanced level possible. One might, therefore, call IMEX a victory for the hosts, if only because the phenomenal guest list and astronomical amount of money spent, not just by Hajr, but by other countries too. It is clear to all, however, that the military contractors that are on the receiving end of all that capital are perhaps even greater victors.

"Good evening, live from Sidra, Hajr, this is Al Alam. Bringing you the global news headlines, I'm Muhammad al-Tusi.

"The new Secretary-General of the Council of Nations announces international tour; Hajr continues assault on Qirwani rebels; Oikawa vetoes Kyivan membership in the Council of Nations; Hajr hosts Carentania and Talemantros talks.

"In Augsburg today, the new Secretary-General of the Council of Nations, the Hajri Sheikh Muhammad ibn Haytham al-Mashriqi, has announced that he intends to go on a tour of several member states as the first act of his tenure. Sheikh al-Mashriqi made the announcement while speaking to the press in Augsburg in the first press conference he's given since narrowly winning the election ahead of Sikatuna Kandaya from Butuan."

[al-Mashriqi is depicted sitting behind a table filled with microphones. A reporter asks a question.]

"Mr. al-Mashriqi, which countries do you intend to visit?"

"I intend to visit the Levantine States, Oikawa, Franken, the three permanent members of the Security Council, to discuss urgent matters facing the Council of Nations. Secondly, I intend to visit Carentania, Talemantros, Wazistan and Batavia, to inform myself of the situation in these volatile regions where the CN must uphold its duty of protecting peace and human rights, and meet with the leaders of these countries to discuss the situation."

"The past weeks in the Council of Nations have brought multiple successes to Hajr, as the Sultanate has been elected to the Security Council by a huge margin and has seen one of its nationals elected to the position of Secretary-General, as well. Analysts expect that this will draw the ire of Hajr's regional rival Wazistan, further alienating the CN from that nation, though no official response has been made by the Ijad regime."

[The scene changes from the studio in Sidra to grainy images of soldiers marching along muddy roads and rice paddies, tanks barreling through a rural hamlet of thatch roof houses on stilts, camouflaged militants firing a makeshift rocket from a clearing in a jungle, pillars of smoke rising from a tropical city, and a Hajri officer appearing before the press. al-Tusi continues to speak as the images flash by.]

"In other news, the Royal Army continues its recent offensive against indigenous Qirwani insurgents near the city of Khaing, 340 kilometers north of Al Sawari, in the Jade Hills. Around 4,000 men, organized in two regiments, and supported by another 5,000 paramilitaries, have been attempting to capture three strategic hills near the city from the forces of the Qirwani National Resistance Front. An Army spokesman stated that the military has suffered 80 casualties since the operation began last Sunday, after the terrorist attack on al-Sawari, which left at least 119 people dead, and that more than 200 militants have died in the fighting. A senior leader of the QNRF denied these reports, stating that it has suffered minimal casualties while killing more than 150 government troops. 12 civilians also lost their lives in western Qirwan today because of rocket attacks by Qirwani militants."

[Al Alam switches to stock footage of the Nymphenburg Royal Palace in Wiese, headquarters of the Council of Nations. al-Tusi continues talking.]

"In a Security Council vote, the Oikawan Empire has vetoed the application of membership of the Kyivan Commandry. Oikawa was the only member of the Security Council to vote against membership in the Council of Nations for the militaristic Slavian nation, but its veto power means its vote was decisive. Oikawa and Kyiv have outstanding differences over the end of the Great War, and have a history of chilly relations. Kyiv has not yet reacted, but it is expected the no-vote will heighten tensions between the two superpowers."

[The scene switches to footage of the Hajri Minister Responsible for Foreign Affairs, Ali ibn Maktoum al-Ma'muni, speaking to the press outside the Ministry of Foreign Affairs in Al A'raf, Hajr. al-Tufi continues speaking.]

"Hajr has offered to host talks between Carentania and Talemantros, two Himyarite countries who were on the brink of war last week when disagreements arose over the interpretation of a treaty which was signed in 1927 to end the state of war that existed between the two countries at the time. Minister al-Ma'muni has stated that he aims to bring the two nations together in the interests of stability and prosperity in Himyar, and that Wazistan is enough of a problem on the continent."

[The channel switches to commercials. Advertisements announcing the next program, "The Arab World with Suleyman al-Jafi", are shown alongside images of the correspondent, Himyarite cities and the clerical regime of Wazistan. A dramatic, dark voice speaks of "the threat posed to the Arab nation" by "Persian imperialism" and footage is shown of the Wazi military, all packaged in flashy graphics, before the time of the program is announced. Al Alam then switches to commercials of luxury hotels and business investments.]

His Majesty Visits Belmont
Enthusiastically Received By Locals - Meets With Belmontien Queen Diana - Visit May Mark Closer Relations

PARIS, Belmont. His Majesty, Sultan al-Mustansir Rukn-ad-Din Huseyn, is in Belmont this week in his first official state visit to the Gallian country. His Majesty will meet with the Belmontien Queen, Diana, and also with Premier Martinique, as well as captains of industry and community leaders of the country.

Sultan Huseyn, among others, is scheduled to meet with the leaders of the large Muslim community in Belmont, estimated to form about 20%, or one fifth, of the total population of the French-speaking nation. A significant portion of the Muslim minority of the country is, in addition, composed of Hajri immigrants and their descendants. He was enthusiastically greeted by the community and discussed the status and situation of Islam in Belmont and greater Gallia.

The Guardian of the Two Holy Mosques is in Belmont with a large following, including His Highness Crown Prince al-Abbas, as well as representatives of Royal Hajri Oil and leading Hajri corporations, in addition to senior Hajri clerics such as the Grand Mufti of Muqar, Sheikh Ubayd al-Kafri, and the Grand Imam of Al-Bahr University, one of the most prestigious in the Muslim world, Qays al-Shahbandari.

Analysts see the state visit, with its large following, as a sign of increasingly close relations between the Kingdom of Belmont and the Sultanate. The two countries already signed a treaty earlier this year, encompassing military and economic cooperation, and it is expected that the Guardian's visit to Belmont will result in further strengthening of the relation between the two countries.

Experts tell al-Watan that His Majesty will likely negotiate favorable economic terms for Hajr in Belmont, as well as closer cooperation in the area of defense. The position of Islam in Belmont, and in Gallia as a whole, will probably be on the agenda as well. His Majesty, the Cornerstone of the Faith, will in addition likely champion the cause of the Arab nation in Wazistan, and push for action in the changed situation in that country and the recognition of the rights of the Arab nation to it.

We, in no way, support the illegal trafficking of drugs into Hajr. In order to keep Akhaltsikhi-Hajiri Relations where they are and not deteroite further, we are requesting the return of these five suspects where they will be tried in an Akhaltsikhi Court, considering they are Akhaltsikhi citizens.

Realpolitik Brings Old Enemies Closer Together
Himyarite Rivals Close Ranks over Fulanistan

Al A'raf. For half a century, there were always two constants in Hajri foreign policy: anti-communism and conflict with Akhaltsikhe. The oil-rich Sultanate saw opposing communism as vital to its own survival, while opposing the apartheid state to its east came naturally to a country strong in its pan-Arabism.

The staunch anti-communist stance was dropped soon after Sultan Huseyn came to power in 1991 after bloodily repressing his brothers' designs on the throne, however. Favoring a pragmatic approach, the new Sultan preferred detente to confrontation, in order to better achieve his goals in, among other things, the Council of Nations. Nevertheless, relations with Akhaltsikhe remain frosty, even downright hostile.

Be that as it may, a recent spate of diplomatic conflict between Hajr and Batavia over a law passed in the Fulani parliament, which was heavily promoted by the Batavian government, seems to be changing even that. The law, which would make the Batavian President the head-of-state of Fulanistan (a majority Arab nation), caused general outrage throughout Himyar, including large-scale demonstrations in many Hajri cities. The strong criticism of the move by the Diwan of Foreign Affairs was very similar to that of the foreign ministry of Vangala, and echoed calls against the law by many Himyarite nations, including Axum, Wazistan, and even Akhaltsikhe, the latter two of which are old enemies of the Sultanate's. Despite the many differences dividing them, the nations of Himyar seem to be more or less united against Vlaanderen's unannounced, unilateral move.

So is the Fulanistan crisis improving Hajr's relations with its (erstwhile) enemies? Sources within the Foreign Diwan tell Hornbeobachter that the Sultanate wishes to strengthen its ties with Vangala, one of the last staunchly communist regimes in Europe. Though unconfirmed, rumors abound that a state visit to the Hindu nation is being prepared. Though anti-communism is no longer a major feature of Hajr's foreign policy, and Vangala has been crucial in the passing of several Hajri-sponsored bills in the CN, this represents a major shift away from Huseyn's previous policy of simply ignoring the communist countries.

The relation with Wazistan, for a long time Hajr's major rival in the region, also appears ripe for change. The recent electoral victory of the Arab-rooted Tanzim party, which overthrew the country's clerical regime earlier this year, will probably lead to a thaw in the countries' relations and usher in a strengthening of ties. Progressive voices in the Hajri media are already calling for an ambassador to be sent to Ijad, which would reverse close to forty years in which no diplomatic relations existed between Wazistan and Hajr.

Pragmatism appears to be the guiding principle of Hajr's effort to oppose the imposition of the Batavian President as head-of-state of a Himyarite nation. With the Sultanate suddenly and unexpectedly finding itself in agreement with the Akhaltsikhi, relations with the apartheid state may also soon be dominated not by outrage, but by Realpolitik.

Ambassador Burns Batavian Colonial Document
Hailed Across Himyar – “United Response” from Himyar Expected – Batavians Remain Defiant

AL A’RAF, Capital of the Realm. The crisis surrounding the creation of the so-called Batavian Commonwealth, widely considered the re-establishment of the Scanian country of Batavia’s rule over its former colony, Fulanistan, deepened today, when the Hajri ambassador to Batavia, upon his return home following his withdrawal by His Majesty's Government, burned a copy of the Batavian Commonwealth Act he had received from the Batavian government.

The law, which was passed by the Fulani parliament last week following extremely heavy pressure by the Batavians (who threatened economic consequences), had been sent to every foreign embassy in Batavia and Fulanistan by the Batavian foreign ministry last Monday, in an attempt to silence legitimate criticism.

“When they hold the hard copies in their hands and read the actual documents they will see the truth with their own two eyes. This is a cultural and economic engine,” a Batavian government spokesman stated. “They have no right to criticize,” was the claim.

Greeted by a large crowd of journalists and cameramen upon exiting his plane, the Hajri ambassador to Batavia, ‘Abd al-Khayr al-Gari, held aloft a copy of the law. He then produced a lighter and burnt the document, stamping on its ashes when he was done. “This is the Arab nation’s reply to the Batavians,” he said.

The images were broadcast live on Hajri television, leading to raucous celebrations on the streets of many major cities in the country. Ambassador al-Gari was hailed as a hero of the undivided Arab people. Batavian flags were burned, alongside effigies of the new president-elect of Batavia, Van Randburg, the man who claims to be Fulanistan’s ruler. “Long live al-Gari!” the crowds chanted, “Long live the Arab people! God is the greatest!”

While outside on the streets the diplomat’s noble defiance was celebrated, Ali ibn Maktoum al-Ma’muni, the Minister Responsible for Foreign Affairs, declared that, “Himyar will soon present a united response to the new colonialism,” during a press conference at the Diwan of Foreign Affairs.

It is unsure what the Minister meant by this, though many speculate that this may mean that a joint statement by the nations of Himyar may soon be released on the matter. The overwhelming majority of Himyarite countries have condemned Batavia’s actions, and abroad criticism of the Scanian country is swelling too. In Fulanistan itself, massive protests against the neo-imperialism erupted in all major cities, spearheaded by left-wing parties.

The Batavian government, however, remains defiant in its attempt to restore the union with its colony, Fulanistan. President-elect Van Randburg accused the entire continent of Himyar of “being confused,” while the Batavian foreign ministry claimed Hajr was “fabricating lies.” Experts tell al-Watan that Batavia’s intransigent attitude is costing it much of the goodwill it had built up after the end of its communist regime. The Batavian government’s efforts to maintain its colonial union are unsustainable, is the general consensus.

We are curious if this 500 kg camel is the mythical 9' variety rumored to exist in the not oft' explored lands of the world. A scientific expedition is suggested to categorize the camel and ensure that it is, or is not, indeed the fabled dromedary believed by many to be just myth.

The Republic agrees with the Sultanate's assessment of the Oikawan threat to her Muslim population. The Hui people and other Muslim groups in Jizhou (known in our language as 'those of pure truth') are proven patriots, loyal beyond question to the Republican government. In our recent campaign against violent activism, the "Aid Grandpa Zhang and Defeat Terrorism Campaign," special pure truth units of the Jizhou Republican Guard were instrumental to the action's amazing success.

It is with this favorable outlook toward both local and global Islam that Jizhou praises the Sultanate and thanks her for her condemnation of the Empire of Oikawa's atrocious attacks on Jizhou civilians.

The Great Mosque of Chongbin stands as a monument to the friendship and interconnected nature of Chinese and Muslim civilization. We pray that it is spared any harm from Oikawan bombs.

I would like to point out that the president considers the idea of such a Commonwealth Act basically favourable, and only in the combination with the diplomatic quarells emerging he finds it a diplomatically bad move. That is to say he finds the negative reactions more deplorable than the passing of the Commonwealth Act, which -he will nonetheless agree- does currently seem to be very dubious. We hope that this will not damage future collaboration of our countries too much.

'It appears that the Hajri government does not want to negotiate or remain reasonable. It has failed to retain a level head over this matter. This is not colonialism, this is not imperialism. They hear one word that they don't like, "commonwealth", and they hyperventilate. Clearly they only want to use this beneficial agreement between Fulanistan and Batavië to stoke their own political fire. No one, absolutely no one, can deny our cooperation on this matter. We sent the cold hard facts to every embassy, including Hajr's, and if they choose to ignore them, destroy them even, then that is their choice. Batavië and Fulanistan will continue forward with this new cultural and economic project despite Hajri-fuelled fear. This Commonwealth, a cultural union between Batavië and Fulanistan, is a beneficial bearer of stronger economic ties and socio-cultural understanding. It is an outright shame that the current Hajri government cannot begin to comprehend that.'

The would-be conquerors in Vlaanderen continue to lie. It was only after the news was announced, without any kind of prior notification to the free nations of Himyar, or any kind of effort in diplomacy from the Batavian neo-colonials whatsoever, that these illegal colonial documents were sent to the embassy of the Sultanate and other independent, freedom-loving nations. We, and the rest of the world with us, had to learn of this move from a Fulani newspaper -- and the Batavian government dares to react with indignity?

In addition, we condemn the continuing Batavian intransigence, refusal to cooperate, rejection of diplomacy, harmful and aggressive propaganda, and lies, not to mention the extremely overbearing, paternal and arrogant tone towards our independent nation and its Himyarite brethren. The mentality in Vlaanderen is seemingly stuck in the nineteenth century, affecting the right to dismiss every bit of Himyar's rightful criticism with an air of bored aloofness. Clearly the Batavian government does not respect the culture, traditions and nations of Himyar; in short, in every sense of the word: neo-colonial. The Batavian government has no intention to solve this conflict.

The Republic of Tyskreich urges caution between the involved nations in this dispute. While naturally allies and enemies are urged to rally behind causes, it is important to limit any tension between the Batavian Government and the Hajri Government, or Himyar in general to just those locations.

Himyar is an important ally and trade partner to the people of Tyskreich and naturally Tyskreich considers its close neighbor in Batavië an equally close trading partner for obvious geographical reasons. It would be our hope to maintain such ties between both entities without the adverse impact of this conflict.

In short, Ballhausplatz would like to maintain amicable relations between the involved Governments without the demand of adopting a stance on an issue that surely is not the business of our peoples, due to aforementioned reasons as stated by the Hajri Government, namely being the term 'neo-colonial' and Ballhausplatz's urge to refrain from such inappropriate advances without impacting the relations between our nation and people and our friends in the international community.
