On behalf of the Umbazi Republic, I have been dispatched and empowered to inquire to the viability of a complete refit of the Umbazi Army's Ground Forces by the Commandry. Rather than approach you through RusExport, we would like to order things directly from your national surplus, rather than purchase expensive but limited millitary goods from your otherwise esteemed company.

We would like, if possible, the following requirements to be met, in whole or in part. I assure you, our recompense for meeting these requirements will be more than satisfactory.

We would like to be self-sufficient in ammunition production, and save you the considerable burden of manufacturing so much for our consumption.

If this Order is too vast, we are happy to take what is available, and pay handsomely in the process. We are developing a significant Natural Gas Extraction Industry, which is currently state-owned. I'm sure Kyiv would be interested in accquiring significant stakes, were it to be privatised.

On consultation with the GSAFC Military Armaments Directorate and Supreme High Command I have determined that we can fulfill your requirements. The MAD has produced a list of proposed systems to meet your requirements:

MBT: The CGF Tank Corps have sufficient stocks of Type-72 Main Battle Tanks to fulfill your requirements. The Type-72 has been selected for early phaseout because of it's lack of commonality with the primary Type-64/80/94 fleet but was the beneficiary of a prior modernization program.

IFV/APC: The CGF Infantry Corps currently has an extremely large surplus of Type-70 tracked APC's as they have been withdrawn from frontline CGF service.

Offroad Vehicle: The MAD requests clarification on your specific requirements as the CGF Motor Corps has a very large inventory of utility vehicles in stockpile.

Towed Artillery: As guns have been phased out in favour of multipurpose gun-howitzers the Artillery Corps have 1,600 Type-76 and 1,200 Type-46 130mm Guns available. There are also 1,000 Type-81 152mm self propelled guns (a mobile variant of the Type-76) available if you are interested.

The MAD has determined there is sufficient production capacity to fulfill your personnel weapons requirements with new production. As these weapons are already in mass production for the armed forces cost will not be significantly more than the cost of refurbishing stockpiled arms.

You have been granted approval for a production license for the Type-91 Assault Rifle, the current standard service rifle of the Commandry Armed Forces. The rifle is similar in design to the Type-47 (OOC: AK-47) rifle which it replaced in Commandry servuce. MAD is confident it will fulfill all your requirements.

All other production license request have been approved. Regarding artillery ammunition the MAD is willing to oversee the establishment of a full production line for 152mm single piece ammunition in Umbazi as this caliber is no longer in production in the Commandry.

Regarding payment the Supreme High Command has expressed great interest in Umbazi's natural gas developments. They have also directed me to inquire about the possibility of negotiating a stake in Aurum Umbazi, the potential future earnings from which could offset a major portion of the contracts total cost. If this is not possible we understand.

1. With the conflict in Jurzan growing and threatening to destabilize the region, the increased militarization of multiple nations throughout Himyar, and the aging state of several units of the Royal Armed Forces of Cenetis; the Department of Martial Services Office of Finances and Acquisitions, with his Sovereign Majesty's delegated authority to request on behalf of citizens and soldiers of Cenetis those tools required for the maintenance of His Majesty's sovereignty, according to the oversight of the Commandry's Military Armaments Directorate, hereby requests the following munitions and armaments solely for the use by the Royal Armed Forces of Cenetis:

• From the 2nd Institute, 180 Type-94 Main Battle Tanks to modernize the armored forces of Cenetis and supplement existing MBT's within the RAFC inventory.
• From the 13th Institute, 476 Type-87 Infantry Fighting Vehicles to supplement existing IFV's within the RAFC inventory.
• From the 7th Institute, 96 Type-96 Attack Helicopters to supplement existing attack helicopters's within the RAFC inventory.
• From the 16th Institute, 10 year production rights for the Type-91 Assault Rifle to replace aging small arms within the RAFC inventory.

2. In the maintenance of the aforementioned products, the following contracts are hereby requested to ensure our inventory remains at optimal capacity and the quality of the weapons is not diminished:

• Production rights for 80mm rockets, to ensure optimal operability Type-96 Attack Helicopters
• Production rights for the 120mm rockets, to ensure optimal operability Type-96 Attack Helicopters
• Production rights for the 23mm gun pods, to ensure optimal operability Type-96 Attack Helicopters
• A contract with the Military Armaments Directorate to supply the RAFC with Plumbata Guided Missiles, to ensure optimal operability for the Type-96 Attack Helicopters
• A contract with the Military Armaments Directorate to supply the RAFC with Spear ATGM, to ensure optimal operability for the Type-96 Attack Helicopters
• Production rights for the 6.5x39mm caliber ammunition

3. On behalf of the Joint Coalition Command of the Royal Armed Forces of Cenetis, with express permission from the Royal Office, and with full acknowledgment of possible restrictions and conditions, the Office of Finances and Acquisitions requests that the Military Armaments Directorate consider the following purchase:

• 12 units of R-110 Operation-Tactical Ballistic Missile, plus an additional 9 ground mobile carriers and 4 ground stationary launch platforms. Additionally, conventional warheads to arm the TBM's are requested at MAD authorized prices. We understand if the Commandry declines this request, though we anticipate few difficulties.

4. Amicable terms and conditions provided by the Commandry will be met immediately. We request a secured loan, with payments made in installments as the products are delivered, to be the payment method of preference. A collateral of 20% will be paid in advance.

Your order for R-110 missiles has been conditionally approved by the Military Armaments Directorate. As the R-110 is supplied in a factory sealed canister and is designed to require no maintenance over it's design lifetime we do anticipate this will interfere with normal operations.

Regarding Offroad Vehicles, we simply require a rugged small-personnel transport and reconaissance vehicle that is capable of transporting up to 5 people across the Highlands, through the Wetlands and the Savannahs of Umbazi with acceptable levels of wear and tear. Armaments are desired but not necessary.

We are happy to accept newly produced assault-rifles fresh from Kyiv, and look forward to the first deliveries of these mint-condition weapons soon.

Regarding Production Licenses, we would only require the blueprints for the Type-91 to begin production in our own Gun-Shops and Magazines, but you are correct in surmising that a New Artillery Shell Factory would ideally have to be commissioned/retooled in order to meet the requirements of the new Artillery. We are happy to co-operate with MAD overseers to see that this Factory is established in Umbazi, and all staff properly trained.


Regrettably Aurum Umbazi stakes are not available for exchange in this manner at this time, but a majority stake(51%) in Umbazi Gas would be transferred to your control on the moment of privatisation. To compensate for the unavailability of Aurum Umbazi shares, I have been empowered to offer you 25 tonnes of Gold Bars, and or an equivalent sum of cash to current market value of gold.
