I understand that are deep disagreements between our respective factions over the future of Pelasgia. As men who deeply care about their country, it is natural that we have strong views regarding its future. I also understand that there are grievances regarding killings on both sides of the aisle. The Propontine Constitutionalists have suffered much prosecution at the hands of the Absolutists, a treatment which they evidently returned to many prominent Absolutists following the DKKP insurrection in Propontis. You will note, however, that my administration's preventive measures have only targeted those affiliated with the DKKP and the Treaty of Spesse, Liberal Constitutionalist and Absolutist alike. I assure you that I had to resist significant Constitutionalist pressures against carrying out a wider purge.
I am not a politician, nor am I a foolish Propontine bourgeois Liberal Union Deputy. I am a man of HIM Army, as are you. Let us then be honest in our assessment of Pelasgia's current predicament: Pelasgia finds itself plagued by DKKP rebels, communists, funded and armed by Kadikistan. The faction in Ivar which was reasonable and wished to work with you Absolutists has vanished; it has been deposed by radicals who want and are actively are trying to destroy Pelasgia. Likewise, Pelasgia finds itself plagued by Philistaean separatists, who have gotten Fourth Army units to side with them. A repeat of the Augousto-Septemvriana, especially as the DDI vultures circle around Pelasgia, is the last thing our country needs.
I will not presume to lecture you on how Parliamentarism will better our country. Clearly, you disagree with such an analysis. What I will say is that Pelasgia cannot survive divided, and neither one of us will benefit from a war. Propontis cannot recover Memphis without losing much blood, and Memphis cannot hope to fight all of Pelasgia and win. External intervention would only weaken us and make us slaves of foreigners. Foreign rule is worse than Constitutionalism or Absolutism, that much we can agree on, I hope.
What I want to ask of you is that you at least dispatch a delegation to Propontis, so that we can see how Memphis can best be accommodated within a new Pelasgia. Hopefully, we can find a way for Memphis to remain Absolutist, with your faction still controlling it and its privileges maintained, within some broader union with a Constitutionalist Pelasgia. This General Delegation need not be elected by universal suffrage, but can be selected using the methods proscribed in the current Constitution of the Pelasgian Empire. Together with the General Delegation of Philistaea, and the General Delegation of Pelasgia, we can try to negotiate a new partnership agreement between the three major nations of the Empire.
As a sign of good faith, I would be willing to surrender several prominent Absolutist leaders currently detained in Propontis to forces of the Second Army.
