To whom it may concern,

I have been instructed by His Imperial Majesty's Government to notify you of the Empire's wish to arm, equip, fund and otherwise support the insurgents currently operating in Arrierre and possibly elsewhere in Serenierre. According to our intelligence, the insurgents in question consist mostly of members of the Burgundian minority of the Gallian country, though ethnic Serenirrese are also present in their ranks, albeit in much smaller numbers.

The Imperial Intelligence Service, with the cooperation of the Imperial Police, have already established contacts and largely taken hold of old networks used to smuggle weapons, equipment and other material to the Red Argonauts and other far-left terrorists in Pelasgia previously. This network involves the Archipelago's criminal clans, as well as certain elements of the criminal world in your own countries. With the aid of your intelligence services, this network could be used to smuggle necessary equipment and funds into Serenierre, though the shipments would quickly be stopped, either due to detection or to avoid detection.

Moreover, banks in Eiffelland, Nichtstein, or other allied nations of the Trier Concord could be used to fund the insurgents without the funds being directly traceable back to the government of the Empire, of your own two Realms. The operation in question would come as a punishment for Serenierre's illegal detention, conviction and execution of the Pelasgian journalists currently in its custody, should it fail to return them unharmed, as well as its illegal sanctions on all three of our countries and its illegal search and seizure of the premises of the Associated Press HQ in Villesen.

Regardless of your willingness to participate in such an operation, the Empire trusts in your discretion concerning the sensitive information previously outlined and eagerly awaits your response.

We have taken the initiative of introducing our colleagues from the Internal Security Directorate into the loop, as they handle some of the resources you wish to involve in the coming operations. The current climate within the political establishment is furthermore quite favourable to an increased Nichtsteiner participation in the matters discussed.

Dear Sir,

As you can see, I sent a copy of this letter to the Head Directors of the departments foreign countries, special actions and organised crime. I did so, because their departments wil be involved in this matter.

My Government and I see the same problems regarding Serenierre as your Government and you, and see the reason for action in response to the fate of the three Pelasgian journalists and the raid against the Affiliated Press office in Villesen. Therefore, we will fully cooperate with arming, equipping, funding and otherwise supporting insurgents active in Serenierre. As far as we know, Eiffellandian banks are already involved in funding and supporting the insurgents in Serenierre. They will continue to do so, and we will offer them our assistance.

Regarding the use of criminal syndicates in this matter, we are a bit concerned about that. Such criminal syndicates tend to have the habit of asking favours in return for their cooperation in the form of police forces closing their eyes from time to time. This may lead to unwanted situations on the long run, in the form of destabilised city quarters and an increase in the rates of the kind of crime the common man will suffer from. We are prepared to close an eye for the weapons trafficking activities of the crime syndicates you involve or intend to involve in this matter, now and in the future. However, we are not prepared to close an eye for activities of said syndicates that are not related to weapons trafficking. Especially against drug trafficking, we will continue to operate harshly.
