Your excellencies,
We see in the demographics of the People's Republic of [MENTION=341]Cidonia[/MENTION] that approximately 7 million are part of the Saare ethnicity. Combining the results from the census of the People's Republic, with the census of the Democratic Republic of Saaremaa it is easy too see that the number of Saare people living in Cidonia is equal to the one living in Saaremaa. It is a queer situation, as with the people who migrated to Occidentia, who also number around 5 million, out of the total Saare people of 19 million, only 7.5 are living in Saaremaa itself.
It is one of our most important wish, to have the Saare people live enjoying the welfare and education programs present in the Democratic Republic and also to enjoy the political freedoms existing in Saaremaa, especially the future local participatory democracy that will be implemented in the next constitutional reform. For this, we demand that the People's Republic of Cidonia creates a special zone for the Saare people in their country, giving economical, political and administrative autonomy to the Saare people.
The future to be created zone will be formed around the Puurmani Isthmus and 150 kilometers around the Cidonian coast of the Gothic Sea. The Saare people will be given the right to participate in the Saaremaa parliamentary elections, they will have the right to enjoy the local democratic process and will be enrolled in Saaremaa's welfare and economical program. Economically, the future autonomous zone will be open to investments from both the the Cidonian and the Saare companies, the taxes for the exploitation of the said territory will be divided in half to the Saare and Cidonian republics.
The Saare people will have the right to move to the Democratic Republic of Saaremaa, while those who won't desire to live their ancestral lands, Saaremaa citizenship will be given to them.
Finally, the special region will also have its own representation in the foreign affairs, a special committee elected from the citizens of the region will be formed and they can state their own issues on the international scene, with the condition that both the Saare and the Cidonian governments will approve their statements.
In conclusion, we hope that the People's Republic of Cidonia understands the issues freedom, equality and personal liberty brought to them by the Democratic Republic and it will hear our plea, hopefully even implement our ideas. It is only for the well being of the people.
