Your excellencies,

We see in the demographics of the People's Republic of [MENTION=341]Cidonia[/MENTION] that approximately 7 million are part of the Saare ethnicity. Combining the results from the census of the People's Republic, with the census of the Democratic Republic of Saaremaa it is easy too see that the number of Saare people living in Cidonia is equal to the one living in Saaremaa. It is a queer situation, as with the people who migrated to Occidentia, who also number around 5 million, out of the total Saare people of 19 million, only 7.5 are living in Saaremaa itself.

It is one of our most important wish, to have the Saare people live enjoying the welfare and education programs present in the Democratic Republic and also to enjoy the political freedoms existing in Saaremaa, especially the future local participatory democracy that will be implemented in the next constitutional reform. For this, we demand that the People's Republic of Cidonia creates a special zone for the Saare people in their country, giving economical, political and administrative autonomy to the Saare people.

The future to be created zone will be formed around the Puurmani Isthmus and 150 kilometers around the Cidonian coast of the Gothic Sea. The Saare people will be given the right to participate in the Saaremaa parliamentary elections, they will have the right to enjoy the local democratic process and will be enrolled in Saaremaa's welfare and economical program. Economically, the future autonomous zone will be open to investments from both the the Cidonian and the Saare companies, the taxes for the exploitation of the said territory will be divided in half to the Saare and Cidonian republics.

The Saare people will have the right to move to the Democratic Republic of Saaremaa, while those who won't desire to live their ancestral lands, Saaremaa citizenship will be given to them.

Finally, the special region will also have its own representation in the foreign affairs, a special committee elected from the citizens of the region will be formed and they can state their own issues on the international scene, with the condition that both the Saare and the Cidonian governments will approve their statements.

In conclusion, we hope that the People's Republic of Cidonia understands the issues freedom, equality and personal liberty brought to them by the Democratic Republic and it will hear our plea, hopefully even implement our ideas. It is only for the well being of the people.

Dear Mr. Kuusk,

Firstly I would like to thank you for your letter. It truly delights me to hear from you. How is the family? I hope they are all well and enjoying the many benefits and opportunities the glorious country of Saaremaa has, such as welfare, education, political freedoms and the like. Perhaps it might surprise you to hear, that Cidonia is a land with excellent healthcare as well as the highest standards of education. The people of Cidonia trust our beloved leader, Viktor Nazar, to the fullest. As such they are willing to sacrifice certain political freedoms for the benefits that are given to them.

Addressing your concern for your people: the 7.8 million Saare people identify with Saaremaa, this is obvious. According to our census, 90% of those 7.8 million ethnic Saare live within 250km of the border that our two countries share. They either have family in Saaremaa, work in Saaremaa, or visit Saaremaa often.
Some are descendants of Saare that have been living in Cidonia for hundreds of years, but still feel more affiliated to your country due to their heritage. We estimate from a survey of 1,000 people that around 40% of the Saare in Cidonia feel this way (the exact number is 40.2%). This leads us to believe that there are approximately 3 million Saare who, strictly speaking, are Cidonian and have been for at least 200 years but have Saare heritage. In total we estimate that approximately 2 million of the Saare within Cidonia have passports for Saaremaa as we allow dual citizenship.

Secondly, we deny your demand to establish a special zone between our two countries. Saaremaa is in no position to demand anything from the People's Republic of Cidona. The area around our shared border is already a zone with a large amount of Saare people who, if they have the necessary papers, can come and go as they please between our two countries. All Saare who hold a Saaremaa passport are allowed to enter Saaremaa, as well as vote. We have had, and will have, no reason to prohibit anyone in Cidonia who holds a passport from Saaremaa from voting in Saare elections.

We do not forbid any member of the public, be he or she Cidonian, or Saare, from leaving the country whenever they wish, provided they have the necessary papers and are not wanted criminals or terrorists. Furthermore, as long as a Saare is permanent resident of Cidonia, he or she is required to pay Cidonian taxes, regardless of nationality. As a result, any Saare citizen who is living in Cidonia will take part in Cidonian welfare and economic programs. We see absolutely no necessity for a "special zone".

Any issues addressed towards myself, or any other member of the People's Republic of Cidonia, including the People's Assembly, concerning the formation of a special zone will be disregarded in the future. This is not an issue that concerns the People's Republic of Cidonia. Should the government of Saaremaa see it as necessary to recall Saare within Cidonia back to their country, then it shall be so and they will be required to surrender their Cidonian passports, should they have one. There are quite a few people in Cidonia who are without jobs and would gladly take the place of the Saare who leave the country. Currently there are more than 5 million ethnic Saare that only hold one passport, the Cidonian passport.

Your excellencies,

We are deeply sorry, as communication errors may have distorted the meaning of our message but also the policies of the People's Republic of Cidonia in regards to its minorities.

For this, we would like to start a program for the Saare minority living in the People's Republic, in which the government of Cidonia and the government of Saaremaa will support the Saare minorities to move too their motherland, if they wish so. In Saaremaa they will receive an apartment in the city they wish to apply to move and a job in the domain they were trained for. Those who would not wish too move and see themselves as Mordvins (the category used for Saare people who see themselves as Cidonian naturalized nationals) would also be given dual citizenship, both Cidonian and Saare.

We would hope that the government of Cidonia cooperates on this matter and will help us with the repatriation of the Saare nationals living in the People's Republic.

Dear Mr. Kuusk,

In the name of the Cidonian People's Republic we will put forward your suggestion for a joint program between our two nations to repatriate Saare in Cidonia and give Mordvins the chance to gain dual citizenship to our two countries. Once we have clarified the details of this agreement it can be put forward to the People's Assembly and our benevolent Supreme Leader, Viktor Nazar. We hereby request a first draft that could be prepared by your assistants or yourself. Please also indicate the length of the program, approximate costs (in both currencies) as well as an exact definition of who would be eligible for this program and who would not be eligible. This is highly important, as it would avoid unnecessary extra bureaucratic work by having each case being considered individually. We are anticipating a high amount of applicants.
