Mai Trinh: Imperial Legislative Council passes Solidarity Clausule The Solidarity Clausule, long awaited by members of the Armed Forces, and the population as a whole, has been in the works for several months. His Imperial Majesty, Son of Heaven, has in his infinite wisdom reconized the need to LFS members to work together regarding counter-espionage, terror and insurgency matters. The issue was handed down to the ILC, where the clausule was mapped out with co-operation from branches in the Armed Forces and the Imperial Intelligence Service. The clausule aims to streamline the spread of information and intelligence to other LFS members, without risking security leaks, and allows for deeper co-operation across the board. One part of the Clausule highlights the need for cross-border operations, stating "Dai Viet shall take steps to give and receive military and security aid, and allow for cross-border operations with other LFS members"

The news comes amist reports of international Islamic terrorism in the Oikawan Empire, where the "Nokanawa Four" have been captured in a dramatic police operation, and is expected to be well received among other LFS members, with whom extensive co-operation already takes place. The rising insurgency in the Son province has been raised as a key factor behind the decision for the clausule, where concerns that they may be aided by foreign terrorists have become tangible. It is unknown whether this means that a new campaign against the insurgents is imminent, but it is assumed that the Solidarity Clausule will bring forth a speedier demise of the rebels.

Hue: Black Da River delta expanding The river delta, the largest in the world, is expanding at a rate of 100 meters annually, scientists say. The black, volcanic silt that makes the region so fertile is brought down in such large amounts that the delta is moving out into the Gulf of Hue. The report was a part of an investigation into the geography in the region, ordered by His Imperial Highness, Son of Heaven in an attempt to map out the most productive system of agriculture in the region. Another consequence of the report is that several channels will be constructed in order to more evenly spread the dposits of the nutrient-rich soil over a larger area, thus improving the fertility of the surrounding lands. The report shows that the region, which already stands for 50% of the nations agricultural output is set to increase in it's significance. By 2050, the report says, the region could stand for 60-70%, if certain steps are taken.

Another part of the report showed the significance of the river in upholding the fish levels in the Gulf of Hue, pressing the need for pollution levels in the river to be held to a minimum. Vung Tau, the centre of the Viettenne industrial heartland, lies next to the Black Da river, and the report showed the need for reform within industrial regulations. The report is therefore seen as a step toward increasing pollution awareness, and it is expected that the matter will be looked into by the Imperial secretary for Industry and Trade, Vu Huy Hoang.

Traffic through Viet Straits set to increase The maritime traffic through the straits has been steadily increasing, and is set to increase more as maritime trade becomes cheaper. The decline in piracy after the campaign of 1983, and the presence of Viettenne naval vessels to guarantee the safety of ships has meant that insurance costs have decreased.

The Empire of Greater Oikawa continues to stand with our allies in Mai Trinh against the terrorist elements threatening the lives and assets of the Viet people. The Solidarity Clausule will without a doubt assist in improving cooperation amongst LFS member states to combat the tides of militancy in a united effort and ensure peace and safety for everyone. Whether the enemy be separatist, Islamist or Bolshevist - he always is an enemy of freedom and the international community.

Yours sincerely,

The Serbovian government echoes the sentiments of its Viettenne and Oikawan allies in underlining the importance of forming a common and firm front against terrorism and Islamic extremism.

We applaud this decision of our allies in Dai Viet. This will no doubt better coordination and cooperation between all LFS member-states and improve our security.

Short summary,

New Strategy in the Institute for Assymmetric Warfare (IAW), which is based on heavy regulation of movement in the Son Province, and the creation of Strategic Hamlets, so that rebels can be seperated from the general public in the province.

Mai Trinh: Natural Gas holdings to be privatized The Imperial Secretary for Industry and Trade, Vu Huy Hoang, announced that parts of the Natural Gas industry in Dai Viet will be privatized. This announcement came as a surprise, as Imperial control of the resource has been very tight in the past. The reasoning, the Imperial Secretary said, was that by privatizing parts of the industry the efficiency and profit would increase. This would also lead to important job opportunities, and would strengthen the importance of Viettenne engineers and skilled workers. The Natural Gas, discovered during the 1960's in the Tonkin Bay, has led to a large influx of foreign workers, and has proven to not only allow for cheaper energy in Dai Viet, but has also been a large income generator through exports. This influx of foreign workers especially, has allowed for the creation of a Viettenne engineer corps, specialising in the production of Natural Gas energy.

The Imperial Secretary stated that 40% of the current production would be privatized, however strict regulations would still be in place to control the amount and extent of the production, in volume and geographically. This following the current Viettenne policy in order to control prices, protect the environment and retain control over a resource important to the Empire.

Marquette: Marquette pledges aid Marquette has pledged to the Imperial Secretary for External Affairs, aid to the worth of 6 billion joliets. This constitutes part of the restoration and reconcillation process that is continuing between the Kingdom and the Empire, due to the colonial past of the Empire. His Imperial Majesty, Son of Heaven, declared that the aid would be used in part to develop the infrastructure in the Hue agricultural region, as well as establishing a Colonial museum in Hue City, the old colonial capital in the region. The museum will be used to educate on the history of colonisation, the influence of Marquetten culture in Dai Viet, as well as Viettenne culture in Marquette, as well as the development in our relations since the end of colonialism in Dai Viet.

Along with the aid, Marquette pledged to support the government of His Imperial Majesty, Son of Heaven, and help secure the security and sovereignty of The Greater Viet Empire. This has not been confirmed by either the Marquetten or Viettenne government as being a formal agreement, though talks are to be held between Marquette and Dai Viet later this month.

SuComPROD orders new equipment The Supreme Commander for Production for the Viettenne Armed Forces recently placed a large order for Fast-attack craft, the largest yet. These will be used to patrol the archipelago regions of the Tonkin bay, Viet Straits and the Gulf of Hue. They are yet another step in modernizing the Viettenne Navy, which still relies on older models, not fit for 21st Century warfare. The new FACs are equipped with state of the art equipment, which will allow them to detect smaller vessels. This is seen as a development in Dai Viet's ability to combat piracy and smuggling.

Heavy Fighting in the Son Province Heavy fighting in the Son province has continued during the week, and reports have totaled the number of enemy combatants killed to 78. A Ghurka gunship was downed by rebels, killing 7 Imperial soldiers, reports also say.

Hue Export Corporation to expand The President of the HEC announced that they would be expanding into the Metal industries, in order to diversify the corporation. Their trade connections and distribution system is the largest and, some say, most effective in Dai Viet, which may allow them to become more competetive than some of their counterparts in the Metal industry.
