Nokanawa Four confirmed as spies


The police's investigation into last month's discovery of the Nokanawa based spy cell known as the 'Nokanawa Four' has come to an end, with the final report stating that there was clear and undeniable proof of the collaboration of the Nokanawa Four with hostile powers from abroad.

The cell was uncovered last month by Imperial Police after a longterm intelligence operation had finally led Imperial authorities onto the right track. The men were using a motel in the capital of Nokanawa's district of Shinmachi as their base of operation and where completely taken by surprise when law enforcement authorities gained access to the safe house on the night from the 2nd to the 3rd of September, arresting all suspects at the site and confiscating several hundred pages of incriminating documents as well as an unspecified amount of electronic devices used for communication with contact persons abroad and other items that could be utilized to assist in espionage activities. Furthermore, two 9mm handguns and corresponding ammunition in significant amount were confiscated as well.

The report that has now been finalized strongly suggests that the men were operating with the blessing of foreign entities, and were "directly funded and coordinated by organizations and/or powers from beyond the borders of the Empire with the declared goal to commit terrorism or at least significantly destabilize the political and civic life of the country." The report does not incriminate any specific foreign powers, but refers to "entities with long-standing animosities towards the values upon which our society is constructed." The Ministry of Justice is expected to formally charge the Nokanawa Four with espionage, sedition and conspiracy to commit terrorism within the week once all legal formalities have been sorted out. If convicted, the men could face the death penalty.

In a first statement, Ayabito Naohiro, a member of the Imperial Diet, spoke of a "serious national security threat".

"This was not the first time that a case of espionage has been uncovered in the Empire and, unfortunately, it is likely that it will not have been the last time either. What makes this attempt unique however is the fact that we have never managed to uncover a cell with such precisely mapped out ambitions to harm politicians and civilians alike with methods that are usually only employed by Islamist terror groups. It certainly gives this entire case an entirely new level of severity and should make us question whether the current security protocols are really adequate or whether we shouldn't rather look into tightening security even more."

Documents found with the Nokanawa Four suggest plans to assassinate leading figures of public life as well as intentions to commit an attack with explosive devices on the Imperial Diet while in session. While unlikely to succeed with their ambitions, the spies had apparently already probed their contacts within the country to organize for the required weaponry as well as explosives to carry out the plans. The two guns confiscated in the motel are said to have been provided by these contacts. As the pistols are models used by law enforcement authorities, internal investigations are currently going on as to the possibility of further missing weaponry. The Ministry of Justice guaranteed that it would work towards a "a full and uncompromising" disclosure of the entire case.

By taking these courageous actions the Oikawan authorities have no doubt not only spared their Empire from an atrocity, but the entire region. Northern Army clashes with Jizhou insurgents


Elements of the Northern Army, the main stabilization forth in Northern Jizhou, clashed with insurgents last night, according to an official statement released by Imperial army authorities.

According to the statement, an Imperial Air Force base near the city of Taixi in the prefecture of the same name came under fire of insurgents armed with rocket-propelled grenades and mortars at around 2AM local time, causing minor damage to one air-superiority fighter as well as damaging one barrack, wounding 4 soldiers, who were asleep at the time of the incident. Base security returned fire and managed to rout the hostile force from the immediate scene of the attack. The Imperial Army responded by deploying a rapid response team to the hilly landscape and forests close to the base, which soon encountered significantly more hostile elements which the soldiers proceeded to engage. Reports speak of at least 18 killed enemy combatants as well as at least 8 captured enemies. Exchanges of gunfire in the area are said to continue to the hour.

In a first statement, Captain Motoyama, who is in charge of Taixi Air Base, dismissed any speculations that the attack could be linked to the arrest of the Nokanawa Four. "There is no evidence that points towards any connection with the recent arrest of terrorists in Nokanawa. This attack is the work of militant Jizhou elements, which the armed forces have begun to deal with according to standard procedure protocols."

Taixi Province has been a hotbed of insurgency activities in recent years, with several hundred attacks happening every year. The last direct attack on a base of the armed forces had been in September 2008, when a large-scale enemy assault managed to temporarily overrun base defenses at Changshu Base, leaving 15 soldiers dead and provoking an internal debate about the viability of the strategic approach taken towards the insurgency in Taixi Province.

Kihara outlines Oikawan Foreign Policy


Imperial Minister of War and Foreign Affairs, Kihara Itsuki, today outlined the plans for the Imperial foreign policy for the coming decade, describing that "new approaches to new challenges in a rapidly changing geopolitical setup" would have to be found. The Imperial Ministry of War and Foreign Affairs traditionally releases an analysis of world politics at the end of each January.

In his speech, which was attended by representatives of the media, politicians, the armed forces and foreign delegations, Kihara went into detail, describing the threats posed by militant Neocommunism and religious Fundamentalism as the shared "main security concerns of the civilized world at large". Noting the increasing organization of leftist and Islamist forces both domestically as well as abroad, Kihara went on to denote a steady rise of violence and radicalism in the world in the last decade. "Simultaneously to the rise of ever-increasing accumulation of wealth in the capitalist societies, especially of the West, the willingness to use violence [...] to achieve political goals has increased." Kihara also noted that various movements within the Oikawan Empire or states allied with Nokanawa, were the product of increasing differences in the global distribution of wealth. "Provoked and funded by foreign powers, elements hostile to the Oikawan people are being utilized by opportunist opponents of the Empire to wage a war of attrition on the Empire by suggesting to these people that the Empire takes part in the exploitative practices of western capitalism." It has been the first time in years that the government has directly accused foreign powers of attempting to destabilize the Empire, a method of rhetorics that had been significantly toned down in recent years.

"Nevertheless, the Oikawan Empire stays committed to peace, to international cooperation. We see the Council of Nations as a powerful tool of international diplomacy; of international peacekeeping. We are willing to run a majority of our diplomatic tionsac through this tool of multinational détente, and we will work with all states, regardless of political alignment, for the greater good of the people of Europe and for the maintenance of world peace. The Oikawan Empire is willing and ready to take a more proactive role in international peacekeeping and enforcement of resolutions in cooperation with other powers. At the same time, we will expand our support for allies, such as Dai Viet and Ratomkira, to combat destabilizing elements."

Going on, Kihara described that the League of Free States would need to redefine its role in world politics.

"I believe the world [..] of the 60s, 70s and 80s, the world of [...] constant standstill due to alienating suspicion, does not exist in that form in this day and age anymore. There remain differences, irreconcilable differences between us and some states of the western world, nevertheless I am confident that the systems can coexist - the Eastern Way and the Western. In light of this, the League of Free States needs to rethink its role and how it can help less fortunate peoples to make their way to the ranks of the first world, and we should assist those who are willing to make progress, [..] by moving towards greater co-prosperity with these peoples."

Closing the report, Kihara announced that he would meet with the Emperor and other officials on the weekend to discuss issues of concern, such as terrorism in Ratomkira, the Western financial crisis in the Fleurian Empire and Islamism in the border regions.

Carrier Group sets for Batavie


Following a special cabinet meeting earlier this morning, the Imperial Ministry of War and Foreign Affairs announced that a carrier group centered around the carrier Shinchou would take course towards Batavie for what was described as 'surveillance and assessment' mission.

A spokesman for the Ministry of War and Foreign Affairs said that the geopolitical situation required the Oikawan Empire to take appropiate actions to ensure political stability in the area and to prevent unilateral actions that could possibly lead to a negative development of the situation in the country. Furthermore, Oikawan submarines in the Great Sea were ordered to monitor activity near the Batavian coast.

"The Oikawan Empire will continue to strive for a solution to the problems in Batavie in accordance with legislation passed by the Council of Nations. Until such a time, the Empire sees it as its task to prevent any change to the current status quo that could possibly endanger the success of a future Council of Nations mission. As such we will be looking forward to cooperating with other powers which share our ideals of stability and international cooperation in regards to Batavie, regardless of their geopolitical alignment", the spokesperson further said.

Earlier, the government had announced that it would discuss the option of humanitarian aid to Batavia with the possibility of pledging up to €M2 million of immediate funds to humanitarian causes in the crisis shaken country.

As an independent imperial entity, the Oikawan Empire, and its endeavors as a surveying party are supported wholeheartedly by this Union of Životinje. However - make no mistake about it, cooperation with the Council of Nations is not an option for this sovereign nation currently, or at any time for that matter. Privately funded humanitarian aid, hopefully spearheaded by members of the Blue Cross Organization, can assuredly be expected from willing pocketbooks that exist regionally throughout the Union, when the option arises that paves a secure path directly to those in need.

The deployment of a carrier battle group to the region is far beyond what is needed for a 'surveillance and assessment' mission. Deploying such a force before the CoN Security Council even has a chance to discuss the matter make it appear the Oikawan Empire is contemplating carrying out the same 'unilateral actions' that it claims it wants to prevent others from doing.

The move by Oikawa is destabilizing to the current situation. There is no need for Oikawan warships to go to Batavie. They are not under the banner of the CN as the Security Council has not passed a resolution. This is simply the Oikawans making the situation worse and their ships should turn home.

Kihara: 'Carriers will stay on course'


Imperial Minister of War and Foreign Affairs Kihara Itsuki has rejected criticism by the international community against the Imperial surveillance and assessment mission in the Great Sea and once again stressed the Imperial commitment to the planned cause of action in regards to its military movements as well as commitment to a solution in the framework of the Council of Nations.

"Quite frankly, I am surprised by the amount of international disapproval of our observation mission in Batavie. There have been moves - clear moves - by regional actors in the area to threaten the sovereignty of Batavie, something which as of now is completely out of the question due to the lack of any sort of Council of Nations mandate for any actions in sovereign Batavian territory. The Empire will continue to monitor the situation in the area regardless of the calls of international scaremongers who fear that the Empire seeks to destabilize the situation. This is nonsense, as Imperial foreign policy in the past has shown again and again."

Kihara said that he had summoned the Batavian ambassador to explain the nature of the Oikawan deployment in the area. He also announced that he had been in close contact with Takamaya, the Imperial representative to the Council of Nations, and that they had agreed that a draft resolution would have to be provided to the Security Council by the end of the day if the Batavian situation was not to move ahead faster than the international community can in its current shape and form.

"There is need for action, for collective action. I believe that if all actors put aside their partisan interests, then a solution that will ensure continued stability, peace and most importantly self-governance in Batavie, something which is in the interest of all parties involved in this affair. The Empire will seek to work together with like-minded states to bring about a realistic and pragmatic, not a politicized solution to the problem. As in the past, we continue to be a pacifying and corrective influence in international politics", Takayama said shortly before flying back to Wiese to continue his work in the Security Council. Takayama had arrived earlier this morning in the capital to discuss the further proceeding with Kihara and other government officials.
