With CHANGE coming to our community at a steady pace, it is my hope to, for the first time, build a comprehensive rulebook of NSEurope, gathered in one thread and regularly updated. For the time being, this will primarily include new rules, though if time permits, standing unspoken agreements of the community should also find their place in here to truly build a comprehensive compendium on all the does and dont's of our game.

Technology

Nukes

Nuclear weapons do not, as of the moment, exist. Scientists consider the practicality of any such device to be highly doubtable, and concerns remain that such a weapon could set the atmosphere ablaze.

Gear and Technology

The upper limit for gear and technology is1955. Any more modern gear (for example, advanced espionage satellites) is unavailable to players. If in doubt, consultations on the availability of a technology will be held. We are hoping and expecting the playerbase to be reasonable in its approach to technology, and that each and every member ponders carefully before utilizing a technology, especially an advanced technology. We reserve the right to address perceived abuses and imbalances that might appear under this provision as they appear. Furthermore, there will be a pending review in 12 months if, and, if yes, how much the tech limit will be expanded upon.

Nations and Map

'Ethnic Clustering'

Players are expected, within reason, to ensure that the ethnic makeup of their nation coincides with the general trends amongst the community and the geographical boundaries laid out in the map.

Freedom of Expression

Players are free to roleplay a human society of an inclination to their liking and interest, as liberal or conservative as they desire.

Other

Time

The in-game year is always 60 years behind the RL date, so for example any roleplay played in 2012 is set in the year 1952 in the game.

Proposition 10

Players retain ultimate authority over their nation (except for administrative interference). Other players however are allowed to reference, influence and interact with other nations, for example through playing pressure groups or characters or mentioning architectural features. Coordination with other players on these issues is encouraged. The original creator has the right to veto any such involvement with his nation.

Optional Continuity

Players are encouraged and offered, but not forced, to continue their RP that existed previous to the implementation of Modern+ and assuming it to have happened in a respectively earlier year (e.g., a 2011 RP would have happened in 1951). Other approaches, such as 'retconning' a nation to its 1952 state as laid out previously in 2012, are also permitted.

The mod staff has decided that for now, the cutoff date for technology is 1955, meaning that newer technologies can under no circumstances be used for now. Until any such potential future approval of technology from a year later than 1955, 1955 remains our technological horizon.
