VESPER, 14 MARCH 1954
THE COMMISSIONER OF THE GRAND COVENANT OF CANTIGNIA
&
THE COMMISSION OF THE PEOPLES & PATRIOTS OF CANTIGNIA

Being firmly resolved to maintain Amity between Cantignia and all nations in all circumstances, we have agreed to confirm this resolve by means of a written Accord. Having deliberated the terms, exercising their duly elected powers, they have committed to the following provisions.

ARTICLE I

The Grand Covenant of Cantignia shall in no case resort to war or to any other use of force against its sovereign nations. Should any action of this kind referred in to the previous sentence be taken by a third party subsidiary of this nation, the Covenant shall not in any way support such action, thereafter pursuing them as bandits in violation of this Accord.

ARTICLE II

The Grand Covenant of Cantignia shall maintain the right belonging to all sovereign nations to defend itself and its subsidiaries from violent offense. Violent offense shall be defined as direct military, indirect clandestine, and verifiable third party action taken by another nation against these Friendly Confines.

ARTICLE III

The Grand Covenant of Cantignia shall recognize the highest safeguard of peace: communication, by establishing a neutral international territory regulated by witnesses to this Accord. Known formerly as the King's Palace & Royal Gardens (located in Downtown Vesper, the nation's capital), the Grand Covenant of Cantignia declares these grounds to be the "Peoples & Patriots Place for Peace", or the "Quad(s)".

The Republic of Asylan welcomes this peaceful act. It is good to see a fellow nation committed to the process of peace. During this time of uncertanty is is Asylan's stalwart belief that nations come together to discuss their problems instead of enforcing their will in the field of battle. We are pleased to witness and confirm this action. .

The High Kingdom of welcomes this Accord and recognises it as not only a pregressive and peaceful declaration to the world, but also a move of great character for the people & patriots of Cantignia. A move that took a good deal of Bravery, as the Covenant certainly feels cornered from all sides, as was the onus for their liasing with the RDTO.

Ivernia supports Cantignia in it's noble quest of peacefulness and responsible outlook, as it has clearly made the first great steps away from the path of the Wicked Danish Policy that has en-wrapped central Germania in political instability and economic stagnancy.

The High Kingdom of Ivernia not only hopes however, we Ivernish are committed to ensuring that Cantignia shall not waver from their chosen path of Good Christian Pacifism. We shall commit Cantignia to the scrutiny of character that any Good Christian Peoples should never feel wavered from and we have no doubt that the Covenant shall show itself to be a great stalwart of peace. We shall also ensure that for so long as Cantignia hold itseelf to this accord, the commonfolk of the Friendly Confines can sleep easy, as the High Kingdom shall ensure that Cantignia's hand is never forced to the sword, and it shall now have the regional safety, security and peace it so desperately desires. Not though a bloody pact of guns & sabres, but through both our Sovereign Nation's individual and independent, yet parallel and united commitment to that safety, to that security, and to that peace.
