Being firmly resolved to maintain Amity between Cantignia and all nations in all circumstances, we have agreed to confirm this resolve by means of a written Accord. Having deliberated the terms, exercising their duly elected powers, they have committed to the following provisions.
ARTICLE I
The Grand Covenant of Cantignia shall in no case resort to war or to any other use of force against its sovereign nations. Should any action of this kind referred in to the previous sentence be taken by a third party subsidiary of this nation, the Covenant shall not in any way support such action, thereafter pursuing them as bandits in violation of this Accord.
ARTICLE II
The Grand Covenant of Cantignia shall maintain the right belonging to all sovereign nations to defend itself and its subsidiaries from violent offense. Violent offense shall be defined as direct military, indirect clandestine, and verifiable third party action taken by another nation against these Friendly Confines.
ARTICLE III
The Grand Covenant of Cantignia shall recognize the highest safeguard of peace: communication, by establishing a neutral international territory regulated by witnesses to this Accord. Known formerly as the King's Palace & Royal Gardens (located in Downtown Vesper, the nation's capital), the Grand Covenant of Cantignia declares these grounds to be the "Peoples & Patriots Place for Peace", or the "Quad(s)".
