Pursuant of the Articles of Creation Act of 1911, the People's University of Solis is established and ordained as a free public institution of higher learning in the Capital City of Solis. The Elvira Sanchez Library & Research Center was established in 1940 as a honor to Chairman Elvira Sanchez (1931 - 1940) for her great work in renovating and expanding upon the services provided by the University. Today, the Library and Research Center stands as the largest collection of books in the United Communes and is free and accessible to the public. The Library coordinates grants for research conducted by the University as well as maintains a collection of a vast array of research done in all fields of academia.

Human Sexuality in the Aurarine State

An Introduction

The Revolutionary Struggle of the Aurarine against capitalism has from time to time raised the concept of sexual liberation. In 1913, Auraria’s first Chairman, Cayetano Terrazas, who now stands with a near godlike praise in the nation, spoke of sexual liberation as “what act so ever is done by thee in light and love is light and lovely.” At the original conception of what in the academic world is called Aurarine Thought or Free Think, calls for “better arrangements for the union of the sexes” have found a prominent place among the Aurarine political discussion.

Jaime Rivera was appointed as Commissar of Justice by Chairwoman Elvira Sanchez in 1933 and has served ever since. When asked why equality amongst the sexes and sexual liberty remained pivotal to the Aurarine discussion, he had this to say:

“Capitalism’s foundation is division, it seeks to create labels and identities in order to keep a population too distracted by arbitrary social constructs to be able to adequately resist the bourgeois. Identity politics are a symptom of the failed system, in Auraria we have no such patience. All arbitrary identities and their struggles are a part of a larger struggle between the proletariat and the bourgeois. Auraria has picked up the fight of the workers and that is what we seek to do.”

The Commissar spoke of seeking to resolve the issue. Many reports indicate a unique situation in Auraria that cannot be found in any of her neighbors and rarely across the planet. The origins of the current way of life is just as interesting as the way of life itself. Historians and researchers agree that Auraria’s relaxed social code is not a new concept but the dusting of an old. Experts disagree on the origins. If you ask someone in Auraria, they would reply it was the successful pursuit of true human liberation. If you ask a foreign expert, they say it results from the nation’s obsessive commitment to repressing religion.

One of the starkest and must public aspects of the unique Aurarine culture is the lack of any formal institution of marriage. Religious ceremonies exist, but they are not talked about. The notion of a church declaring an everlasting love that is sin to break is considered taboo in Auraria. The Government recognizes civil unions between peoples, and yes I say peoples. In Auraria any person or any amount of people may participate in a civil union. The culture surrounding a civil union is a people declaring to the State (which is the ultimate representation/guardian of the people) their love, and the State subsequently recognizing and protecting their love.

Civil unions in Auraria vary greatly. Man and woman; woman and woman; man and man; man, man, and woman; etc. the combinations continue. There are social taboos on age differences, but the only legal stipulation is an individual must be of the age 15 to enter a union. Annulling a civil union is a fairly easy task, usually just a bureaucratic process.Complications can arise when children are involved, but even then a quick resolution is not uncommon.

Sexuality is a very open and public affair. Our research finds that 50% of Aurarine people have had a sexual encounter by the time they are 15, 75% by their 18[SUP]th[/SUP] birthday. Our statistics, when compiled with other research done on the topic, would suggest that anywhere from 1 in 3 to 1 in 5 Aurarine citizens by age 20 have had a sexual encounter with a member of the same-sex. On top of it, there is no mention of terms for such behavior. Today, academics in the field use the terms heterosexual, bisexual, and homosexual. In Auraria, these terms are known of, but rarely used. Perhaps they are, as Commissar Rivera stated: products of a capitalist system.

As found in a previous report entitled, Report: Religious Rights in Auraria, which was published very recently, the attack on religion in Auraria has had a profound effect on the culture of the country. Sodomy, adultery, and heightened promiscuity are committed on a regular basis and not seen to have very much of a legal or cultural repercussion.
