The Ulkoministeriö in representation of the inhabitants of Pohjanmaa wish inform the Grand Duchy of Lars that it has entered into negotiation with the Kadikistani Union on the subject of Anti-State, or Post-Delegationist forces that are stationed in Lars. Negotiations have proven mostly successful; however, there remains certain impasses in regard to the existence of the 2,000 troops stationed from Beautancus. The Kadikistani Union will not hesitate to attack these 2,000 troops should the CONPROFOR expedition to Burgundy result in a war between the two sides. Due to the distrustful nature between Beautancus and Kadikistan, this leaves the defense of Lars in peril.
Additionally, Kadikistan wishes to make it clear that no more than 2,000 troops from the Anti-State will be allowed according to the negotiations between Pohjanmaa and Kadikistan. The Commonwealth will negotiate this point further with extra stipulation that allows for flexibility on both sides, but wishes to inform the Grand Duchy of its current negotiating status.
The Commonwealth of Pohjanmaa will not abandon its mutual defense treaty with the Grand Duchy of Lars. However there is a problem in the event of war with Beautancus. As such, the Commonwealth proposes several solutions.
Option 1. The requested of removal of the Beautancus base and all troops stationed there.
Option 2. Should your nation decide to maintain the forces from Beautancus, and should Kadikistan and Beautancus go to war, that in the defense of Lars it will be the Cussian military will be seen as aggressors regardless of whichever nation fires the first shot. Thus if Kadikistan and CONPROFOR desire to remove the Cussians from Lars, we (Lars and Pohjanmaa) will all align with CONPROFOR in removing the Cussians from Lars. The resolution of said war, would be the continued existence of the Grand Duchy with such a negotiated position.
Option 3. Should the preconditions of Option 2 occur, and we maintain the status quo we are left fighting both Kadikistan and Beautancus, and thus in peril of losing a two front war without any assurance of the Grand Duchy’s existence after the war.
It is the recommendation of my office, and President Lepomäki that either the first or second options are chosen. With the Grand Duchy accepting either Option 1 or Option 2, we can communicate such strategy in our negotiations with Kadikistan. The end result of said negotiations would be the acceptance of the Anti-State base by the Kadikistani Union, and the end of their pursuit to remove it.
