Honourable Ambassador,

The repugnance of the Imperial Government at the current state of affairs in Loago is most certainly not a secret. Despite decades of supposed progress towards equality and freedom, our Himyari brethren in Loago still find themselves shackled to Minority Rule by a colonial elite, this time justified not by the 'civilising mission' of colonialism but by the profit motive of 'private' companies which have essentially replaced what little formal government there is in Loago.

The Empire's commitment to ending colonialism in Himyar extends beyond mere words, as indicated by the Treaty of Zarakas, which, thanks to the bold initiative of Azraq, led to the end of centuries of colonial rule at the Horn of Himyar. It is our sincere hope that Loago, too, shall be freed from the shackles of the colonialists, though we sadly fear that the means to this end shall not be as peaceful. In any case, the Empire is prepared to support such efforts by any means necessary.

It is the sincere wish of the Empire that Pelasgia, Natal and Azraq cooperate to support the forces promoting Home Rule in Loago whether peaceful or otherwise, so as to force the necessary steps needed for Himyar to progress to prosperity and self-sufficiency, a natural prerequisite of both being independence from external parasitism and oppression. It is my distinct hope that your government shares this objective and the desire to cooperate to achieve this end, despite the many and considerable differences which lay between our countries.

I can assure you both the new administration in Jugol and indeed His Imperial Majesty find the state of affairs in Loago equally repugnant. The persistence of white minority rule in a Himyari nation into the present-day is an affront to the true sons and daughters of this continent. That this hideous regime is propped up by an unaccountable private company that seems more motivated by plunder and pillage than legitimate profit makes the situation even more offensive.

However, the Azraqi Empire is loathe to act in a way that create new dangers and troubles, which military intervention would ultimately do. The dictatorship in Loago may be a stain on Himyar but a protracted civil war that saw either the fracturing of Loago or even worse, a Communist outpost emerge, is in no-one's interests either.

We shall await input from our Natalian colleagues before commenting further.

The Natalian Federation is deeply involved in fighting for the liberation of the peoples of the world, not only in Himyari colonies, but in the whole of Europe. It is our duty as free people of Himyar to support the anti-imperialist liberation of our continent foremost and thus we cannot but observe that Loago is only one part of the problem. Sadly, out of the Himyari nations, only four can fully be described as being free; Port Stanley is under Gunnish administration, Loago is in a chaotic state, Cabaon is not only under Caledonian oppression, but has been rendered completely dependent on foreign aid, and on the western half of the continent, Urudoah and Tiburan speaking peoples are under the yoke of Celtic invaders.

We cannot and will not stand and see how a military regime is defending a corporatocracy espousing the most savage forms of capitalism and just stand by and watch as the main other option to it is just the Wala dominated League of Communists. The succeeding Wala governments, which have administered Loago since the country was awarded home rule in 1957, until the military coup that took place nearly a year ago has shown us that the Wala people have no love for their Fante compatriots and will not accept the Fante as equal citizens. As much as we see that the Fante want to keep Loago united, we see that with such racist elements like the LLC and the white minority government being so divisive, we cannot see the country holding together without those two elements being annihilated.

While we understand the need to show solidarity, if we all intervene, we will be no better than the Gallo-Germanians and their civilising missions. We will become colonisers too. We believe that victory is sweeter if it is achieved by the Loagans themselves and in the process they can build the nation they want and can be proud of. Hence, we will offer out political support to the Fante Tribal Union, as we see them as the only faction competent, un-corrupted and free, strong enough to prove that they are ready to build a new and Himyari Loago.

We will not support any form of Caledonian sponsored governments, even if they will be civilian, as we know that behind them are the dark colours of corporatocracy and savage exploitation.

Honourable Ambassador,

I would like to extend the thanks of the Imperial Government to the governments of both Natal and Azraq for their honest expression of their position on this matter, which we realise is a delicate and important one. The Pelasgian Empire will endeavour to support a peaceful regime change, while using diplomatic pressure and sanctions, which shall come rather soon and quite forcefully, to pressure the LLC-dominated regime into entering talks for a peaceful transition of power.

To this end we will continue to oppose any and all non-Himyari deployment of troops, for peacekeeping or other purposes, in Loago. As we value the reasonable concerns of our Azraqi partners, we will seek a peaceful solution and will avoid a military intervention to the degree that is possible given the current circumstances. Loago is of concern to all of Himyar, but it is also the back yard of Azraq, which we respect. It is indeed critical that the establishment of any radical or communistic regime in that country be avoided, for the good of us all.

The situation seems bound to escalate in the coming days, and we are therefore certain that keeping channels of cooperation on the matter between our countries is necessary.

Your Excellency,

As you will have no doubt seen, your unexpected, very public support of the rival Communist-led government in Loago did not sit well with many in Jugol.

Given Loago is a direct neighbour of the Azraqi Empire, some form of notice the Pelasgian Empire intended to openly support a regime we are known to consider rogue would have been expected. Your proclamation has shattered any illusion of pan-Himyari unity and signalled to extra-continental powers that Loago is ripe for the taking.

The longstanding view of Azraq had been there should be a national unity government in Loago that is free of foreign influence and formed of all parties, including the Loagan League of Communists and affiliated factions.

You also have to appreciate Azraq's special concern for our Muslim Fante brothers too.

May I suggest to avoid further conflict we agree a joint strategy going forward, which includes the Federation of Natal. Ultimately I feel our fundamental aims are similar.

Honourable Ambassador,

It is our sincere view that the recognition of an indigenous Himyari regime did anything but encourage extra-continental powers to involve themselves in Himyar. With all due respect, I would like to remind Your Excellency that Azraq is the only country in Himyar currently recognising the so-called "National Unity Government". The fact that the three major independent Himyari powers have three entirely different stances on which, if any, is the true government of Loago is contrary to any notion of Himyari unity; nevertheless, our common understanding that Loago is a nation and that it deserves independence is indeed indicative of some considerable degree of unity.

That being said, we continue to appreciate Azraq's special concern for the Fante, though we do have our own particular concern for the Wala majority, both due to a shared Christian faith and due to our Nationalistic belief in majority rule. We also appreciate Azraq's proximity to Loago, both historically and geographically, and have no wish to destabilise the Azraqi government at a time when our common foreign policy stands on such a delicate balance.

Indeed, our aims seem to be aligned: independence for Loago and peaceful negotiations between all three major factions to reach an understanding that could bring the conflict to an end. We would be more than open to cooperation with Azraq and Natal to reach an understanding that satisfies all of our countries' positions while ultimately serving the interests of the Loagans themselves.
