Honourable Ambassador,
The repugnance of the Imperial Government at the current state of affairs in Loago is most certainly not a secret. Despite decades of supposed progress towards equality and freedom, our Himyari brethren in Loago still find themselves shackled to Minority Rule by a colonial elite, this time justified not by the 'civilising mission' of colonialism but by the profit motive of 'private' companies which have essentially replaced what little formal government there is in Loago.
The Empire's commitment to ending colonialism in Himyar extends beyond mere words, as indicated by the Treaty of Zarakas, which, thanks to the bold initiative of Azraq, led to the end of centuries of colonial rule at the Horn of Himyar. It is our sincere hope that Loago, too, shall be freed from the shackles of the colonialists, though we sadly fear that the means to this end shall not be as peaceful. In any case, the Empire is prepared to support such efforts by any means necessary.
It is the sincere wish of the Empire that Pelasgia, Natal and Azraq cooperate to support the forces promoting Home Rule in Loago whether peaceful or otherwise, so as to force the necessary steps needed for Himyar to progress to prosperity and self-sufficiency, a natural prerequisite of both being independence from external parasitism and oppression. It is my distinct hope that your government shares this objective and the desire to cooperate to achieve this end, despite the many and considerable differences which lay between our countries.
