The Walled City of Xiwang, in international parlance, the walled city of hope, was once a commercial enclave of Radila from 1879 to 1979 located near the port of Uicheon, which the republic used as a warehouse for goods before selling them to the Tianlong Celestial Empire. The city's population exploded soon after the city's return to the newly formed Uicheon Metropolitan Administration. Although its name suggests the presence of walls, these were demolished at the beginning of the last century, to make way for Radilla's ever-increasing demand for warehouses. From 1959 to today, the city has been under the control of organized crime, such as local triads, and international criminal groups. The city due to its particular nature the city has high rates of prostitution, gambling and drug abuse. This is despite the fact that the city is provided with essential services by the city such as water and electricity, while within the city there are schools, unlicensed medical clinics, and other activities of dubious legality.

The city with its more than 500 buildings, has more than 40,000 thousand residents. The only "anarchist" city in the world, in the capital of the most populous country on the planet. The main prominent criminal organizations operating within the city are, The Red Dragons and The New Dawn Triad. Their power is comparable to that of international mafia organizations. They are believed to be key groups for importing illegal substances into the country, thanks to the walled city's proximity to the port.

The Red Dragons

The Red Dragons were initially a simple street gang like the others, but they were lucky to be in the right place at the right time during a power vacuum caused by the return of the walled city to the hands of the metropolitan administration. Even before the city authorities managed to prepare a police force capable of standing up to the gang, the latter had been able to adapt and transform its presence in the area. Moving from simple robberies and extortions, to the exploitation of prostitution and drug dealing with a network of producers and distributors entirely under their direct control. All this was thanks to a charismatic leader named Peng Meng, who saw the possibility of not being devoured by the changing world, but adopted himself to it.

New Dawn Triad

When we talk about an anarchist city we do so purely by referring to the power administered by recognized groups. This, however, does not take into account the New Dawn Triad, which in fact has controlled the city since time immemorial even before it was ceded to Radila. The Triad acts as a city manager and deals almost exclusively with gambling and forgery of documents, as drugs and prostitution are dirty affairs and without a code of honor. Sun Niu is a kind old lady who runs a restaurant on the lower floors of the city, where the sunlight is not known. Law enforcement believes the friendly old woman with the sweet smile is the leader of the New Dawn Triad.

The lowest levels of the walled city were called "The Romantic Gutter" since the most common language spoken there was Radilan. A vulgar language if there ever was one; it was the business language of the Camorra and their association of scoundrels. Without the institutional support of the Catholic Workers Movement, they relied on local triads to disburse their wears. Though, to be fair, this was hardly a one way street. This is something Hu Gabriela understood well; her main job was to ensure that the interests of her clan, and yes the broder Camorra system, were respected.

In the tiny, almost micro-sized, apartment she poured her counterpart a cup of tea.

"I promise, Madam Sun, it's nothing but green tea."

"I wouldn't suspect that your family would ever lower themselves to poisoning," she said, sipping out of the small cast-iron cup, "your uncle is too direct."

"We have concerns in the other hemisphere, that may distract him. But there is a concern that various factions here might be intruding on our interests."

Madam Sun allowed herself to smirk, "do you care to vocalize, explicitly, these concerns?"

"Our first instinct is to make friends, not rivals. We have always believed that conflict is so taxing, so unprofitable... why fight amongst ourselves when we can all grow rich... tell i draghi rosi, that we are open to discuss arrangements."

"Please call me Miss Sun. I have never been married, I have never had any luck finding anyone I have known how to love." The elderly lady replied as she sipped the tea with a certain delicacy from the small black terra cotta cup. "I appreciate you coming to me to ask for intercession for your organization. But you should know that the draghi rosi are not the only ones who pose a threat to your survival within this city"

"This tea is really delicious, I think i'll have some more" said the woman, getting up and heading towards the teapot, stopping shortly before on an old record player. "I've had this turntable with me for 40 years, it was a gift from one of the many lovers I never knew how to appreciate." she said as she placed the needle on the black vinyl.
