To whom it may concern,

The recent tensions between Crotobaltislavonia and Trivodnia are cause for concern. To lessen these tensions, I propose our countries, and Elben as an interested third party, enter into confidence building measures. Specifically, I propose our three countries, who encompass the Innensee, forge a pact to banish our military forces from that body of water, only allowing our law enforcement and humanitarian forces to operate. To this end, I propose a conference to be held in Trivodnia at a place close to the Innensee at the soonest possible time to come to mutual agreement on such pact.

My attaches, both men who are completely loyal and completely reliable, will return tomorrow. If you agree to my proposal, please pass whatever reply you wish to make to these men who will deliver your messages directly into my hands as soon as possible.

I cannot emphasize enough the confidential nature of this matter. Please share this correspondence only with your principals and do not respond through normal diplomatic channels. And I beg, no leaks to the press.

This drama between Crotobaltislavonia and Trivodnia is needless. Let this be a first step towards trust, peace, and prosperity in the Mid-West of Europe.

With Schlabrendorff out of the country, Friedrich was himself handling anything out of the ordinary that the state secretary couldn't see to on his own. The old man was having a late lunch when an adjutant came in and informed him an attache from Crotobaltislavonia was at the foreign ministry asking to see the absent count. "Bring the chap over." "By your command, sir." By the time the attache arrived, the king had finished lunch and was seated behind his formidable desk in his study. Our position regarding the demilitarisation of the "Innensee" is broadly the same as that concerning a potential extradition treaty with Crotobaltislavonia: we want to see firm positive action to repair the damage done by the needless border closure and the anti-Semitic undertones emanating from certain sections of the Crotobaltislavonian media.

The Free State is already limited by what naval assets it can have in the Inner Sea shared with Kadikistan as per the agreements in our peace treaty from 1921. While we have no intention of threatening either Elben or Crotobaltislavonia, we will not willingly give up elements of our national security without good reason.

Your message has been received and understood. Should you need to leave Crotobaltislavonia, we have an extraction team ready to deploy at a moment's notice.

We have also been working on contingency plans to remove Raoul Farrago. Given the secret treaty signed with Kadikistan, it is only a matter of time before Ivar starts to deploy military assets to Crotobaltislavonia. As outlined in our previous meeting, such an outcome is untenable not only to ourselves, but others in the region.

We need a realistic breakdown of what support exists in removing Farrago. If we have a genuine chance of success, then Trivodnia is willing to materially and financially support such a move, as will other regional partners.

Unfortunately, I have not been able to make contact with allies in Banja Luka. However, I predict that if Kadikistan deploys troops, CBS's police and soldiers will melt away and flock to my banner. I ask that Trivodnia publically announce I have escaped and am organizing a Home Army for the Salvation of Crotobaltislavonia so that my people know that I am alive and they have reason to hope.

We will feed the information of your mission out through the Free State Intelligence Bureau's network of sympathetic journalists that will hopefully rally more to your cause.

Strategically thinking, seizing Banja Luka and eliminating Farrago and his immediate entourage within a short time frame is the overriding priority. We need to know if this is possible before significant Kadikistani forces arrive.

As previously stated, we have enlisted the support of a Bergenheimer mercenary company to support our own special forces and covert operations in the fight to retake Banja Luka. For all intents and purposes they would be your men, bearing your uniform, but with a degree of operational flexibility, with the ability to act independently if needed.

The latest reports suggest Kadikistan has already managed to deploy a significant presence to Banja Luka. Our suggestion would be to focus what aerial and anti-aircraft assets you have on disrupting the flow of Kadikistan men and arms into Crotobaltislavonia.

If you could also make contact with your loyal men in Banja Luka and instigate a genuine uprising in the city, with a focus on seizing or destroying the main commercial and military airports, then our plans to eliminate Raoul Farrago and what is left of his regime becomes far easier.

We have made contact with a Geotrian armaments firm that could help supply the necessary equipment.

We have an armaments shipment arriving for your forces for which we can use to to cause ongoing trouble for the Kadikistanis and their lackeys in Banja Luka.

We also understand Yiddish elements in Crotobaltislavonia are preparing their own resistance that we would be more than willing to support.

At 0100 on the 30th of December 2017, forces of the Kadikistani Revolutionary Army and the Revolutionary Air Force will be operational in accordance and cooperation with Slavonian government forces at the Trivodnian border. We guarantee that there will be no violation of the Trivodnian sovereignty and that we are conducting military operations at the request of the legitimate government of the Free Canton of Crotobaltislavonia against an illegal armed force.

Are determined and we will not let the proud nation of Crotobaltislavonia fall in the hands of our enemies. In a show of magnanimity the Kadikistani Union will offer the involved parties the following terms to prevent further bloodshed.
- General Aleksandr Radek and 259 of his officers and close associates are to be delivered to the Slavonian authorities at once.
- The mutinous forces of General Radek must disarm and will be given a one-time chance for full amnesty, potentially misled by foreign powers
- Kadikistani military personnel will remain present in Crotobaltislavonia for the duration of no less than one year, in order to ensure stabilization and the full restoration of legitimate rule
