Your Highness,

I write to you as your country has become the subject of a silent war against its sovereignty by the henchmen of Ilchester's New Oceanic Order. Either due to chivalric constrain and worry for the security of the people of Butuan or due to a recommendable commitment to an amicable solution to the current situation through an approach of peace - I assume both -, your government has thus far not acted against Canny troops intruding upon your national soil, undermining the authority of your government at this very moment.

Here in Nokanawa we have taken note with concern of the latest developments in your country and wonder about their consequences for both the people of Butuan and Touyou at large. As more Cantignian troops are on their way to your realm, I wonder: Are the intentions of the Oceanists peaceful? Do they serve the national interests of Butuan?

On behalf of my government, I am willing to offer His Highness the solidarity and clout of the Constitutional State - I offer the creation of real brotherhood and understanding in Touyou as opposed to the coercive consent of Vesper. I hope that we can enter into negotiations to bring about a treaty where our nations affirm their mutual respect for the national sovereignty of the other party and their determination to address issues of mutual regional concern in a manner of amicable cooperation. I also wish to extend Touzen's Iron Offer to Butuan: the promise that a violation of the Rajahnate's borders would result in the Constitutional State rallying to commit to the defense of the Butuan people, signed in the treaty that I have offered to bring about above.

The Constitutional State values freedom, peace and security in Touyou, but insists that these rights must be enjoyed by all of the many peoples under the Eastern Sun and cannot be taken by one party at the disadvantage of other parties.

Your Excellency,

I am much impressed with your insight concerning the unwanted presence of Cantigny troops upon the sacred soil of Butuan and why I have publically done nothing to prevent it or to address the issue. As you have guessed, my reasons, as my people are aware of, is to prevent unnecessary spilling of blood, especially Butuanese blood, and that I have been cautious in the hope the Cannie will see the frutility of it all. I do not wish to make Butuan a battle ground in which no matter who wins Butuan will still be the loser.

The proposal you do make is one that Butuan does have with the Kingdom of Anglyn, and this is another reason I have been cautious, if I choose to fight, a war will certainly spead across Oceania, as the Cannie will see it as an opertunity to realize their dream and turn the Implarian red. This I cannot allow if there is a chance to prevent it with the sovereignty of Butuan still in tact in the end. I have no doubt Anglyn would come to the aid of Butuan, but the hatred between the Anglysh and the Engellex/Cantigny I fear will be the driving factor in any war that erupts.

I cannot in good conscience turn my back on the agreements I and my predecessors have made with the Anglysh, but, if the Lord Protector were to at least agree to a united front with the Anglysh Crown, it may cause the Cannie to reconsider their present course of action, not only in Butuan, but across Oceania.

Your Highness,

the Constitutional State is aware of the deep bounds of friendship that exist between the Anglysh Crown and the people of Butuan, and it has no intentions of urging a severance of these ties. The proposals I have made were made as an offer to expand the network of bilateral agreements on cooperation in Touyou, not to replace existing guarantees of stability. If however the establishment of new treaties would be diplomatically uncomfortable for His Highness, then I will of course not protest and respect this decision.

I share a great interest in cooperation with the Anglysh court, an interest that is unfortunately, at least in my impression, rarely reciprocated. Unresolved issues of disagreement over the future government in the Aresurai Republic and what I feel are misplaced suspicions about the motives of Touzen on part of the Anglysh government are bound to hinder fast progress in terms of finding an united Angylsh-Touzen position in Touyou. Of course, I could potentially see His Highness acting as a mediator concerning this issue, should he be interested in filling such a position. The door to diplomatic change always remains open in Touzen, and an united front for peace in Touyou maintains a priority of my government.

Your Highness,

the Constitutional State will closely monitor the further developments in Butuan and will continue to stay in regular consultation with your government. The Constitutional State's government is also willing to assist in bringing about a peaceful resolution to the Cantigny issue through diplomatic channels, should such help be needed and requested by the authorities of Butuan.

Your Excellency,

With the memory of Cantigny forces occupying Butuanese so fresh in our mind, my Chief Minister has been in contact with the Anglysh Foreign Secretary and he has agreed to a meeting to discuss the future security of the Implarian. As you have shown that you are more interested in peace and proserity in the region rather than the expansion of Cantigny influence, an influence that in light of the Cannie invasion of Butuan show, threatens the sovereignty of the all within the Implarian. I therefore implore Your Excellency to send a representative to Butuan City and sit with representives of Butuan and Anglyn and hopefully others such as Khalistan, Suionia, Barbossa and Nicosia, all who have vested interests in the South Implarian.
