[STATUS: ABOVE TOP-SECRET]
The Commonwealth has received the intended effect of indirect communication from the Imperial and Royal Government of Franken, and is hereby actively committed to dispelling the current misunderstanding which threatens to destroy well-mannered and christian relations between the Frankish monarchy and the Commonwealth of Cantigny.

The Commonwealth is consciously aware of instances of violent protest and rebellion induced by Cantigian support, which is exclusive to words, or void of financial and physical support. That is to note that Commonwealth forces nor capital have made an attempt to alter the political or security conditions created in Tangaloa or Bombaim by Anglysh rule. Cantigny has also repeatedly given during the time of this crisis in numerous statements a peaceful option, a promise to feign away from further verbal escalation should Anglyn commit to real dialogue with the Tangaloan peoples, regarding their self-determination.

The Commonwealth cannot be made responsible for a war spanning Europe, even in competition in favour of democracy in Tangaloa, when the mortal lives of millions are at stake. This Nation is therefore painfully surprised by the suggestion made by Frankish citizens and officials that a projection of Imperial Forces in Oceania is not only possible, but wildly popular.

The Commonwealth condemns every contemporary notion of war with our christian friends Franken, Anglyn, and the European Defence Federation. The entirety of such manifestations of violent action with the aim of hoisting any other flag in Oceania that is not already flown, or exchanging certain territories from the Anglysh monarchy, is regrettably misrepresents Cantigny's charitable vision of True Peace for Oceania.

The Commonwealth therefore privately commits to proceeding in this manner, marching carefully forward to a peaceful resolution, in close dialogue exclusively with our christian friends in Franken. Deviation from this extension of good faith from either party, by permitting third party manipulation, would be an irreversible breach of trust and refusal of lasting peace in our time. We fundamentally believe in discretion and intimate trust, and therein declare our commitment to such fundamental values.

Forward Cantigny!

While His Majesty's Government appreciates the diplomatic initiative by Cantigny's government, we believe that your leadership's words and behaviour have caused plenty of damage and irritation. It's not so much the domestic peace of Tangola or Bombaim which you have disturbed but the potential for prosperous relations between Franken, her allies and your fine country.

We do believe you have the best intentions, but there's the time-honoured Germanic saying that the road to hell is paved with good intentions. The conditio sine qua non for any talks is a public and definite condemnation of the initiatives which dangerously meddle with the sacred idea of prosperity stability and national sovereignty. Ideally your announcement will be accompanied by Engellex reducing its subtly agressive and demeaning tone towards Franken's allies.

Apart from those issues His Majesty's Government wholeheartedly agrees with the good Christian regime of Cantigny. We will treat this conversation appropriately confidential, as you kindly requested.

Sincerely,

Peter Comes

That is to note that Commonwealth forces nor capital have made an attempt to alter the political or security conditions created in Tangaloa or Bombaim by Anglysh rule. Cantigny has also repeatedly given during the time of this crisis in numerous statements a peaceful option, a promise to feign away from further verbal escalation should Anglyn commit to real dialogue with the Tangaloan peoples, regarding their self-determination.

The Commonwealth honours the notion of dying, and going to heaven upon a road paved by bad intentions, the dangers of going to hell on a road paved by good intentions, though would rather choose avenues of survival that might facilitate our thousand year Commonwealth. We therefore recognize the merit in feigning away from further verbal escalation, as evidenced by no recent public condemnation of public officials in Tangaloa or Angnlyn, and hereby pledge to inflame the situation no further with abrasive words from members of this Government.

The Commonwealth presumes not to possess the want nor ability to redirect Great Engellex's tones in any direction, but will none the less advocate the True Peace in all corners, non-exclusive to Oceania. Engellex & Franken are of a small party of nations, of which Cantigny does not consider itself party to, who publicly endorse intervention by military forces. The actual purpose of these talks is to effectively remove any need for intervention (be they verbal, financial, or physical) by any faction foreign to Tangaloa, who has been made the spectacle of Europe by words from this administration: declaring the de-facto start of the Tangaloan Revolution for self-determination.

The Commonwealth is prepared to, as a State, ignore the exclusive reporting of Cannie cadavers; victims of beating and rape by the hands of Anglysh Empire, should our ignorance to atrocity as a Commonwealth lead to the True Peace in Oceania that we strive for so diligently. This is to say: an agreement reached with Franken would categorically cease the meddling of this State, Cantigny, in affairs concerning Tangaloa & Bombaim. The terms for this blissful ignorance are singular to term: Anglyn must announce and make an effort to follow a timeline towards contemporary democracy in Tangaloa.

Forward Cantigny!

From a neutral observer's point of view the degree of democracy and popular participation in the Anglynian realms can be very well compared to the Franconian level of democratic governance. What's more, from our very subjective point of view it's up to the people to voice their concerns. It's not the job of self-appointed guardians or concerned "stake-holders." In the eyes of His Majesty's Government the bigger picture of the state of popular participation in the Anglyn Commonwealth is sufficient and satisfactory. It would be arrogant and dangerous for our own reputation trying to enforce something from the outside.

His Majesty's Government will absolutely see to it that the Kingdom of Franken's closest and oldest western partner power can go about its business in a free and sovereign manner.

Sincerely,

Peter Comes

The Commonwealth respectfully corrects our christian friends from Franken, that is by no means a neutral observer's viewpoint, rather a pointed position directed against Cantigny. While all of us are guilty of this trespass at some point in our careers of representing millions, it is arrogant and dangerous to claim that any position your Government takes is the neutral or moderate view. If the Kingdom of Franken is willing to enforce the peace by way of blank check support to Anglysh military maneuvers, then we seriously scrutinize our choice to exclusively consult Franken as leading power of the European Defence Federation.

The Commonwealth wishes only to achieve a state of mutual respect between the Nations' of Butuan, Cantigny, and Tangaloa of Oceania -- with or without the presence of Anglyn. Tangaloa is not a safe place for Butuanese, Tangaloa is not a safe place for Cannies, and Tangaloa is not a safe place for Tangaloans. Oceania can only achieve the True Peace when Anglyn begins to recognize the Nations' of Oceania; Franken cannot be neutral, nor a just power, if its mantra is to sponsor Anglysh ignorance to its subsidiary Tangaloa, and Tangaloa from its concerned neighbors.

The Commonwealth submits that the Kingdom of Franken never had moderate or neutral interests in mind. It has lost its way to the influences of the Anglysh Crown, Franken would spend billions and waste the lives of thousands to serve the interests of Anglyn. Surely this is not the true face of Franken, vassal to a place faraway, bound to fight even farther away against your friends in Cantigny.

The Kingdom of Franken finds the choice of words quite curious, especially in the aftermath of the murder of eight Anglynian nationals. As long as Cantigny does not cease to provide unsolicited advice, support dangerous elements that plot to disrupt the national stability and compromise the sovereignty of other states there is nothing more to add from our point of view.

His Majesty's Government will offer the government of Anglyn the well-considered counsel of an old friend on how to resolve the mess Cantigny caused for the good of Anglyn and the law-abiding people of its overseas territories. If they ask us to provide more solid methods of support, who would we be to deny the request of a friend?

Sincerely,

Peter Comes

The Commonwealth challenges Herr Minister to find the bodies of these fictional Anglyian Nationals, to capture executioners who never were, and to punish Cantigny for an order that was never given. For when the Kingdom of Franken ceases to shift like a specter in a pool of lies, the Commonwealth of Cantigny will begin recognizing the Federation of European Defence's intentions as something separate from a queer Anglyian conspiracy.

Forward Cantigny!
