In concurrence with the concerns in the Padanian media over the growing rapprochement between the European Defense Federation and the RDTO through the Vangalan government, the Confederal government has taken the decision to approach Lucca under the strictest confidence.

Though in the current European environment the RDTO is undoubtedly unable to spread its sphere of influence, and the shared hegemony between the EDF and Greater Oikawa is unlikely to allow such a change to occur on a broader scale, we should not discount the likelihood that the cooperation between the EDF and the RDTO would encourage the latter to attempt to exert its influence in areas not considered to be of interest neither for the EDF or the Oikawans.

Keeping in mind the track record of the RDTO in general and Vangala in particular in attempting to employ means of subterfuge against sovereign states, such as in the case of our ongoing issues with the Northern Movement of the Red Star, we therefore propose a form of intelligence-sharing to take place between relevant parties in Lucca and Southport-on-Sea on Vangalan and EDF intelligence and diplomacy operations within our relative spheres of operation and influence.

Should need or opportunity present itself, the Confederal Republics of the North are also open to further suggestions.

It is true that my government has recognized a thread in EDF manouevers in both the East and West, and a concern is growing amongst senior leaders about a worrying change in politics. While Franken panders to Oikawa in the Council of Nations, it pursues volatile and unstable allies in the Oikawan sphere of influence. Additionally, it continues to deploy forces within the theatre of conflict between Belmont and Coronado, despite both parties mutually agreeing to a ceasefire. Despite a lack of talks, neither party has continued combat operations; forcing us to question EDF motives.

With Oikawan forces involved in extensive operations throughout Jizhou, as well as Ratomkira; it appears that Franken is attempting to manipulate the geopolitical situation and tip the scales against Oikawa, damaging the status quo and risking further conflict.

Despite this, we also recognize that tacit recognition on behalf of Franken and its allies may very well permit Vangalan revolutionaries to extend their seditious influences outside of Toyou and Serindia, and potentially into stable states such as Padania and the Confederal Republics of the North. Given these developments, Lucca has reciprocated Southport-on-Sea's desire to develop an ongoing exchange of intelligence in relation to the activities of RDTO in relation to the West. The view of the Padanian government in considering that the European Defense Federation is using Vangala to reduce the hegemony enjoyed by the Oikawan Empire in Toyou appears to be a correct one, but at the same time there is the inadverdent effect of encouraging the Vangalan government to greater regional action in pursuit of its and the RDTO's objectives. Either the EDF has not considered this or it chooses not to care.

We thank the Padanian government for its recognition of our joint objectives in intelligence-gathering cooperation in regards to the RDTO's activities in our continent.
