Preamble
Understanding, that the nations of Csengia and Pojazerna, transformed into Tarusan aligned politices in the aftermath of the Pannonian crisis, are not embroiled in the Tarusan dynastic struggle and represent the bases of the Konstantinist forces against the Kremlyov based Ivanist forces, the fear that the war can spill over the neighbouring countries is extremely real and based on reasonable concerns.
Recognising that there is a strong rivalry between Tarusa and CETO, and that Tarusa for a long time, even during the reign of the previous Tsar has started a program of military development which eclipsed the aquisition spending of literally any other nation of the world, shows that the Tsardom was very much preparing for a military confrontation against CETO and was also actively engaged in expanding its sphere of influence, to truly become a hegemon of the world, in complete opposition and respect to the EF led status quo based on the rule of law and respectful international relations.
Further recognising that the Tsardom has had hostile relations with other countries too, not only CETO, and has actively worked to disband Pannonia, to replaced a democratic federation with two absolute monarchies, it actively sought to disband the Scanlaw, first by attacking politically and diplomatically the defence capabilities of Thuringau and Lethonia and afterwards siding with Gutarike, a rogue nation which is actively violating the rules of the sea, by engaging in piracy, going as far as to sink a Hanseatic pirate hunting vessel.
THE NATIONS OF EUROPE, assembled in a Forum through their duly empowered Delegates, do hereby propose the following:

- To avoid the spill over of violence to neighbouring countries, the EF mandates the deployment of the White Helms in the following territories:
- Ebrian-Csengian border;
- Rheinbund-Csengian border;
- The duty of the White Helms will be to aid and enhance border protection for Ebria, Hansa and Rheinbund, so as to aid them in refugee management and aid locals in avoiding a humanitarian catastrophe;
- The presence of the White Helms is set to also discourage the escalation of violence as it shows that the nations protected by them, namely Ebria and/or Rheinbund, are under the umbrella of the rule of law of the European Forum;
Conclusion
The White Helms have been as always the most potent institution of the European Forum, and thus their presence is a clear symbol of the EF still existing and still working hardly to keep the peace and stability around the globe in the face of chauvinist and irredentist ambitions. Should this deployment of the White Helms be successful, we will further propose their deployment in the Hanseatic Republics and even Ostmark, to ensure that the nations of Germania have this layer of protection too in the face of escalating political and military violence.
