Sir;

Given the ongoing conflict in Gallia and the involvement of both our governments to some degree in this conflict, I felt it wise to contact you and offer the opportunity for quiet contact between our governments on this matter. I appreciate that our two countries have significantly different interests in this conflict - yours being much more immediate and concerned with Lorraine, ours being focused around our trade. But I believe we both have a deep interest in this war ending as soon as possible, with as little change as possible.

Teloran industry has also been lobbying for easier access to the EDF's markets, as well as better political ties. I would hope that our initial contacts will be followed up by future contacts aimed at constructing wider treaties.

Sir,

His Majesty's Government agrees to Telora's assessment of the current situation. Indeed, we have similar but not the same interests for ending this very unfortunate war. Whilst Franken's leitmotif are the alliance obligations towards Lorraine, we certaily do have economic interests, too. A war near the commercial core of Galia-Germania's can but become a very expensive nightmare.

Some may suggest the Kingdom of Franken and her partners act upon feeling of revenge towards Belmont and plot its downfall. This, my dear colleague, is not true. We prefer the honourable means of diplomacy and an occasional show of force to get our message across. Therefore, I can assure you of Franken's support for a solution which re-creates the status quo ante bellum under the condition that the EDF operations to protect their interests are not mentioned in any manner in any truce document. Our interest does not stretch beyond Lorraine's borders.

Telora's outspoken neutrality will make it an excellent mediating partner for both parties.

A fruitful cooperation on this matter may pave the way for a profitable relationship between the EDF states and Telora. For what it's worth, it should be noted that it legally depends on the decision of any single member-state.

We view with suspicion claims that either yourself or the EDF are seeking to effect regime change in Belmont, or indeed harbour dark ambitions towards that state. Our lack of public commentary on this rhetoric is not an acquiescence to that point of view, rather a facet of our committed neutral stance.

If we are able to gain agreement from Belmont and Coronado to talks to end the conflict, we will work to keep the EDF as far away from the final document as possible. Such an expansion would unnecessarily conflate additional issues into the mix, in any case; though we are of course sensitive to the interests of yourself and other EDF members in this matter.

After discussions with the President and the rest of Cabinet, I have been asked to extend the formal offer of a visit by myself to the Kingdom, to present a united face in support of talks to solve this crisis. Immediately prior to this, it is planned that I will visit a Northern Council member to demonstrate support for their proposed talks. Though my primary focus will be the peace talks, I do not see any reason why we cannot discuss other mutual issues on the side.

Thank you for taking our concerns into account. In regards of the offer I'm delighted to accept it on behalf of His Majesty's Government. To facilitate achieving your objectives as a potential neutral objective, the presence of senior representatives of the other EDF governments will be arranged. If so desired and practical, you will may engage in talks on economic cooperation with them, too.

In the course of spring Telora may see a return state visit by His Royal Highness Prince Regent Jakob to demonstrate our country's honest and honourable intentions.
