Oil price rise to hit company profits and consumer spending

Oil prices have risen again after the Kaiserliche Erdölfirma (KEF) announced it was not going to subsidise its oil export prices. The decision, whilst understandable as per market logics, did not help to calm investors and consumers alike. The Cornavian assurance to the Free State of continued stable oil supplies has, however, prevented any panic. The price of fuel in Wendmark for the time being remains stable, but it is not excluded that it will rise slightly in the near future to offset the import costs as the imported oil is refined into fuel.

The increased oil prices are tied to the continuing crisis in the Jurzan and the Talemantine embargo against the Kingdom of Belmont. Whilst Wendmark does not import oil from the Jurzan, a share of the black gold imported through the KEF originates in Talemantros, with the Free State becoming indirectly concerned by the developments in Himyar. For the time being, however, the government has taken a passive approach to matters, a position that is beginning to be criticised by some political and economic analysts who call for a more proactive approach to defend Wendmark's energy interests in the area.

Army told to watch its appetites

The Defence Committee of the Staatstag has told the Divisionär Alfred Hegli, head of the Department of Defence and Civil Protection's Office of Procurement, that the Army needed to watch its appetites over future procurement programs. The Staatstag has recently approved budget funds for the Spz 2010 program, which is seeking to upgrade the Permanent Readiness Brigades of the Land Forces with new and heavier infantry fighting vehicles (the Wieser Puma being currently tested as part of the program).

Last year the parliament approved funds to initiate the program that would seek to upgrade the Wendmarker Air Force with new jet fighters and bombers, the current park consisting mainly of Eurofighter Tornados. The VRL's Eurofighter Typhoon and Beaufort's Be.231 Rafale are considered as likely candidates. The government is currently in negotiations over the modalities of procuring trial and test batches.

Other procurement programs are ongoing or pending parliamentary approval. Recently, Wendmarker military observers have returned from the latest wargames in Wiese, having seen the new light tank on the base of the older Kürassier in work. Some members of the Staatstag are already saying that the Army should moderate its appetites. The military, however, retorts that defence spending is going up in Europe as a whole, with Kelas only recently increasing her own defence budget. Wendmark needed to walk in pace with the time for fear of being left behind without an adequate military force to defend her sovereignty.

Rhine States, Wendmark Discuss Economic Integration

Delegations from the Free State of Wendmark and the three Rhine states that are the Wieser Empire, the Kingdom of Danmark and the Kingdom of Eiffelland are meeting in the city of Pressburg, capital of the Archduchy of Saxony, to discuss increased economic cooperation and integration stemming from the busy circulation of river shipping upon the Rhine. The preliminary talks began during the summer already and the delegations are expected to work out the final details during the current session at Pressburg.

Wiese, Danmark and Eiffelland were the original initiators of the process. The Free State of Wendmark joined the negotiation process at a somewhat later date in the middle of the summer upon invitation from the three states. Wendmark and Wiese form the Central Germanian Free Trade Area, having abolished customs duties on their mutual products in the seventies already. Additionally, Danmark and Wendmark share a land border with a major land transportation route that includes a network of highway and railway tunnels through the Wendmarker Alps. Additional incentive to trade could create further impetus for the development of the transalpine transportation networks. Needless to say, landlocked Wendmark is also keen on securing trade access to the world's seas and in eliminating the customs and trade barriers between the Alpine country and international shipping lanes.



First traffic accident involving EDF troops

The incident happened at the exit from the Flühli military base where the EDF column spent the night. At 5 am in the morning, the EDF column, under escort from the Wendmarker Military Police, set out from the base in thick fog and poor visibility. The particular road, one of those leading in and out of the base, is elevated at a meter above ground. At the time of the accident, a column of Wendmarker military vehicles was heading into the base, transporting a company of recruits back from night exercises.

An armoured personnel carrier in the EDF column steered off the road and hit nearby trees, one of which collapsed on the vehicle. The driver and the commander of the vehicle were only slightly injured. They were inspected by medical staff and their bruises treated. There were no other occupants in the vehicle.

The EDF column had to return to base pending the investigation by the Military Police and the recovery of the vehicle by Wendmarker mechanics. Following interrogations of witnesses, Military Police concluded to the fault of a Wendmarker driver in the column heading into the base. The Wendmarker soldier steered his vehicle too far towards the middle of the road, which forced the EDF vehicle to steer off to avoid collision. In thick fog and not knowing the area, the EDF driver forgot that the road was elevated.

The EDF column resumed its journey in the afternoon, apparently late on schedule. The Wendmarker soldier at fault was subjected to disciplinary imprisonment of ten days. This was the first traffic accident involving EDF troops since the Wendmark-EDF Military Transit Agreement came into force.

League Treaty to go to referendum

The Treaty establishing the Germanian League, signed in Pressburg by plenipotentiary representatives from Wendmark, Wiese, Danmark and Eiffelland, is to go through the ratification process in the signatory states. In Wendmark, this shall mean that the people shall be called to the ballot box to approve or reject the referendum in a treaty. The constitution does not specifically foresee a referendum for a treaty that involves economic matters, but the League treaty has a clear integrationist character. It was thus deemed necessary to let the People decide.

It could not have been otherwise for the Saxon People's Party, the leading political force in Wendmark to oppose the projected entry of Wendmark into the League. The Party threatened that if the ratification went to the Staatstag to launch an initiative against the Treaty and, thus, bring it to the ballot box in any turn of events.

The Pressburg Declaration of the attending parties is of particular concern to the rightist agrarians: the parties agreed that the League treaty was the first step in a long process of continued economic integration of the participating countries with the long term aim of creating a space of free movement for goods, services, capital and persons, a space of security and increased cooperation. Whilst the declaration has no legal value and is not a treaty, it helps in understanding the Treaty modalities.

As per the current arrangements, agreed upon by the parties in a separate protocol annexed to the Treaty, the seat of the institutions shall be located in Elbebruck. The Wendmarker Elbebruck shall host the bulk of the institutions, whilst the Wieser Elbebruck shall play host to the Court of Economic Settlements created by the Treaty.

Tyskreich declares economic war?

The Republic of Tyskreich has declared an economic war upon the member states of the Germanian League, with the Tyskreicher propaganda machine already qualifying the organisation of an "ill-fated failure". The statement is based around a complete and full misunderstanding of the mechanisms and functions of the League arrangements. As per the standing Treaty, the LFS as a whole and any LFS member state is not covered by the provisions of the League.

Goods, products and citizens of other LFS states enjoy absolutely no benefits under the Treaty and the mechanisms, institutions and agencies provided for by the Treaty shall ensure this. The League is not a single customs tariff space, it is not a single customs union. Neither do any of the LFS or EDF establish a single customs union between Member States. These are first and foremost instruments of collective defence, not of economic integration.

Not only is the Certification Agency established as an independent mechanism to ensure the establishment of the free trade area, but the Treaty also establishes a competent Court to deal with illegal and dubious situations pertaining to the application and implementation of the Treaty and the legal instruments derived from it. The infiltration of Germanian League institutions by either of the LFS or EDF intelligence services would quite obviously be seen as a violation of international and national law and deemed acts of extreme aggressiveness. There is, after all, a reason why the institutions are housed in neutral Wiese and Wendmark.

According to the "Wirtschaftblatt- und Rundschau", the Republic of Tyskreich has declared economic war upon the Germanian League member states with the stated intention of isolating more than two hundred million people from the world markets. Unacceptable if true, states the Foreign Affairs Department. The Tyskreicher ambassador to Einsiedeln has already been summoned to offer explanations of his government's position on the issue and the recent statements by the Chancellor Rilke-Schrödinger and reports by the Tyskreicher media of an increase in trade tariffs for products originating in the member states of the Germanian League.

Many in Wendmark's political establishment already regret the Tyskreicher position on the matter as critically detrimental to the ties between the two republics.

Referendum Ratifies the Pressburg Treaty

The Treaty establishing the Germanian League was approved by the Wendmarker People by 58% to 42%, which testifies of the strong support the of the population to the Treaty. Some commentators feared the result would be far closer, with the "JA" camp winning, but few expected the difference to be as important as 16 points.

The trends could be seen by Government Districts. The population of the Greater Wallis and of the Lesser Wallis voted overwhelmingly in support of the Treaty. In the Jura, only the Fricktal voted overwhelmingly against, with both Westgau and Jura district supporting the Treaty. In the Alps, the Oberland and the Ausserrhoden voted in favour of the treaty, whilst the other Alpine Government Districts voted in majority against the Treaty.

The Landamann has immediately signed into law the Act of Ratification.

Frescanian Blockade Condemned

The Frescanian ambassador to Einsiedeln was summonned to the Department of Foreign Affairs to explain the Republic's blockading actions in the waters south of Gallia. The Free State's Foreign Minister Ferdinand Niederhausen has already slammed the blockade as an "unacceptable breach of the freedom of international maritime trade". Being a landlocked country, Wendmark still maintains a small high seas merchant fleet that flies the Free State's flag. In order to avoid any unnecessary loss of life or escalation of tensions, vessels flying the Wendmarker flag have already been ordered to comply with Frescanian demands and orders. However, the Government maintains that the blockade is an act of "international bullying of untold proportions".

The problem resides further in the fact that most of the goods that are ferried to Wendmark over the seas are done so by merchant fleets of third states and mainly through the ports of Franken, Eiffelland and Danmark. Frescanian operations might thus hinder the timely delivery of goods destined for Wendmark, but ferried by vessels registered in third parties. According to the Department of Foreign Affairs, should Wendmarker businesses suffer losses due to delays in deliveries caused by the Frescanian blockade, the Republic of Frescania would be directly responsible for the losses incurred.

The Free State has called upon the Frescanian Republic to cease its blockading activities and allow international maritime trade to continue to flow unhindered.

As per the established maritime laws, the sovereign territorial waters of a nation extend at most twelve nautical miles from the country's shores. The exclusive economic zone does not give a nation the right to stop commercial vessels in transit, but only gives it the power to regulate the extraction of ressources from the oceanic soil and to regulate fishing activities.



Free State to Monitor Batavio-Vistrasian Military Accords Closely

The news about the potential military alliance between Batavia and Vistrasia has sparked Einsiedeln's curiosity. According to the Department of Foreign Affairs, the Free State is of course concerned by the changes in geostrategic conditions on its borders and shall monitor the developments closely. This said, the Free State does not consider any military alliance between Batavia and Vistrasia as a threat to the Free State's independence and territorial integrity.

The Department of Defence and Civil Protection has assured the public that in any event the Jura is well defended against any outside threat. Defensive plans shall be modified as required as per the information and intelligence available.

We wish to assure our friends in Wendmark that should any official bilateral military co-operation between Batavia and Vistrasia obtain legal form, it would never be in a position to threaten the State of Wendmark. We see Wendmark as a like-minded, democratic country. The co-operation proposed between Vlaanderen and Threveburg is mostly to increase cost and operations efficiency and protect from threats somewhat farther off. Military attachés from Wendmark will, naturally, be invited to observe our bilateral agreements and communications will remain strong and frequent.

"Wendmark Without the Council of Nations" Welcomes Resolution 20

The "Wendmark Without the Council of Nations" political association has welcomed the new Resolution 20 of the Council of Nations which proposes to give formal CoN membership to Oikawan dependencies and to split the Wieser Empire into component statelets. The association has indeed deemed that the Resolution is the final nail in the coffin of the long dead organisation that is the Council of Nations and that any attempt to bring the Free State into the organisation in any time in the future would be highly unrealistic.

"The sheer stupidity and idiocy of the resolution simply shows that Franken and Oikawa have lost all self-control and no longer even attempt to create a semblance of international respectability and responsibility," said Wolfgang Barbey, the association's spokesperson. "It is important to note that this sorry excuse for a Resolution comes right after Oikawa vetoed en masse numerous applications. The Council of Nations is a toy in the hands of the Great Powers, where smaller countries have absolutely no weight. Our association is grateful to the Great Powers for this gift as it pushes back any attempt to bring the Free State into the Council of Nations."​

The Wendmarker People has rejected accession to the Council of Nations in a 1986 referendum. The then Landamann Rudolf Keller established that the government of the Free State would no longer seek accession to the organisation and leave the process to the People. Successive governments have followed this line. Since then, the subject of an eventual accession to the Council of Nations faded from prominence as two major lobbies battled behind the scenes.

Unlike other governments, the Free State did not criticise the Kingdom for bowing to pressure and expressed the sympathies of the Wendmarker people to the people of Nicosia. Wendmark has never established diplomatic relations with Solaren due to the latter's totalitarian nature and history of abuse and excess of all kinds.

The Government has refused to comment whether there are any additional EDF movements through Wendmark, under the framework established by the EDF-Wendmark Military Transit Agreement. Under the terms of the national law on the application of the Treaty, the government is not obligated to make public the type, kind and size of movements.

:arrow: Cantigny: Reported Murder of 8 Anglysh Citizens Causes International Stir. Following reports of the murder of 8 Anglysh citizens by law enforcement officers of the Commonwealth of Cantigny, Franken and Touzen have withdrawn their ambassadors from Vesper. The murders apparently happened in retalliation for the attacks against Cannie citizens in Tangaloa, an Anglysh dependency. According to Wendmark's Foreign Affairs Department, the Free State's embassy in Vesper is currently "ascertaining the information" to verify whether such a murder did indeed take place. "If the facts are verified and there was indeed a case of murder of eight innocent civilians in the name of some so-called revenge, then the Free State shall adopt a line similar to that adopted by other actors in regards to the Commonwealth," a spokesperson for the FDA commented.

:arrow: Terrorist Attack in Danmark Condemned. The terrorist attack that cost their lives to 24 Danish servicemen was condemned in the strongest terms possible by the Free State's Government. Einsiedeln has already offered all possible support in investigating and capturing the culprits, as well as dismantling the terrorist organisations. Wendmark's National police service has already stated that it would cooperate actively with its Danish counterparts.

:arrow: Solaris Armed Forces Initiate Chemical Attacks Against Lorraine. In a move condemned by the Free State of Wendmark, the Solaris State initiated the hostilities between itself and the European Defence Federation by carrying out chemical strikes against southern Lorraine. The Landamann has announced the Free State's armed neutrality in the war. There has, however, been no hint as to whether the Free State would suspend the application of the Wendmark-EDF Military Transit Agreement, a right reserved by treaty in case of war between the EDF and a third party, and many analysts believe that no such suspension shall take place.

:arrow: Armed Forces To Conduct "Zeus" Exercise. The Wendmarker Army is to conduct a series of "Zeus" exercises aimed at testing mobilisation and countering a potential enemy aggression. The exercises were announced as war erupted between the EDF and Solaren and came after Engellex announced its own military build up.

Your Excellency,

The Free State of Wendmark recognises that the offer by the Kingdom of Suionia is generous in its support for the independent and unaligned foreign policy of a Germanian power. The fact that no conditions or obligations were mentioned in the Suionian missive, the Free State must further commend the benevolence of the Suionian foreign policy at least in so far as it concerns the armed neutrality of Wendmark in the EDF-Solaris war.

Given the realities on the ground, the Free State deems that no direct threat exists as of yet to the continued independence and prosperity of Wendmark from either of the two sides involved in the war. As such, instead of a guarantee of independence, which might prove controversial to the Wendmarker people, the Free State proposed to replace this with diplomatic and other necessary cooperation should, as an example, the EDF decide to abuse the rights of military transit and the conditions thereof established under the Wendmark-EDF Military Transit Agreement.​

SOLAREN THREATENS WAR

In a short and laconic statement, the Solaris state threatened war against the Free State of Wendmark should the latter “allow the armies of God's enemies to pass through its lands for the foul purpose of waging war against the Sacred Kingdom of Solaren” (sic). The Foreign Affairs Department has already condemned the statement as unacceptable. Landamann Grauholzer has already commented that the Free State would “not be bullied by madmen”.

The Solaris threat came after the Free State proclaimed its armed neutrality in the conflict opposing the former with the European Defence Federation. As per established treaties, the EDF has the right of conditional military transit through the Free State, as reglemented by the Treaty and Wendmark's legislation. Experts have already pointed out that the right of transit was used extensively by the Kingdom of Franken to build up its own forces in Lorraine as part of the larger EDF effort.

Whilst before the Solaris threat some questioned Wendmark's position on military transit, flash polls indicate that after the Solaris threat to burn all of Wendmark in holy fire a majority of respondents favour an increased involvement by the Free State against the rogue Solaren state. This, however, is not yet reflected in the official position, which was confirmed following the Solaris threat. Thus, Wendmark shall maintain armed neutrality in the conflict.

The Kingdom of Suionia, with the recent conflict erupting in mind feels the need to maintain and protect stability in the immediate region. As a result our Kingdom offers our services in/and possible coordination in strategy. In this effect, the Kingdom of Suionia is willing to guarantee the independence of the Free State of Wendmark should it so desire it, and will declare war upon any who violate her neutrality during the duration of the current hostilities involving the Solaris and the EDF.

The Right Honourable The Secretary of State has received the Command of Her Engellexic Majesty The Queen to make known the following gracious Statement of Her Engellexic Majesty to the Queen, Lords and People of the Kingdom of Suionia

Extension of The Queen's Statement in Council.

TO THE QUEEN, LORDS, AND PEOPLE OF THE KINGDOM OF SUIONIA

I am instructed to express on behalf of Her Engellexic Majesty;

That the general impression amongst her Majesty the Queen and her ministers in Dulwich, having regard to the recent dispatch to Wendmark, the assertions of the Government of Suionia will only amount to the affirmation of the Kingdom of Suionia, and her closest political partner, as a sympathizer to the intolerable scandal of the policies of the European Defence Federation. The retention of Wendmark’s neutrality and sovereignty, it is strongly believed by us, has not once enjoyed controversy and objection by a single member of the international community; certainly not her Majesty’s realm.

I therefore venture to question, on behalf of one of the acknowledged Powers of Preuti-Borussia, whether Suionia would be prepared to support the objection to the Federation’s escalation of the present conflict by further deployments to Montelimar, and so also help bring about a restoration of peace and stability for the continent by pressure upon the Courts of the Federation to acknowledge responsibility for the occurrence of war in the region.
