Acknowledging the catastrophic effects of the Six-Days War on foremost the respective people's, but also the infrastructure and respective industries of the Free Canton of Crotobaltislavonia, the Southern Socialist Republic of Krasnislavia and the Polesian People's State.
Recognizing the need for these three territories to rebuild in order for their respective popular governments to reignite their equally respective economies and supply the people with basic human needs, labour, shared wealth and total public service.
Understanding that within the current infrastructural, financial and economical conditions of the before-mentioned three territories there is no hope for them to bear and sustain the various costs, manpower and technology needed for an unthreatened reconstruction.
Preventing a social and economical collapse of the Free Canton of Crotobaltislavonia, the Southern Socialist Republic of Krasnislavia and the Polesian People's State.
Committing to keep the three territories from falling victim to exploitation of any kind, foreign and domestic, thus protecting their economic independence besides politically.
Declaring that the People's Federal Republic of Kadikistan will stand by its friends and allies at all times as it always had. That nations united in the Treaty of Mutual Defence and Economic Co-operation share this loyalty. And that the economic wealth of the Rurikgrad Pact must be shared with the battered territories of Crotobaltislavonia, Southern Krasnislavia and Polesia.

Visionary behind the Western Economic Recovery Program
The main goal of the Western Economic Recovery Program is to serve the contemporary needs of members who have suffered great damage before, during and in the aftermath of the Six-Days War. To establish suitable living conditions for all the people's in the three territories, provide basic needs and a redistribution of wealth for the people, to radically stimulate the regional economy and ensure the necessary infrastructure needed for continued growth. The Kadikistani Union commits not only to rebuilding the economy and all its facets to just antebellum levels, instead the goal is to strife towards an increased economic output of 35% compared to that before the Six-Days War within the next two years. In order to accomplish this the People's All-Union State of Kadikistan will give a global demonstration of solidarity by crafting a budget of ₽120,000,000,000 Grads [approx. €52,175,000,000] to assist in the reconstruction both in the form of manpower, financial and material aid for the next four years. All nations of the Rurikgrad Pact vow to share their technology and experience in order to accelerate the growth with a planned completion of this program in 2020, while committed to decreasing the length and reaching our goal before the deadline.
The budget will be divided along the Free Canton of Crotobaltislavonia, the Southern Socialist Republic of Krasnislavia and the Polesian People's State each according to their needs. While the territories formerly belonging to now defunct rogue state of Trivodnia will be considered at war since the 1st of July while the antebellum economic state of Crotobaltislavonia will be considered those before the civil strife that preceded the Christmas Coup. Since our allies in Crotobaltislavonia were those most torn by the hardships of war they will receive 65% of the solidarity budget. The Southern Socialist Republic of Krasnislavia will receive 31%. The Polesian People's State, possessing territories least affected by the war due to the Rogue State's early unconditional.surrender will receive the remaining 4%.
Economic stimulation must be improved by rebuilding and modernizing respective industries and services. Integration into the economic sphere of the Rurikgrad Pact, with incentives such as open borders, shared-markets and set low tariffs, is paramount. The Kadikistani Union's socialist-oriented market economy will serve as a social-economic example. Main priorities will depend of the reconstruction phase, currently they are rebuilding the infrastructure, ensure housing for returning refugees with modern projects and restarting industrial productivity. As of today and over the course of the following months hundreds of highly-skilled Kadikistani's will assist the war-torn regions with their experience, intellectual baggage and insight. A wide spectrum of necessary skilled labourers will be shared such as engineers, architects, administrative workers, plumbers, agricultural specialists, construction workers, doctors and many more.
