-Introduction
In March 2021, the nations of Natal and San Jose have come together in continental cooperation in defence of the Western Hemisphere and economical, social and cultural solidarity within the Herrera-Constanza Doctrine. The H-C Doctrine represents the leading ideal behind the formation of the Westernesse-Occidentia Treaty Organisation, or in the shorter form, the Western Brotherhood. The Western Brotherhood will have its main office in Camp Hill and secondary offices in each capital of each member of the organization. WOTO, through its multiple internal offices and organizations, promotes the cooperation, economic and social development of its members with the utmost respect for the human rights and freedoms of the individual. Membership of new members in the WOTO must be agreed in unison by all WOTO states. All candidate states to be members must have democratic institutions and respect human rights.

- -Common interests
- Member States are encouraged to promote policies of freedom, liberty, democracy and solidarity within the Union and with other members of the Western hemisphere and the greater Europe.
- -Mutual defense
- If a Member State suffers an armed assault on its territory or on a mission on behalf of the Western Brotherhood, the other Member States are required to provide help and assistance by all means in their possession.
The Herrera-Constanza Doctrine is the nucleus of the Western Brotherhood (WOTO).
- Article I
- The Herrera-Constanza Doctrine provides for the division of the New World from the Old World, with the New World nations united against acts of imperialism targeting the Western Hemisphere.
- Article II
- Member Nations of the Herrera-Constanza Doctrine are united in mutual defense of each other.
- Article III
- Nations following the Herrera-Constanza Doctrine are united in the need to provide for equitable development and sustainable economic growth and to aid each other.
The Enhanced Herrera-Constanza Doctrine furthers up the goals of the original H-C Doctrine.
- Article I
- The High Contracting Parties are required to follow the "Western Political and Social Values", cementing their status of democracies where human rights are held as paramount.
- Article II
- Western Nations will participate in a series of experience exchange programs with each other so as to build the bridges necessary for peaceful cohabitation and cordial relations, such as the Student, Teacher, Scholar, Nurse and Physician Exchange Program, which will give the right to any of the aforementioned to study/work for different periods from 6 months to 5 years in any other nation within the international framework.

- The Contracting Parties will participate financially to a Western Solidarity Fund, which will aid in the development of the Westernesse/Occidentian nations, by offering low interest loans to entrepreneurs from the member states wishing to invest back into the member states.
- Article IV
- All participating states agree in stating that there can be no lasting security without respect for human rights and the development of an inclusive democratic system for peoples.
The Western Brotherhood (WOTO) is the international governmental body formed out of the Herrera-Constanza Doctrine.
- Article I
- The Western Brotherhood (WOTO) is defined as the formal defensive alliance of the nations of the Western Hemisphere. Military cooperation between the member states is imperative, especially in military exercises, common doctrines and the creation of a common fast response unit.
- Article II
- Western Nations are to come together through cultural exchange programs, an easing of trade barriers between the nations, visa free travel and a participation into the Western Solidarity Fund.
- Article III
- The Contracting Parties will make their voice heard in a forum in Camp Hill which will be built on the same framework of the European Forum, which will be named the Continental Congress, with all the decisions regarding the alliance being taken there.
- Article IV
- All participating states agree in stating that there can be no lasting security without respect for human rights and the development of an inclusive democratic system for peoples. Western nations will thus respect the human rights of their citizens by providing free and fair elections, freedom of speech, and the right to pursue happiness, lacking the coercion typical to the authoritarian states.
