Dear Sirs,

As you are aware, the relations between Serenierre and Eiffelland-Retalia are very tense at the moment. It is the intention of Eiffelland-Retalia to maintain the peace in the Retalian Sea, exactly because Eastern Serenierre and your countries depend on that Sea for access to the Long Sea and the large sea routes.

I don't want to involve you into the dispute between Serenierre and Eiffelland-Retalia about the Retalian Sea. We will do everything we can to prevent war in the Retalian Sea, but we have no confidence in the ratio of the Serenien government. Therefore, I think it would be wise to develop a plan to secure your access to the Long Sea when a war breaks out in the Retalian Sea. We don't have a problem with opening our territorial waters to ships sailing to and from Larian seaports if that makes the situation safer for you, but we also think that we have to prepare a scenario in which your access to the Long Sea is guaranteed through Eiffelloretalian seaports when the Retalian Sea is too dangerous to sail through due to an ongoing war. Our thought would be to add emergency facilities to the seaport of Warnemünde, including an airport. Then in the case of cases, we dedicate parts of our railroads to connecting Warnemünde with Lars. Later on, when there is money for it, we can extend the rail connections between Warnemünde and Lars.

Madame la Ministre Leverkühn,

The Republic take very seriously any kind of threat and potential threats scenarios, and rest assured that we have acted on such behalf, as preparation for the many existing scenarios, were, are and will be developed, as such as the engagement of resources to ensure the full sovereignty and neutrality of the Republic at any cost. The violation of neutrality of the Republic’s assets is clearly unlikely, as those are inviolable, if such thing was to happen, the Republic would find itself in much darker possibilities-branches of our future, meaning at war.

The Republic does not wishes to be reliant of another nation at risk of destruction in case of a war and do not see the interest in passing through a nation in war if its neutrality was remained untouched. Your concern for us touches us, and rest assured that we remain open to cooperate and willingly maintain our most cordial relations, however the Republic’s military is to remain neutral at all cost in its plans to ensure the future of our Republic, I remain confident that you understand us.

The Republic shall however be more then willing to, according to our M.A.D.C., develop civilian infrastructures connections in the purpose to further exchanges economically with your nation. The Ministry took notice of your participation in the current event at Nouvelle-Ville, and remain confident that such possibilities are existence and are to be further evaluated as part of a larger picture.

Acknowledge that the Republic have shown great activity and interest in keeping the peace in the region, as stability is a key letter of order of our Republic, therefore feel free to join the M.A.D.C. shall you need any further assistance in this task.
