PARLIAMENT BUILDING RAISES FLAG FOR FIRST TIME IN LONG TIME
Today, at noon, the Parliament Building, in downtown Werdome, hoisted the Zoomanian National Jack, as well as the flanking Imperial Jack marking an end of an era of isolation. For the first time it many months, the members of both the Upper-House and Lower-House met to highlight to event.

All four party leaders were present at the ceremony, with Imperial Party leader Ante Feller (I-Werdome), Liberal-Deomcrat praty leader Stjepan Gradic (LD - South Argo), Nationalist Fascist party leader Markus Vicic (NF - St. Ledger), and Neo-Communist leader Anton Milosevic (NC - Sepak) all leading their party members to their seats.

PRESIDENT MAMIC OUTLINES GOALS OF REMAINDER OF PRESIDENTIAL TERM
In correspondence of the reconvening of Parliament, President Mamic addressed both houses. He briefly outlined his goals for both himself, his party, and his parliament.

It has been a countless time since the Empire of Zoomany had taken to the public stage to address its fellows nations of Europe. I am here, before you all, to announce my hopeful intentions of the remainder of my current presidential term. Foremost, it is time the Empire once more step out, from behind the curtain of isolationism and darkness, and once more join the forefront of the European continent.

With that bearing in mind, I also wish to announce that late last evening, I officially gave my consent to have the Empire apply for membership with the European Defence Federation. Foreign Minister Pavelic officially sent our request to the EDF. In the coming days I hope to hear of an approval of our application, and the Empire will once more become a positive influence for not only the region, but also for all of Europe.

I ask you all, members of both the Upper- and Lower-House to stand strong with me, and support my intentions. I ask that all Zoomanians join together to embrace this new time of political and social revival throughout the Empire. There is much to do, and it can only be achieved by a complete and total effort from all political parties and voting citizens.

Following the short speech, both houses gave a standing ovation to the president that lasted for several moments.

"Servants to Citizens!"

The Constitutional State of Touzen recognizes that the time of increase political arrangements between the powers of the world is a direct symptom of the systemic problems shaking the current world system. The war that has engulfed all of the Western World is a consequence of the intrinsic contradictions we are faced with, and it are these contradictions that require every nation, even those that until this moment opted for silence, to embrace communication as a consideration for the maintenance of the national status quo.

The Constitutional State takes note of President Mamic's foreign policy decisions, decisions that we are confident he is sure will further the advancement of the Zoomanian people, but first and foremost the Zoomanian state. It takes courage to side with those now participating in the grand game, and it also denotes a strength of commitment and steadfastness of belief to take the decisions that have been taken in the light of the current state of affairs. This clear positioning makes it easier for all observers to make the appropriate deductions and reflect upon the long and well-known traditions of the Zoomanian state.

The Republic of Frescania welcomes the re emergence of Zoomany into the international stage. We hope that our two nations can begin a peaceful and prosperous relationship.

We would like to state that while Zoomany has all rights to decide its foreign relations, we are sadden that it has decided for membership of the EDF. The current EDF positions in certain areas does not, in our opinion, benefit peace in the region. Nevertheless, we wish Zoomany the best.

PARLIAMENT APPROVES HEIGHTENED SECURITY MEASURES
In a late vote by the Upper- and Lower-House of Parliament this evening, they have approved a heightened level of national security. Requested by both the Commander of the Imperial Armed Forces, General Reed Porovnik, and Defence Minister Ante Boban, the measure calls to bear several things:
  1. Deployment of National Guard - National Guard forces will begin to deploy security task forces throughout some of the largest cities in Zoomany. Under the temporary measure, manned patrols will take to the streets with police forces. Cities most notably affects are Werdome, St. Ledger, South Argo and Split.
  2. Curfew - The measure calls for a curfew of persons under the age of 18 now starting at 8 in the evening. People found to have broken curfew will face a maximum fine of 150 Kuna.
  3. Bar Closures - One of the most striking features of the measure is the requirement for all liquor-selling establishments to close their doors at midnight evening night, rather than 2 in the morning.

When pressed on the matter, the Defence Minister and Commander of the Imperial Armed Forces offered a joint comment:

While the measure seems a little odd, we spent much on deliberating the issue. The Empire is emerging from a long period of isolationism. We felt it imperative to ensure that no persons take it upon themselves to act irrationally. We also felt that utilizing the National Guard, rather than Imperial Army troops was a much more realistic and rational idea. The measure is intended to last no more than a month, and if reports of trouble are well below a certain percent, the measure will end sooner. We are hoping that all Zoomanians embrace this new sense of national pride as a new age, rather than a rattling of their cages.

LEADING POLITICAL PARTIES FORM COALITION
In an unheralded move by the two largest parties in the nation, the Imperial and Nationalist Fascist, have agreed to form a coalition in both houses of Parliament. Ante Feller (I-Werdome) and Markus Vicic (NF-St. Ledger) made the announcement at today's session of Parliament. Mr. Vicic was the most vocal on the issue, stating:

In these times of uncertainty and many tribulations, it is the wisest decision to give support to the ruling (Imperial) party. It was not so long ago I, too, once was a member of the Imperial Party. I may have changed my political affiliation, but I still believe the Imperial Party has the Empire's best interests at heart, and will continue to lead this nation in the right direction. I spoke with Mr. Feller on the matter, and he agreed it would be the best interest of all Zoomanians to have the Imperial and Nationalist Facist parties merge.

The following table outlines the seating of both the Upper- and Lower-Houses of Parliament:

Upper-House Seating (150 Seats):
Imperial - 59 seats
Nationalist Fascist - 44 seats
Neo-Communist - 37 seats
Liberal-Democrat - 10 seats
Lower-House Seating (415 seats):
Imperial - 154 seats
Nationalist Fascist - 103 seats
Liberal-Democrat - 80 seats
Neo-Communist - 78 seats

The new political coalition gives the two parties a super majority, anything more than 60% of total seats, in both houses. There has yet to be a statement from either party leader of the Liberal-Democrat and Neo-Communist parties.

EMPIRE OF ZOOMANY VOTED INTO EUROPEAN DEFENCE FEDERATION
As evening set on Werdome, news came from the Presidential Building that the Empire had been voted into the EDF. President Mamic immediately set up a news conference in the Reyes Conference Wing of the Presidential Building.

I am pleased to announce to all Zoomanians that the Empire has been made an official member of the European Defence Federation. At this time of increased national activity, I ask all patrons to embrace the move with open arms and hearts. These fellow nations are now to be considered both brothers at home and arms.

With news of our membership there now comes great responsibility from all Zoomanians. I am officially announcing the the mobilization of our military branches and having them assigned to active duty. Within the next few days the Imperial Army, Navy and Air Force will be considered on active deployment within the nation, and the Imperial National Guard shall take over homeland security from the Imperial Army.

I am also asking that all citizens of the Empire, and European nations abroad, to take the active mobilizations of our armed forces as a precautionary step. There will be no current need to deploy our forces.

With this all in mind, I ask that all take pride in this news, and embrace our new brethren.

DULWICH, FRIDAY, 30th DECEMBER 2011

The Right Honourable The Secretary of State has received the Command of her Imperial and Royal Engellexic Majesty The Queen-Empress
to make known the following gracious Statement of her Imperial and Royal Engellexic Majesty
to the Princes, and Chiefs of the Kingdom of Zoomany.

An Extension of The Queen-Empress' Statement in Council.

TO THE PRINCES, AND CHIEFS OF THE KINGDOM OF ZOOMANY

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;

That I am struck by the indifference, I might say, apathy of the Zoomanian Political Class at a moment when the Great States of Europe were united in their full commotion, in pursuit of change from the imbalance and exploitation of the Federation.

That I am surprised the Zoomanian Government, instead of remaining apparently indifferent to, or ignorant of, what was passing on her very borders, had not sough to place herself at a point of leadership in European opinion, so as to ensure the stability and prosperity of her own people, and by that means to direct the energies of Zoomany to ward off or crush any intrusion by the Federation, but instead, to our absolute astonishment, has been induced to accept a membership into a rapidly declining alliance.

The Empire of Great Engellex will not allow it to be deceived AGAIN by the apparent peaceful ascension of a state to the Federation’s halls.

We are prepared for the event of a Zoomanian Declaration of War, that there is no doubt about, but at the same time we shall not provoke an enlargement of the Preuti-Borussian Conflict.

By the Grace of GOD, of the EMPIRE of GREAT ENGELLEX, CHARLOTTE, the QUEEN-EMPRESS, through the SECRETARY of STATE, Sir ANTHONY PELHAM-HOLLES

Any military intervention of any kind against an allied state of the Talemantine Empire will be responded to in kind. We will not tolerate the EDF using another new member to open another front on the war in Galla nor allow the Gallan fight to once again bring war to Himyar.

PRESIDENT MAMIC ADDRESSES PARLIAMENT AMONG FLURRY OF RESPONSES
Soon after the Empires entrance into the EDF, several nations officially responded to the news. Some bore the news of congratulations and open arms. Others, however, gave a stark reminder that every action may have its ensuing consequences. Some of the international responses put several key members of Parliament on edge, most giving anonymous statements suggesting the dissenting members were fellow Imperial and coalition party members. President Mamic immediately held a televised address to all members of Parliament:

Members of the Empire's Parliament,

I come before you today to reassure you that the path the Empire has chosen is the one we all agreed upon, and still have the utmost confidence in. I did not supersede the boundaries of my presidential duties or powers. I willingly went to you, the governing body of this nation asking for your blessing. Such a blessing was given, by a near unanimous vote, if I recall correctly. Ultimately, there will always be those nations and dignitaries that regard foreign policy and decision-making less than favorable due to their own ideals and goals.

Do not become the scapegoats of a foreign ruling body. You have done this because within your heart of hearts, you have deemed the move necessary. You have done this more so for your constituency, and above all else, your nation. We all have faith in your decision making, and I have the utmost confidence in your powers.

Let it be known abroad, we will not take likely to threats simply for the fact we have entered into an alliance that is frowned upon by other nations. They threaten us with the act of war and retribution, only making themselves seem less human, and ultimately having nothing more than a vendetta on their agendas. Stand strong, for this Empire will defend its ideals and motives with honor and dignity. Let the naysayers and warmongers throw their words around. Remember, you are an honorable and dignified people; you have seen more than some nations can dream of, you have been within Europe for a long time standing. Do not falter, do not feel weakened, do not let other nations belittle your for what you know is right.

Not only will the people of the Empire stand by you, but so will I. I have faith in you as a governing body, a people, and a nation.

Public response to the Empire's entrance into the EDF has generally been low-key, but positive nonetheless.

Like the majority of the world's public, Carentania thinks it highly unwise and without logical reasoning for Zoomany to enter an alliance on the brink of decay, that has proven itself both unable - in Montelimar - and unwilling - in Altai - to defend its members. Zoomany has entered an alliance that fights war and fares badly at them. If the world was to choose one of the defining foreign policy blunders of 2011, it would surely choose Zoomanys entrance to the EDF.

For any nation to willfully enter an alliance whose refuses to defend its own members and values which equate to the destruction of freedom in a foreign land that none knew about previously is to us, insane. Unless a change in politics is to occur, Jurzan will enforce economic embargo on Zoomany.

LEAFLETS FOUND THROUGHOUT EMPIRE POSE CHILLING MESSAGE
There has been growing reports of leaflets found in various cities throughout the nation, all having the same message. While the Presidential Building has asked ZBC-I to keep the exact message classified, the news station has been allowed to mention the messages in summation.

The underlying motive of the messages is to seemingly spread dissent among the Imperial and Nationalist Fascist Parties, which recently formed a governmental coalition. The messages have been reported to try and pit party members, both politicians themselves and civilians alike against one another. There are threats within the letters in regards to both parties.

Police and Military officials have declined to give an official statement, other than they are investigating the source of the leaflets and to assure that all citizens remain calm. The government has also prolonged the nationwide security measures implemented a couple of weeks ago.

PARLIAMENT TO APPROVE COMPULSORY MILITARY SERVICE
With growing concerns of internal dissent and outside aggression, Parliament approved Bil UH1092 which will begin to require a 3 year, mandatory service time for all males 17 to 35 years of age. The measure has not been in affect for nearly a decade since the war with Monkecia in Hungary. The Parliament has included a section of the bill which will render it null-in-void should the Empire not require the service of the men within six months.

The last time the bill was in effect mandatory military service lasted for six years and ranged both men and women ages 17-40.

POLICE RAID RADICAL BASE OF OPERATIONS
It has been confirmed that in the early hours this morning, Zoomanian Police and Nation Guard units raided a string of houses outside of St. Ledger, in the northern part of the nation. The homes belonged to a left-wing radical group that had been allegedly dispersing the anti-government leaflets reported earlier. In all, nearly 30 radicalists were taken into custody.

After the story had spread, citizens were on the watch for suspicious activity. A tipster notified local authorities of a group of three men adhering the leaflets in South Argo, twenty miles southwest of St. Ledger. to lights poles throughout the downtown area. Police immediately notified the local National Guard unit of their intentions to raid the homes after a lengthy investigation of the suspected neighborhood.

At this time, there is little other details to report. The Police Department and the Department of the National Guard did not release official statements. When more information is available, ZBC-I shall make it public.

IMPERIAL 1ST FLEET MOBILIZES
The Port of Split, the central hub of the Imperial Navy, some 40 miles east of Werdome, was filled with heavy traffic. The Imperial Navy brought together the Imperial 3rd Fleet earlier this month with the passing of Bill UH1092. The fleet was going to bring together its three battleships, the I.N.S. Werdome, I.N.S. St. Ledger, and I.N.S. Lancaster, its small recon and defense flotilla, as well as the fleet's flagship, the aircraft carrier I.N.S. J. Sypher Reyes. The mobilization of the fleet will take it to Werdome where the Imperial 1st Fleet shall meet up with the Imperial 3rd Fleet, lead by its flagship, the aircraft carrier I.N.S. K. S. Wagner.

GOVERNMENT TO ACT AGAINST "MESSENGERS"
Nearly two weeks after threatening leaflets were found through downtown areas of the nations largest cities (Werdome, St. Ledger, Lancaster, and South Argo, in that order respectively) the government has seen a whirlwind of activity. Recently, Zoomanian Police and National Guard units raided a neighborhood outside of St. Ledger, arresting 27 citizens deemed responsible for the leaflets.

The government has acted swiftly to question the Zoomanians in custody, and bring light to the situations. As of today, 21 of those arrested have been released from custody. The courthouse in St. Ledger determined that those released posed no threat to national security and were simply aiding the remaining six citizens still in custody. The government in Werdome, which has been continuously updated on the situation, has announced the six "leaders of the radical group" may face criminal charges of conspiracy against the government, threatening the life of political leaders, and enticing fear amongst the populace.

The Presidential Building has not officially released a statement in regards to the issue. The 3rd District Statehouse, located in downtown St. Ledger, also the district seat, announced that the six will remain in custody and shall continue to be questioned by authorities.

In response to the raid, protests by left-leaning supporters were held through all five district seats (Werdome, St. Ledger, Lancaster, Split, and Dubrovnik). The protests have been said to have totaled nearly 25,000 Zoomanians throughout all five cities, with the largest protests occurring in Werdome and St. Ledger. While all the protests remained peaceful, there was a heavy presence of police and National Guard units outside District Government Buildings and the Presidential Building as well. There were no reports of arrests at any of the protests.

IMPERIAL PARTY ENDORSES DISTRICT MAYORAL CANDIDATES
With spring fast approaching, the Imperial and National Fascist Party coalition have endorsed their candidates running for mayor within the five national districts.

  • Dubrovnik 2nd District (major cities - Dubrovnik [district seat], Lupik, Havar): District Mayor Nadina Anic (Imperial, incumbent)
  • Lancaster 5th District (major cities - Lancaster [district seat], Zagreb): District Mayor Natan Vlah (Nationalist Fascist, incumbent)
  • Split 4th District (major cities - Split [district seat], Pulima): Marcus Soldo (Imperial, challenger)
  • St. Ledger 3rd District (major cities - St. Ledger [district seat], South Argo, Belstarr, Belgrade): Matej Mamic (National Fascist, challenger)
  • Werdome 1st District (major cities - Werdome [district seat], Pula, Drenica): District Mayor Alex Maric (Imperial, incumbent)

ZOOMANIAN DELEGATES TO CIDONIA
In recent weeks the nation of Cidonia has been struck by terrorist attacks in its northern reaches. Several European nations have condemned Cidonia's military response to the growing violence within their own borders. Recently, however, the Empire has given approval to Cidonia's handling of the unfolding situations, likely due to a growing tensions within northern Zoomany as well.

In response to calls of "genocide and murder" the Cidonian government offered to have two representatives from three nations, Talemantros, Kyiv, and Zoomany, to inspect the military action known as Intense Sunrise. The Imperial government gladly accepted the coveted invitation, tapping Minister of Foreign Affairs Arthur Pavelic and Commander of the Imperial Armed Forces General Reed Porovnik to entail the Zoomanian delegation.

The Imperial Party has heralded the invitation as a diplomatic success. The Liberal-Democratic Party, the leading opposition to the Imperial Party, has, however, called out to President Mamic, who is up for re-election this year, saying the invitation is a cover-up to genocide and military brutality.

NATION SUPPORTS RULING PARTY
With district elections fast approaching, and the presidential election to follow later, a sample of 3,000 Zoomanians were polled to get an idea of how they felt the government was handling the Empire since its reemergence onto the European stage. The following percentages have a sampling error of +/-6%.

The government is correctly handling the nation's current affairs - Yes, 61%.
President Mamic displays a strong leadership within the Imperial Party, as well as the Empire - Yes, 73%.
The Imperial Party represents the needs and wants of the pubic - Yes, 57%.
Parliament has been working to the best of its ability - No, 51%.
The Imperial Party-Nationalist Fascist Party Coalition was a good idea - Yes, 52%.

RADICALS TO BE TRIED FOR TREASON
Weeks after the police and national guard units raided the radical household that was the base of operation for threatening messages against government officials, the District Court in St. Ledger has confirmed it will try the remaining three persons in custody. The courts have stated the three in custody will be tried for treason. Prosecutors have yet to say which specific allegations will be set forth against the accused. Defense teams have already said that the entire incident is a power play by the ruling Imperial Party to further tighten their grip on the nation months before District elections take place.

News of the court action has prompted Liberal Democrats to protest Parliament hearings in Werdome and started a grassroots movement in the northern part of the nation calling for government protests.

DISTRICT RACES HEATING UP

With District Mayoral elections to take place the second week of April, incumbents and challengers alike have been bringing out their big guns. Imperial candidates have been acquiring the assistance of President Mamic to help bolster poll numbers. Throughout heavily pro-Imperial Party cities the president's appearance has had a positive influence for support. Werdome and Dubrovnik districts have reported Imperial Part support ranging from 72 to 76%, the highest support rating for Imperial incumbents.

Polls show Imperial-Nationalist Fascist Coalition candidates leading in four of the five districts, expect the St. Ledger 3rd district, which is being lead by the current Liberal Democratic incumbent. With the recent arrest of nationals in the city of St. Ledger, Imperial Party approval has dipped significantly. It is not surprising, however, as the northern part of the nation tends to shy away from the Werdome Imperial influence.

LIBERAL-DEMOCRATS WALK OUT OF PARLIAMENT
In a sign of anger and frustration with the Imperial Party, all members of the Liberal-Democratic Party walked out of today's Parliament session in Werdome. The incident occurred during a debate over the three accused anti-government protestors awaiting trial in St. Ledger. Liberal-Democrat leaders called for parliament to vote on dropping the charges against the three citizens. The tactic has been seldom used, but is a viable option to circumvent the court systems.

Imperial Party members were quick to jump on the suggestion, accusing the Liberal-Democrats of trying to undermine the justice system. Before long, the session had fallen into a screaming match between the leading Imperial Party and the minority Liberal-Democrats. An unidentified Liberal-Democrat accused the Imperial Party of maintaining a stranglehold on the nation, and not allow true democracy to spread throughout the Empire. It was soon after that a unified Liberal-Democrat Party left the parliament session.

President Mamic, the current head of the Imperial Party, asked the opposing party to return to its next scheduled session tomorrow to "handle the situation in a polite and civil manner." President Mamic has long been an opponent of the Liberal-Democrats. He went as far to say they were "borderline anarchists", when he was a member of the Nationalist Fascist Party, and Minority Speaker.

LIBERAL-DEMOCRATS MOUNT PRESSURE ON IMPERIAL PARTY
Since the Liberal-Democrats' walkout on parliament Tuesday, they have further put pressure on the Imperial Party. Early Sunday morning the Party Minority Leader, Markus Mavec (L-D - St. Ledger) has called for a vote of confidence against the Imperial Party. A vote of confidence would require that 75% of parliament vote in favor of the move. In order to hold a vote of confidence, however, a majority of Parliament would need to approve the measure.

Mr. Mavec denounced the ruling party stating, "they [the Imperial Party] has a stranglehold on the nation, and is slowing bleeding the dry country of democracy." Imperial Party members, especially Imperial Party Majority leader Ante Feller (I - Werdome) have remained silent during the matter. President Mamic, a stout Imperial Party member, and overall leader of the party, has voiced his opposition to the call for a vote of confidence. he has mentioned the need to have a unified and determined government, as well as keeping in mind the extensive cost a possible loss of confidence would have on the nation and taxpayers.

Since the walkout occurred, Liberal-Democrats have not returned to parliament and legislation has been brought to a screeching halt. In the north, especially St. Ledger and the surrounding areas, support for the Imperial Party has dipped significantly. A recent poll of 2,000 Zoomanians from the area revealed only 13% support the ruling party. While not a bastion of Imperial support, the numbers have made many Imperial and Nationalist Fascist candidates shy away from campaigning in the region.

On the flip-side, however, Liberal-Democrat support has plummeted as well in the rest of the region, especially in Werdome and the surrounding areas. Out of 2,000 Zoomanians polled in the region, only 6% gave support to the Liberal-Democrats and their cause. These numbers are not as surprising, as Imperial Party supporters often times have less tolerance for the other political parties.
