Europaland welcomes the establishment by President Rodriguez of this 'task force for democracy' and sees it as mirroring what we have been trying to achieve through our Freedom Fund. That so many people across Europe are denied any say whatsoever in the choosing of their supposed rulers is nothing other than a scandal and it is therefore a duty of all free nations such as Europaland and Frescania to do what they can to assist in the development of those civil society groups required in the push for real democratic change. Europaland will be happy to exchange with Frescania any knowledge we have about the situation in different countries and to coordinate our efforts designed at advancing our shared goals of freedom, democracy and human rights for all of the world's citizens.

Senators Propose Amendments to Constitution


This morning, Senators of the Socialist Party put forward two amendments to the Frescanian Constitution. The amendments deal with the Senate and its powers. The proposals would amend sections 4 and 9 of article 3 of the Constitution. Sections 4 and 9 read as follow:

Section 4: The Senate shall consist of 327 members elected by the people and state governments every 2 years on the 5th of September. The people will directly elect 311 members and each region will have 2 members that are elected by that state's legislature body. If more states are created or admitted, they will receive two seats, thus the number of Senators can increase. The contrary will happen if states dissolve. The Senate will elect a President of the Senate, hereby known as Consul, to preside over the Chamber. The Senate will recommend amendments to any bill or act approved by the National Assembly. The Senate can veto any act or bill passed by the Assembly with a 2/3rds majority.

Section 9: The National Assembly, whenever two thirds of the chamber shall deem it necessary, shall propose amendments to this Constitution, or on the application of the legislatures of two thirds of the states, shall call a convention for proposing amendments for this Constitution. The propose amendment shall become part of this Constitution once it has been ratify by three fourths of the states' legislatures or by three fourths of the states if a convention is called by the states.

The Socialist Senators put forward a number of reforms to the above sections, including the end of States’ legislation in the electoral process. The Senators showed members of the upper chamber how the above sections will read with the amendments:

Section 4: The Senate shall consist of 327 members elected by people for a term of 3 years on the 5th of September. The Senators shall be divided into three classes immediately after they assemble. The seats of the first class shall be vacated at the expiration of the first year, the second class at the expiration of the second year, and the third class at the expiration of the third year. If more states are created or admitted, they will receive two seats, thus the number of Senators can increase. The contrary will happen if states dissolve. The Senate will elect a President of the Senate, hereby known as Consul, to preside over the Chamber. The Senate will recommend amendments to any bill or act approved by the National Assembly. The Senate shall have the power to ratify all international treaties signed by Frescania with a majority vote. If say treaty is not ratified by the Senate, the National Assembly can overwrite the Senate's veto with a 2/3rd majority. The Senate can veto any act or bill passed by the Assembly with a 2/3rds majority.

Section 9: The National Assembly and the Senate, whenever two thirds of both chambers deem it necessary, shall propose amendments to this Constitution, or on the application of the legislatures of two thirds of the states, shall call a convention for proposing amendments for this Constitution. The propose amendment shall become part of this Constitution once it has been ratify by three fourths of the states' legislatures or by three fourths of the states if a convention is called by the states or if put forward to the population as a referendum, by a simple majority.


The Senate was designed by the Founding Fathers of the Republic as a check against the popular Assembly.

Terrastanian Senator Carlos Pularqueza (PS) told the upper chamber that “these proposals are necessary if Frescania wants to be seen as a democratic nation. How can we call ourselves a democracy with the people do not fully elect this chamber?” Other members of the Socialist Party stood in support of Senator Pularqueza, but due to the Democrats controlling the chamber, it is unlikely that the Senate as a whole will push for reform.

As Section 9 of the Constitution states, the States or the National Assembly, are the ones that can propose amendments. It is ultimately up to the States whether to ratify them or not. Yet, many believe that Chancellor Miguel Carmelas waited until a Socialist President was in power before asking his fellow Senators proposed any Constitutional reform.

Chancellor Proposes Constitutional Amendments.

In what many do not see as surprising, Chancellor Miguel Carmelas announced this morning that the National Assembly has proposed amendments to the Frescanian Constitution.

The vote, which came two days after Socialist Senators unveiled the same proposals for the Senate sections of the Constitution, went as follow: all 350 socialists, 30 liberals, 5 libertarians, and 32 democrats who broke ranks with their party voting in favor, the other 208 democrats voted against it. Although it was a victory for the government, the Chancellor was able to obtain the exact 2/3rds majority necessary – 417 votes.

Under the administration of former President Alejandro Gutierrez, Senate reform also became a national issue.

This was not a surprising move by the Chancellor, who many claim have waited until his party won the presidency before pushing for reforms. This, however, is not the first time that reforming the Senate has risen to national view. Indeed, under former president Alejandro Gutierrez, talks were held on how to reform the upper chamber. However, these discussions went nowhere.

With the Assembly fully behind the proposals, it is now up to 6 of the 8 of the state’s legislatives to decide whether to amend the Frescanian Constitution or not. Many see this as a chance for the Chancellor and President to improve the Socialists’ chances of getting more votes. Others see this possible a Pandora’s Box that could destroy the Socialists’ chances if the amendments are not approved.

Terrastania Approves new Amendments.


Five minutes ago, the Terrastanian legislative became the first state to approve the amendments to the Frescanian Constitution that was proposed by the National Assembly a few days ago.

In a joint session of the State Legislature, the members of the General Court and State Senate overwhelmgly approved the National Assembly’s amendments. Through this vote, Terrastania becomes the first state to approve of the Constitutional change.

For the Constitution to be amended, it needs six out of the eight state legislatives to approve the amendments. The fact that Terrastania has approved of the amendments is an ecounraging sign for the government’s chances of success: the State Senate of Terrastania is well known for its conservative views.

Seven other States still have to make their decisions on the amendments. Only Terrastania (center in yellow) has ratified the amendments.

Even with this news, the government made sure to not claim victory. Chancellor Carmelas told reporters that he “welcomed” the news, but made sure to emphasize that the amendments still need five more states to approve before they become law.

Speaking in San Pedro, President Rodriguez congratulated the Frescanian legislative for taking the initiative, “today Terrastania told the rest of the nation that it welcomes progressive reforms. By taking the lead Terrastania once again reinforced why she continues to be the leading state of the Republic”.

National Assembly to Finalize New Frescanian Doctrine, to Vote early next week.


Since President Rodriguez mentioned the idea, the notion of a Democratic Task Force has been discussed and drafts of possible policies have appeared in the National Assembly. Yet, these have occurred in subcommittees. That changed two days ago.

At the initiative of a Socialist Parliamentarian, the Assembly’s Foreign Affairs Subcommittee voted in favor of moving AB 210, also known as Republican Shield, to the floor of the National Assembly.

Hardline Republicans within the Assembly are demanding
that Francisco de Matiz’s views on Republicanism are enshrined within the bill.


Since then, the Assembly has debated the Bill, and according to sources inside the lower chamber, a final version seems to be in the works. Chancellor Miguel Carmelas has told reporters that the Assembly “completely agrees with the President in this matter. Frescania, as the oldest Republic in the world, must take the initiative in promoting Republicanism”.

The details are still not well known, but sources have told us that Republican Shield will be push for Frescanian moral and financial support to republican and democratic causes in other nations. There is no mention of a force deployment, but many hardline Republicans are pushing for such provisions within the bill. This is not the first time Frescanian politicians push for a revolutionary foreign policy. The first Frescanian to do for such policy was Francisco de Matiz, Frescania’s first Chancellor. Francisco de Matiz was well known for his belief that Frescania should export its Republican Revolution, even if that meant war.

However, the issue of implementing a military clause is an issue that many believe will be decided not by the Assembly, but by President Rodriguez once he gets the bill to his desks.

Andaluzian Legislature Votes Against Amendments.


This morning, the legislature in Buena Tierra casted the first no against the amendments put forward by the National Assembly. The Andaluzian legislatures in both the House Assembly and the State Senate voted against the proposed changes to the federal Senate.

In a joint statement, the Andaluzian chambers stated that the current arrangement of the federal senate “does what the Founding Fathers of the Republic meant it to be: a consulting body for the Assembly and the Executive”.

The Andaluzians continued by stating that the rights of the states, as established by the Frescanian Constitution, were “being shattered by the Federal Government”. In a separate vote, the House Assembly passed a non-binding resolution condemning Fortaleza Real for its “invasive nature” against Andaluz and called for a meeting by the “governors of all eight states so we can fight the oppressive regime that is the federal government”.


Polls show that Catamarca (light red, right of Andaluz) is also expected to reject the amendments. The state of Nord Pays (green) is the one everyone will watch as recent polls show a divided legislature. All others (light blue) are expected to approve of the amendments as Terrastania (dark blue) has done already.

Experts were not surprised by Andaluzian rejection of the amendments, “Andaluz and Catamarca are conservative in their principles” stated Pedro Lemarca, professor at the University of San Pedro. “The southern states, together with Terrastania, have been the conservative states. That is why many were surprised at Terrastania’s acceptance of the amendments”.

Now, Lemarca says, everyone is looking at Nord Pays, the state were polls show a divided legislature. “This is the surprise of this Senate reform. Nord Pays, a very open-minded state, has its legislature divided. The Chamber of Deputies is predicted to vote for it, but the State Senate is not. That will be the defining vote of the President’s and Chancellor’s senate reform”.

National Assembly Passes AB 210.


With an overwhelming majority, the National Assembly passed AB 210 this afternoon. The Bill, also known as the Republican Authorization Act, or Republican Shield, smoothly passed Chancellor Miguel Carmelas’ Assembly.

The Act, which was first brought up by President Manuel Rodriguez, allows the Government to “aid in any means the Executive fit, republican and/or democratic groups throughout the world”.


Chancellor Miguel Carmelas easily passed the Republican Authorization Act through the Assembly.

The National Assembly provided the government with $3.2 billion for the implementation of Republican Shield. The amount was decided after days of debating on the appropriate way for Frescania’s support. The conclusion was reached that future budgets would depend on how successful the program is within a year.

To many, the passage of AB 210 was not a surprised. This is not the first time the Assembly attempts to push the Government towards a new foreign policy doctrine. Experts explain that the Assembly fails because the Frescanian Constitution gives the President the exclusive right to manage external affairs. “The Assembly can do all it wants, but foreign policy is ultimately ran by the President” said Daniela Oliveira, professor at the University of Jose Luis Blanco.

The Bill will now go to President Rodriguez, who will either sign or veto it. Rodriguez, however, is expected to sign Republican Shield into law. How this new bill will play out in the Ministry of Foreign Affairs and on Frescanian foreign policy will not be known until the President signs it.

Gerpaza Approves Senate Amendments.


With an overwhelming majority, Gerpazanian legislatures approved the Senate Amendments this morning. The votes in both the State Assembly and the State Senate strongly reflected the views of the Gerpazanian people.

Governor Maria Elena Nariño told reporters that she was “proud to be a Gerpazanian today. Our Parliament took the moral and progressive decision to open up the federal Senate so that the people can be the foundation of our State and our Union”.


Gerpaza joins Terrastania in approving the Amendments. The swing vote is that of Nord Pays (green). Yet, the delay by the Franciscan Assembly could create a problem for the reformers, which includes the Federal Government.

The Gerpazanian approval was not surprising, yet it did come earlier than expected. Francisca was the second state to begin debate, yet the Commonwealth Assembly has not taken up a vote. This is a surprised to many experts, who are beginning to question if the Franciscan Assembly is going to take the Andaluzian route. “The last thing the federal government needs is for a progressive state as Francisca to turn right on this issue. That would spell disaster for both the amendments and the government” explained Manuel Ormelaz, president of the Frescanian Public Policy think tank.

The amendments were promoted by the National Assembly as a way to give the country’s upper chamber both more says and more transparency. Under the Frescanian Constitution, the Senate is composed by both Senators elected by both the people and the states, while not giving much power to it.

The passage of the amendments hands in the balance as the Nord Pays legislative continues to be divided, and polls demonstrate that it will in the northern francophone state were the amendments will see their faith.

Consul Speaks for Amendments.


This morning, Consul Daniel Nurman spoke in favor of the amendments for the Federal Senate. The statement came as a shock to many, with the Consul (the president of the Senate) calling on all states to ratify them.

The Consul further told reporters that the amendments are “a necessity if the Senate wants to live by the principles of the Founding Fathers of the Republic: a republican society like ours needs to be ruled by the people.”

Consul Daniel Nurman has presided over the Senate since 2005.

The statement shocked many as this is the first time the Consul shows it support for the amendments. Prior to this press release, Consul Nurman was quiet and never mentioned the massive changes coming into his chamber.

To many, this is a significant moment for the ratification movement. “When the Consul comes out in favor of the amendment, not only does it give more legitimacy to the changes, but it also demonstrates that the Consul and its fellow Senators know the reforms will happen” said Katrina Sarmanuza, professor at the Catholic University of Catamarca.

When asked if the Consul planned to run for a fourth term, Nurman told reporters that he will do so “only if the people of Francisca want me to”. Nurman has been Consul for three terms, which means that by next year’s elections, he would have led the upper chamber for a total of six years (2005-2013).

Francisca Approves Amendments.


This afternoon, the Franciscan Commonwealth Assembly passed the Senate amendments. The vote, which saw a clear majority, came after weeks of heated debate between the members of the State’s assembly.

In their statement, the Commonwealth Assembly said that the “Federal Senate must come in touch with the wishes of the people that form part of this Republican Union. Francisca has always supported the Republic and this vote demonstrates our commitment to the people and Constitution of Frescania.”


With Francisca in the yes camp, the Amendments seem to be in their way towards approval

With this news, the amendments take an important step towards full passage. Chancellor Miguel Carmelas told reporters that he was “delighted” the Franciscan assembly had taken “the route of progress by approving these amendments.”

The ratification movement saw their opposition evaporate when Consul Daniel Nurman came out in favor of the amendments. Currently, only the Andaluzian elite is against it, while the Nord Pays legislature are still divided, but recent poll show them moving towards ratification.

Former President Enrique Correa Dies



This afternoon, Enrique Alejandro Correa, Democratic President from 1963 to 1965, died at the age of 85 at his home in San Pedro.
Under his presidency, Frescania’s educational system was expanded. Many remember his commitment for the promotion of better education throughout the country, and during his term in office, Correa successfully increased the budget of the Ministry of Education to an unprecedented $1 billion.


Enrique Alejandro Correa was president of Frescania from 1963-1965. This is his official presidential portrait.

Family members have told reporters that Correa died peacefully at the age of 85. The former president had suffered a heart attack five years ago, but doctors are saying that it is unlikely this was the main cause of his death.

From Suionia, President Rodriguez sent his condolences to the Correa family, and said that all of Frescania “mourns the death of a great professor”. Former president Gabriel Serrano told reporters that the country “has lost one of his finest minds”.

Pumecia Approves Amendments, Catamarca Rejects them


In different votes today, the states of Pumecia and Catamarca voted on the Senate Amendments. The Pumecian unicameral Congress of Deputies overwhelmingly passed the amendments. In their statement, the Zulian leaders stated that the federal senate “must joined the rest of the Frescanian government in the 21st century, in which the people decide who runs the nation”.


The Pumecian yes and the Catamarcian no put the decision in regards of the amendments to the legislators of Nord Pays, a state where polls show a divided Chamber of Deputies and State Senate.


Within hours of the Pumecian vote, the State Assembly and State Council of Catamarca voted against the amendments. Citing Andaluzian concerns, the leaders in Leon told reporters that “Catamarca cannot allow the Federal Government to acquire more power than allowed under our Constitution”.

With these votes, the “yes” is ahead with 5, while the “no” has 2. Amendments will pass once they obtained a two-thirds majority, which means 6 states need to ratify the amendments. Nord Pays is the sole state remaining that has yet to vote, and it will become the place where the advocates of both camps will lobby to see the passage or downfall of the Senate amendments.

Former President Calls on Government to Act against Zamosca


In a press conference, former president Alejandro Gutierrez told reporters that the government’s stance towards Zamosca “is outrageous. The government moved from vocal opposition to an apathetic policy”. The former president has opposed the independence of Zamosca since it’s begin, calling it “an imposed imperialistic regime ran from Talemaniki”.


President Gutierrez’s comment come as the government’s opposition to the Zamoscan independence has decreased. A change of policy towards the independent kingdom is unlikely, but the silence has angered many within both the democratic and socialist parties, especially as the AB 210, a law that would provide "any assistant" to democratic movements, has yet to be signed by President Rodriguez.

“Many within the Assembly see the delay of the President’s signature as a sign that Miraflores will not promote an aggressive republican foreign policy”, said Pedro Marquez, professor of Frescanian government at the Royal University of Terrastania.

“Gutierrez’s statement just amplifies the resentment that is felt by many in parliament and the citizenry. President Rodriguez should have the document flown to Suionia and sign it if he does not want to see his government collapse”.

A recent poll give former president Gutierrez a 75 percent approval rating, making him one of the most popular presidents of Frescanian modern era. Even more surprising, many think that the Frescanian Constitution should be amended so that Gutierrez can run for a third term in office.

The Grand Duchy would like to encourage the Frescanian government not to adopt a policy similar to that of Europaland, which in essence gave a blank check to insurgent groups. While they are free to promote whatever ideals they may prefer, they should not do it contrary to the will of another people.

President Rodriguez Signs AB 210


Minutes after arriving from Suionia, the President of the Republic, Manuel Rodriguez signed Assembly Bill 210, also known as the Republican Shield Act, into law. The President told reporters that with the signed law, Frescania “will expand its current foreign policy tools and promote the inherit rights of liberty throughout the world”.

AB 210 gives foreign democratic movements Frescanian moral and financial support. At $3.2 Billion, Republican Shield will give the Ministry of Foreign Affairs a new way of promoting Frescanian interest through the world. President Rodriguez failed to mention whether military support will also be part of this new Frescanian tool.


President Rodriguez signed AB 210 “Republican Shield” into law this morning.


Experts are not surprised that AB 210 was signed by the President. “Frescania has always had a revolutionary spirit on its foreign policy, only our top leaders have been capable of restraining it” said Jorge Marcos, professor of Frescanian foreign affairs at the Catholic University of San Leandro in Pumecia.

When asked if Frescanian foreign policy would drastically change, Marcos told us that “the Republic’s foreign affairs will not become radicalized. However, we can our government to pressure other countries to allow more democratic and republican ideals into their systems”.

THE Oceanic Realms wish to clarify with cordiality that Implaric-Oceania, and the Peoples & Patriots of this region, shall not be seen or used as an experimentation zone for the "revolutionary spirit" as promoted by the Frescanian Republic. We respect our Frescanian colleagues as business partners, and have in the past trusted the stability it has provided to Himyar, yet we cannot and will not follow our friends down this path of republicanism or revolution.

Democratic movements experience an admirable degree of independence and rights of expression in Oceania, and this Covenant does not intent to curb these traditions. What we have experienced first-hand in the past, however, is how moral support and financial aid soon evolve in to arms smuggling and incitement of violence against lawful institutions. Cantignia can promise that it would not dare to interfere with Frescanian interests outside of our Oceanic proximities, and we duly hope, that Frescania should never seek to interfere with Cantigian interests within these friendly confines.

Frescanian Troops on the Move, Plane Destroyed


Yesterday night, Frescanian troops began moving from their bases in Southern Bantyr westward, our journalists report from the Nordic front. The news came hours after President Rodriguez’s departure from Suionia.

Reporters tell us that the orders to march “appear to be from high levels within the chain of command” and there are no words on whether orders came after an agreement between Frescania and Suionia. However, troops are to move west towards a new territory.


The FAF-18 Eagle is the Air Force’s primary aircraft.


At the same time, a Frescanian FAF-18 Eagle was shut down while taking part of the Air Force’s control of Bantyr’s skies. Reports came from the ground that Frescanian troops quickly moved towards the sight of the shooting, but it is unknown whether the perpetrators of this action were caught or not.

Neither the government nor the presidency has mentioned any changes to Frescanian policy in the Bantyric War. President Rodriguez promised to end the war, while Chancellor Carmelas has been a supporter of the conflict since its start. It has yet to be known whether this difference has caused any problems between the two men. Frescanian troops continue their support to the Suionian caused of self defense after Bantyr attacked the Nordic Kingdom.

Government Announces Numerous Economic Reforms


In a surprise move, Chancellor Miguel Carmelas stated to the National Assembly that his government will be presenting a number of legislation that will promote “more competition” with the Frescanian economy.

The Chancellor told the lower house that Frescania’s economy “must growth to levels we are incapable of imagining. We must do everything within our power to give the private sector what it needs to create jobs.”



Chancellor Carmelas’ statement shocked many that saw the Socialist government as followers of statism.


According to sources close to the Chancellor, the first legislation of this agenda is to cut the corporate tax from its current 27 percent to 15 percent. The reduction of such taxes will reduce the government’s revenue in from private companies, but the cut is expected to attract investment in the country in a global climate that has seen a turn towards protectionism.

Frescania’s economy has been slowly growing, but the political situation throughout Himyar makes the country an attractive location for investment. “Carmelas is taking advantage of the current geopolitical crisis in the region and world” said Vicente Martin, senior fellow at the Economic Council, an economic think tank in Fortaleza Real. “Jurzan and Altai are too poor, Talemantros too authoritarian, and the rest of the region is isolated. The only country that is market friendly is Frescania.”

The announcement comes as a surprised to many experts, who see the Socialists as social democrats: pro market, but with high emphasis on social policies. The Chancellor’s move has sparked rumors that the Socialist Party will be moving towards the Democrat’s economic sphere, which could cause a convergence between the two parties.

Socialist Elect Cesar Vizquel As Chairman


This morning, the members of the Socialist Party elected Cesar Vizquel as their new Chairman after weeks of heated debate for the top party job.

Vizquel, a party faithful and former senator from Nord Pays, comes from the ranks of Chancellor Miguel Carmelas’ liberal wing. Vizquel won the Chairmanship after weeks of disputes within the Party as the Chancellor’s leadership moves the Party to the center of the political spectrum.


Cesar Vizquel was elected Chairman of the Socialist Party after weeks of internal debate.


Vizquel’s victory demonstrates the continuous influence of Chancellor Carmelas over the Party. To experts, the triumph of the liberal wing also shows the Party’s shift towards the center, ending the Party’s influence of left wing ideology. Yesterday’s announcement of liberalization reform is the primary proof of the Socialist’s shift.

“This is a victory for our democracy” said Gabriela Lupatine, Associate Professor at the University of Catamarca, “Vizquel’s clear win illustrates two facts within the Socialist Party: First, that it is divided, there is no consensus of the way Carmelas is running the Party. Yet, while fractured, the Party continues to follow the Chancellor as it has leaded them through four consecutive governments. They might dislike his politics, but they love his leadership”. Cesar Vizquel will take the realm of the Socialist Party next week during their annual convention.

:!: Secretary of Defense, Marco Perez, announces that the 9th Andaluzian Division and 6 of ships, including the aircraft carrier ARF Francisca, will participate in military exercises in Altai. Perez told reporters that this is a way to “promote cooperation between nations that want peace in Himyar”.

:!: Members of the National Assembly begin discussion of possible economic reform laws. Chancellor will introduce new corporate tax law in the upcoming days.

:!: Secretary of Foreign Affairs, Ricardo Gomez, meets Mikhail Pavlichenko, his Altai counterpart, in Fortaleza Real. The Ministry released a statement mentioning that the meeting comes as the Republic looks into expanding its ties with Altai and promote democratic reforms in Himyar.

Democrats Agree with Government’s Tax Cut


The Democrats in the National Assembly have endorsed the Government’s plans to cut the corporate tax to 15 percent.

Pierre Chomirac, leader of the Democratic Opposition, told members of the Assembly that the Democratic Party “fully agrees with the Chancellor in regards to the corporate tax cuts.” The Democratic leader continued by praising the Chancellor’s initiative, stating the “Government has finally taken seriously the economy of the Republic.”

Chancellor Carmelas’ announcement took experts and many within his Socialist Party by surprised, as the officialist party is ideologically opposed to pro-market initiatives. While the reasoning for the move is still unknown, the move will certainly hurt the Socialists with their core base and give more legitimacy to the Democrat’s economic plan. To many, the statement by Chomirac is a non-starter.

The Government will introduce a draft of the new corporate tax bill within the coming days, which will allow the National Assembly to debate and amend the bill for a few days before voting on it. With the Democrats’ support, the bill is expected to swiftly pass.
