[GØTERNHAVN] - The official offer of the Austwegian Government has been given publically to Joachas and his subsequently to his sister, Queen Julian. The offer is something that is entirely complex and seeks to answer the succession crisis, while still maintaining the status quo with Jydermark. In effect, a compromise between the disagreeing sides of the Parliament which have threatened to tear the country apart and thrust it into constitutional crisis.
The offer is as follows, where Joachas is given the throne, and title of His Majesty King of the Austwegians, the King of Østveg. Subsequently he must accept the terms:
- That Joachas learn the common West Norse language of Østveg, subsequently known as Austwegian before his sixteenth birthday. Failure to be able to hold an address and questioning to Parliament would subsequently forfeit the crown to the choice of the Austwegian Parliament, with the preferred replacement to be Monarch of Jydermark.
- That Joachas shall only hold the role as Head of State. He is expected to maintain a Council of State which are to be his own ministers within the respective arenas of Labor, Economy, Fisheries, Transportation, Foreign Affairs, and lastly of War and Defense which is a post that shall be directly appointed by the Jydermark Monarchy in order to allow for coordination in which the Jydermark Queen or King is to hold the status of Commander in-Chief. As Østveg maintains no standing Army, Navy, or Airforce, the defense will continue to be maintained by prior agreements made by the Two Kingdoms. This defense arrangement must be reconsulted at the end of the reign of each King or Queen, with the question in mind if Østveg should maintain its own armed forces separately from the Two Kingdoms, thus ending the last formal tie to Jydermark. This question may also be visited at Parliament’s own prerogative upon the request of the Crown of Jydermark, or the Parliament itself after 25 years.
- That Joachas must produce an heir. This will follow through a process of absolute primogeniture. Failure to produce an heir will cause the crown to immediately return to the current holder of the Crown of Jydermark.
- That Joachas shall recognize that Queen Katrine Frederikke is Queen of Jydermark, and agree to not carry arms to seek the full independence of Østveg. Such maneuvers shall terminate his reign, and pass the crown to Queen Katrine Frederikke.
- The Council of State does not hold the power to set policy, only to reflect the actions of the Government, the people of Østveg. They may advise Joachas and his successors, but they do not hold any powers as they are not appointed by Parliament. Joachas may change the persons within the Council of State at his own lesiure, with the exception of the Councilor of War and Defense.
- Joachas must reside for the entirety of his time as King of the Austwegians until his 18th birthday within Østveg or Jydermark. After which, he may leave the Kingdoms at his own prerogative; however, he may not reside for more than 10 months of year at any point in his reign outside of the Kingdom. Such action will forfeit the crown to Queen Katrine Frederikke. Parliament shall provide for the creation of a summer house for residence of any of Joachas’ own family from his native country for visits until his 18th birthday.
- Joachas is expected to spend winter months until his 18th birthday in Gøternhavn to better understand Scanian, Nord, and Gothic court culture at the court of Queen Katrine Frederikke. Failure in the cooperation of Her Majesty, shall automatically require the immediate question of a new Commander in-Chief by Parliament.
- Any action in which the crown passes to Queen Katrine Frederikke, shall also set forth a referendum in which the Government is not bound to the results of, but must consider the proclamation of a Republic.
- A response to the demands of Parliament is demanded within two months.
Queen Katrine Frederikke has not issued a formal response, and it is expected that the Crown shall wait and see the response of Gunnish boy. ■
