Your Excellency,
The Secretary of the Interior has requested that I inform you that a national of your country has been detained by Pelasgian law enforcement authorities. Specifically, an individual by the name of Luka Horvat (born in Svetograd, 07/04/200-), passport number **************, permanent resident of Svetograd, occupation student, was detained by officers of the Imperial Politarchy Corps while riding on the Himyar Express train from Propontis in the northward direction with Svetograd as his declared final destination. Mr. Horvat was placed under arrest for carrying prohibited literature of a terroristic kind and on suspicion of public order offences and terrorist activities.
He was then transferred to the custody of the National Guard, which is currently holding him at Nea Lykaonia Prison pending a preliminary hearing before the Penal Division of the Propontis Prefectural Court. Pursuant to customary international law and to appropriate international treaties, the Pelasgian Empire intends to provide the @Socialist Commonwealth with full Consular Notification and Access to the Mr. Horvat. As such, Your Excellency or another member of the Mission has a right to visit Mr. Horvat and to do so at every stage of the process. You will find a detailed description of the circumstances of his detention and the charges being contemplated against him attached to this communication.
