| Memorandum concerning freedom of navigation and Long Sea militarization |

The security of international waterways has always been one of the foremost priorities of the Anti-State when conducting its affairs with state entities, their preeminent importance for the free prosecution of global commerce and free travel accepted by our polity as worthy of unwavering protection. In particular, the bodies of water collectively known as the Long Sea have long been identified as one of the primary arteries of global exchange and have thus been, for many years, under the special watch and protection of the Anti-State and its associated organs.

It is with great concern that the Anti-State has looked upon past events that have upset the delicate serenity of the Long Sea, as without exception, they have proven detrimental to the safety of shipping through said body of water. Many times, the Continental Navy has, with determination, come out in defense of Long Sea stability; many times, the Anti-State has secured the neutrality of this threatened body of water, to be used by non-state and state actors alike in a fashion deemed most suitable by each individual party.

Last year, after yet another time when freedom and peace in the Long Sea were threatened, the Anti-State underwent the unprecedented step of offering the full capacity of its naval facilities for purposes of docking and interdiction not only to allied state entities, but to all entities that would sign up to a common framework for permanently neutralizing and internationalizing the Long Sea, regardless of the bilateral relations enjoyed by the Anti-State with these entities. To emphasize its willingness to permanently resolve the recurring issues arising in the Long Sea, the Anti-State unilaterally withdrew its forces from the western Long Sea, also known as the 'Claret Sea', as a sign of good will and commitment to a state of affairs in the Long Sea that would see a permanent downgrade in the presence of military forces by all actors in the area.

The Long Sea is now more militarized than ever and the Anti-State's calls for a truly neutral global body to oversee Long Sea affairs has not found universal acceptance. It is instead with great regret that we take note of the creation of the so-called 'Claret Sea Council', which ostensibly according to its charter is a regional body for overseeing trade disputes, but is merely a thinly veiled attempt by certain forces to assert hegemony over the Long Sea. In fact, it is its very own charter, it references the destabilizing events that the Anti-State had called to permanently prevent through the creation of a so-called Long Sea Authority as one of the reasons for its existence, proving that it has been, in essence, set up to undermine Anti-State efforts at securing international peace and cooperation.

The Anti-State regrets that it has not been consulted before this disruptive entity was formed. Indeed, the very charter of the 'Claret Sea Council' opens membership to states, and thus, by design, excludes the Anti-State from participation. We regret that this hostile move has gone unchallenged, as it is a direct step back concerning the international customs that have been established regarding the conducting of affairs between states and non-state polities over the last decades.

Yet, the Anti-State has shown remarkable restraint in the current crisis that has arisen from this attempt at defying a global solution to the conflicts that continue to flare up in the Long Sea and threaten the vital economic and security interests of Touyou. Whereas we throw our full support behind the Freedom of Navigation missions undertaken by our DDI allies, the Continental Navy has thus far not returned to the Long Sea, emphasizing our continued patience and hope for peaceful resolution, even as all evidence points towards an attempt to encircle and strangle the Anti-State by obstructing its free navigation through a region declared an area of vital antistatist interest. Indeed, the freedom of navigation of all entities that are not associated with the exclusionary entity set up is now in question and should be a matter of severe concern for states and anti-states worldwide.

The Anti-State calls for the end of diplomatic brinkmanship that does nothing but engender conflict and heighten the risk of an armed confrontation in the Long Sea, and will pursue to that end all policies deemed essential. We call for all affected parties to return to the negotiations that were offered in 2019 to find a permanent, global solution to security oversight in the Long Sea that will safeguard the vital economic and navigation interests of all state and non-state polities while reducing military activity in the area to the essential minimum. The Anti-State is open to attending international functions to facilitate developments conductive to these goals without any further prior conditions.

To whom it may concern,

The Claret Sea Council represents the best chance the Claret Sea has at peace, precisely due to its nature as a body run by the Claret Sea states, for the Claret Sea states. It has no authority to regulate the Claret Sea, and claims no such authority. It is a dispute resolution and trade negotiation body. We find it peculiar that Touzen demands to be consulted over a trade and dispute resolution body in a region so far from its own, before the local states agree to it. Perhaps Touzen sees itself as the global hegemon, a view which the Claret Sea states clearly do not share. The Claret Sea Council has never obstructed freedom of navigation in the Long Sea, not that it could, and no State in the region seems to be doing so at the moment.


Claims of foreign bodies "encircling" Touzen thus have no reflection in factual reality. If Touzen wishes to join the Claret Sea Council as an observer, it is free to do so at any point. However, if Touzen instead insists on enforcing for itself the role of a hegemon in a foreign region, it will find that the local States are not willing to cooperate, as it did the last time it attempted such a design. The Claret Sea has no hegemon. Instead the local States resolve their own disputes peacefully and diplomatically, as sovereign equals. Our willigness to submit our dispute with Montedoro to the CSC's Dispute Resolution Tribunal, despite the obvious disparity in strength between our countries, is testiment to the willingness of the Long Sea States to deal with their disputes peacefully.

Upholding International Peace and the Rule of Law

The Anti-State addresses the international community today with a message of unwavering commitment to peace, multilateralism, and the rule of law. In light of recent developments concerning the proposed summit in Wien, aimed at establishing a successor to the European Forum, we express our profound concerns over the exclusionary and divisive approach being adopted.

The European Forum, despite its many shortcomings, has historically served as a cornerstone for international dialogue, cooperation, and conflict resolution within a legal and enshrined framework that respects the sovereignty and equality of all nations. It was only last year when the shortcomings of the forum in fully facilitating its goals were for the first time being tackled in response to hegemonial ambitions of some of those that are now calling for its abolition.

The initiative to replace it with a less inclusive assembly, particularly under the shadow of ongoing Tarusan aggression, is not only premature but fundamentally undermines the principles of egalitarianism and collective security that have been the bedrock of international relations and the founding motives of the short-lived Valls Pact.

The Anti-State vehemently opposes any efforts to form a new, restrictive forum that marginalizes numerous nations and serves as a mere facade for the unilateral ambitions of a select few. Such endeavors threaten to destabilize the existing international order, exacerbate tensions, and erode the foundations of global peace and security. These are concerns that we share with our friends across the sea in the Federation.

In alignment with our long-standing principles, the Anti-State advocates for the re-empowerment and revitalization of the European Forum within its original legal framework. We propose Vrijpoort or another suitably neutral venue as the new home for the European Forum, ensuring its independence and effectiveness in addressing the challenges facing the international community.

The Anti-State calls upon all nations, regardless of their current standing or past animosities, to join us in supporting a truly inclusive, democratic, and rule-based international order. We are ready to collaborate with governments worldwide to facilitate the reconstitution of the European Forum and to reinforce an international system grounded in the principles of justice, sovereignty, and mutual respect.

The challenges we face as a global community require collective action and shared responsibility. Only through genuine cooperation and adherence to the rule of law can we hope to address the pressing issues of our time and ensure a peaceful, prosperous future for all nations.

We urge the international community to stand together against short-sighted attempts to compromise our long-term security and to reaffirm our commitment to an international order that truly reflects the values of equality, justice, and universal respect.
