First, allow me to express once again my congratulations on the successful conclusion of the national revolution in Saaremaa and the consolidation of your government which, I believe, will prove to be successful than the monarchist-plutocratic predecessor. Indeed, congratulations are in order as our ethnic and cultural cousins now arise from the throes of reaction towards a new, better Saaremaa. The struggles that you have experienced are familiar to me and the Fennians as a whole. After all, a similar sequence of events preceded the establishment of the National Unity Front and my administration, and we then overcomed the same threats that you overcame now.
Thus, we believe that time is ripe for talks of deepening cooperation between the Fennian and Saaremaan peoples, in recognition of our historical brotherhood, the similarity of our national visions and the common challenges we are facing in today's world. Accordingly, it would be my desire to invite you to Kalevala as my personal guest on a visit of state. My belief is that this woould send a strong message of the renewed Fennian-Saaremaan friendship and provide ample opportunity to discuss bilateral cooperation between our governments.
Though I will gladly welcome any suggestions which your government might offer regarding the topics of such a visit, should you choose to accept it, allow me to discuss initial propositions that the Union wishes to put forward during such a visit. First, we are ready to suggest a Treaty of Friendship, Cooperation and Assistance to be signed between Saaremaa and the Fennian Union, which would enable cooperation between our two nations in military, political, economic and sociocultural aspects. I propose that the exact specificies of such an agreement would be discussed in this meeting.
Second, it is my desire to discuss the matter of the Loago Commonwealth and any Saaremaan plans to reassert control in that region of Himyar. Its current status is becoming increasingly untenable from the Fennian perspective given the pressure put on the Union Army and the Protected Territories Police by the uncertainty involved in nonstate armed bands on the borders of the Protected Territories, and due to the evident concern that a spillover into the Protected Territories would occur.
