To the governments of: Agderrike, Cantignia, Danmark, Frescania, Great Engellex, Eiffelland, Havenshire, Ivernia, Jurzan, Mezhist Union, Potenza, West March, Sylvania, Karlovia

The People's Council of the Parthian Union wishes to draw the attention of the countries of the world to the events unfolding in the Scanian nation of Agderrike. While we sit and wait, telling ourselves and others that we are thinking and we must wait to see if the conflict escalates before taking action, the army surely has regrouped in the north and the civilians are surely forming paramilitaries by now in the former great nation of Agderrike. Wars are the worst things that happened in the story of humanity, but worst of all are the civil wars, as they turn an entire people against itself, brother fighting against brother.

While we already see this crisis unfolding since the death of King Haakon V, this succession crisis has not only escalated with the arming of the pro Lovisa partisans and the arming of the pro-Frederik partisans, but also evolved, now being a social war, in which the liberals and socialists have united to create a republic and the conservatives and reactionaries have banded together to restore the monarchy. The leaders of both camps do not think of how great will this bloodshed be; they will do anything to win and declare victory after this crisis will be over; the social nature of this conflict will surely create fanatics on both sides and will bring the nation to a stance where there is no middle ground.

It is in our duty, as nations of the world to try to help the people of Agder and Fey to survive this crisis and give them hope for another day in which there is no threat of a bomb falling in your garden or you apartment being stormed by enemy soldiers. That is why I ask you all to create an international peacekeeping mission in which we will intervene and try to stop the Agder and Fey potential civil war. We, as a league of Nations will help the Agder people by giving them supplies if fights have broken out and to avoid the civil war we will organize a referendum in which the Agder people will vote what government system they wish to have: a Constitutional Monarhy under Frederik or a republic.

By organizing this referendum, we will show the Agder people that there is no need to fear the future, as nations of all ideologies, humans or all races and religions have joined together to help them get past this crisis. After the voting count, the Expeditionary force will end its mission and a transitional government will be created which will organize general elections. Elections and voting. Those are the two most important things that showed us all that humanity can progress and evolve. Why is there the need to kill each other when a referendum can resolve this issue? This is the main question of those times. As you all can see, if the peacekeeping mission is made only of Danish forces or only of soldiers from countries that support the republic, there will be a conflict of interests. That is why, invited in this operation are nations of all types, socialists and capitalists, republics and monarchies. I hope that we can unite and set up an example to what it means to have progressed, to unite for the cause of peace.

In response to the missive sent out on behalf of the The Union of Democratic Popular Republics of Parthia, addressing their concerns raised regarding the building crisis in Agderike, we respond not only to Parthia but publicly to all nations so far who have been contacted, or become involved by some other means, in this crisis. We have already made our feelings known on this subject in several, short public missives to Frescania and Agderike seperately, but in this joint statement we wish to clarify our position and our feelings on the matter to all nations, though a full, Assembly-approved policy has not yet been drafted, let alone voted, and as such the sentiments evoked should be considered provisional, and not a binding indication of Havenshire's final foreign policy on the matter in all situations.

The death of King Haakon V, and the ensuing secession crisis, whilst regrettable, elicited and elicits no concern of ours. We wash our hands completely of monarchistic politics, and rise above the petty squabbles of competing autocrats, whose only desire is to secure a lifelong dictatorship by right of mere parentage, rather than the explicit democratic consent of the people. As long as the Crisis was and is concerned with the secession of the Agderikan Monarchy, the crisis, whilst tragic in the cost it may glean of Agder lives, is of no concern to ours.

However, as the UDPR of Parthia has noted and noticed, the crisis has evolved, and significant, if currently minor, factions exist which seek to give voice to those people who demand political representation of their own, through liberal and or socialistic means. We consider this an adequate sign that the peoples of Agder and Fey deserve international attention and, whilst we cannot at this time lend even notional support to the idea of an International Peacekeeping Mission, nonetheless, it is clear that, as the war that looms has raised the issue of popular sovereignty, it is unquestionably a matter of interest for us all.

Havenshire is as such prepared to publicly make known its sympathy for the people of Agderike, and will consider carefully any international iniatitives to secure the peace in Agderike, on the understanding that any iniatitives thus taken not be done so to the favour of any one faction, monarchistic or otherwise, but for the good of all, towards perhaps an internationally-backed referendum or some other method of securing governance which includes the right of the peoples now suffering to determine for themselves who shall rule them.

To such end, we are happy to consider all options, and will vote democratically ourselves on any internationally-agreed resolution to resolve this crisis, up to and including a potential International Peacekeeping Mission, though at this time we have no inclination towards supporting such a measure.

The High Kingdom of Ivernia agrees with this idea and pledges to support it fully. A Civil War in Agderike, in the Gothic Sea, threatens to set about a destabilization that send ripples across the waters to other nations, especially those just recently embroiled in the Northern Wars of 1950.
The High Kingdom pledges both military support for peacekeeping and more importantly aid for the civilians of Agderike who are being wrought with civil war. We would wish to hear an agreed upon international plan of actions for how much involvement would be appropriate for the conflict.
Ivernia has taken a side already with the conflict, and so will only send as much aid as seen to be appropriate. Ivernia does not wish to be seen as attempting to extend it's influence unduly into Agderike.

We welcome this bold humanitarian intervention from the Parthian Republic. Its essence is worthy of being brought to bear and is in line with what we understand to be the position of the Royal Council of State that represents the Dual Crowns of Danmark, Agder and Fey.

The Royal Council
has made its own position clear in which it has invited efforts for peace to be brought to bear via a peace-keeping mission. As yet, this Kingdom has yet to make its own position clear on the issue but a statement will be due in forthcoming days following a parliamentary debate in Christiansborg. However, it is known that Gladsheim has issued a wish to partake.

The initiative from Parthia is a worthwhile venture though we do not share its entire analysis of the situation as being too simplistic, but perhaps it shall do as a nut-shell summary.

It is warming to see that in stark contrast to the hot-headed war-mongering and control-freakery of the Frescanians who have revealed their real agenda to the world ~ one that is shocking and has cast a black cloud over their once glorious reputation ~ that some nations do retain a steady and calm head. They are the ones that emerge much larger from this and for them, who's purposes reside more in peace than war, we can only commend them. This is a good day and one worth celebrating.

We shall be engaging in closer efforts with these nations over this and other strategic issues outside of this current humanitarian and peace-keeping initiative.

However, we cannot forget that even though a decision as to exactly how Danmark may assist the people in Agderrige has not been formally taken, we cannot and will not turn a blind eye against them. They are our Scanian brothers and we have seen even ordinary Danes pledge assistance.

not, as too many foreign ministries have come to believe or have been mistaken, the state of Danmark. The Royal Council and the governments of both the two states are clean and separate institutions though there is a complex interlinking between all three due to the Crown. The Crown is not singularly Danish but both Danish and also Agderic in that position. Remember, there is the Crown of Danmark and the Crown of Agder and Fey - it is just that they are both held by one sovereign. Hence talk of the 'Danish king' whilst partly correct is also not entirely accurate as he is also equally the 'Agder king'.

The Mezhist Union once more affirms its position, that we call for a peaceful resolution to this crisis to deflate it and keep it from escalating. We have made clear our position, who and what shall we support, and this clearly goes in line with our intentions. We shall continue to support the efforts of the Royal Council of State, which represents the Dual Crowns of Danmark, Agder and Fey, and its unshaken purpose of ensuring a peaceful transition of power. Be it a Republic of, for, and by the Agder people, or a Constitutional Monarchy under the most magnanimous King Frederik III, that the Royal Council of State has been attempting to establish talks within the Agderike from the very beginning tells this us that this conflict is completely unnecessary, and the result of tragic, bullheaded misunderstanding.

This Great Union shall contribute to the Peacekeeping efforts as required of us. We, the Swieczieman Naród shall ship in food, and medical supplies to the people who most direly need them. We shall send medical personnel and volunteers to tend to their bodies, socio-psychological professionals to tend to their hearts and minds, and chaplains to tend to their spirits. We shall deploy a legion of helpers to assist in keeping the peace, in coordination with the peacekeeping efforts of other involved nations: non-enlisted volunteers who shall not go under arms, but rather, armed with a message of peace, and the power of hope in a future in Agder and Fey without any needless bloodshed and petty violence. Men, women, and even children of the Naród shall go on this sacred mission, adding what they can to the protect this peaceful process of transferring power to where it is needed.

THE Grand Covenant of Cantignia cannot and will not be enticed by this obviously crafted honey-trap which plays in to the Communist & Republican end-game at the expense of both Norsk racial and civil stability. If Europe is to erect any actual humanitarian endeavor in support of Agder & Fey it must be a domestic design from legitimate Norsk racial properties, not the invasive perversions of Dansk & Parthanian designs.

Lord God our Savior Jesus Christ works towards valid destinations, not the dream-scapes of peace or equality imagined by the mentally deranged of Communist Europe. Some terrible mistake has lured the nation of Agderike and several greedy nations towards of a path of sin that we find positively wretched here in Vesper.

To wash our hands clean of this doomed affair, Cantignia shall entrust its personnel, supply, and currency support in to Suionian responsibility - true allies of the Grand Covenant. Inflicted by its own terrors as a Monarchy, Suionia can allocate aid to precisely those who deserve it in the rapidly deteriorating Scanian region.

TO THOSE ADVOCATING INTERVENTION UPON THE AGDERIKE SUCCESSION CRISIS
I am instructed to DELIVER on behalf of her Imperial and Royal Engellexic Majesty;


Her Engellexic Imperial and Royal Majesty the Queen-Empress, Charlotte of Great Engellex, has determined it proper that her Majesty’s Secretary of State, the First Lord, of Aldwych d’Evercy House acquaint those European Nations concerned, that she has found herself under the necessity of having to withdraw her Ministers from those Courts, and metropolises of fascism and communism, and of adopting provisionally measures of just retaliation against commerce and navigation of those nations insisting on intruding upon the affairs and responsibilities of those nations and powers directly associated with Saamiskavia and the Kingdom of Agderike and Fey; inclusive of the Empire of Great Engellex, a guarantor of Saamiskavian liberty and security, and her Majesty the Queen-Empress Charlotte of the House of Cavendish-Bentinck-Nareath (a branch of the Aren Royal House).

Deeply as this event affected the interests of the Empire of Great Engellex, her Majesty chose, nevertheless, to forbear, on this painful occasion, all recourse to the tried and affectionate attachment of her Engellexic Crown Subjects. Her Majesty remonstrated, by amicable negotiation with the Council of State; against the injury Queen Inger Lise of Østveg had sustained, and rested the Engellexic claim for reparation on the moderation of the Danish conduct, on the justice of Queen Inger Lise of Østveg’s true representation, and on the common interest which the Kingdom of Danmark must ultimately feel with the Empire, to resist a system destructive of the security of all lawful possession. But when, instead of receiving assurances conformable to this just expectation, her Majesty was informed that the determination had been taken of excluding, by force, the lawful accession of Queen Inger Lise of Østveg to the throne of the Kingdom of Agderike and Fey, from the assembly of irregular and regular land forces; her Majesty could no longer delay to act without neglecting the imperial duty which Great Engellex owes to the people of Agderike and Fey.

The dignity of her Majesty’s Crown, and the interests of her Crown Subjects and the people of Saamiskavia, equally forbid her acquiescing in this open and unprovoked aggression.

Her Majesty the Queen-Empress has no doubt of the full support of the Imperial Parliament at Dulwich, in vindicating the honour of the Engellexic flag, and the freedom of the peoples of Europe to self-determine their form of government – the Divine Right of Kings should not receive houseroom in any metropolis of Europe, the consent from delegated representation should form the foundations to any and all Realms of Europe.

Her Majesty will look with anxious expectation to that moment, when a more dignified and enlightened policy, on the part of the Kingdom of Danmark, shall remove every impediment to the renewal of prosperity and friendship with a power with whom her Majesty has no other cause of difference than that now created by these hostile acts.

We concur with the statement of Her Imperial Majesty's Secretary of State that in essence the two realms of Engellex and Danmark are two neighbours that on the world scale and in general do indeed find great areas of convergence, a relationship struck in the dying days of the so-called 'Great War'. This is not to be in any sense doubted and evidenced by recent history.

Needless to say, I do feel the need to raise a several areas that require clarification in order to set the public record straight and also for accuracy and reflection in all foreign ministries. However, this statement shall be short pending a full statement expected within the next few days.

Firstly, contrary to many inaccuracies which I have the daily misfortune of reading in press clippings across my desk, the state of Danmark lays no claim to the territory of Agder and Fey nor to its crown. This assumption that this is a desire of this country is plainly wrong and needs to be settled now and this is something I shall do here. This automatic conclusion of some foreign ministries seems either borne from misunderstanding of the complex situation that has unfolded, unfamiliarity with it, or deliberate misinterpretations in order to fit a pre-conceived intention. Without running into two much detail, the law of Agder and Fey as written and published made it clear that the Crown was to pass to King Frederik III of this country (in rejection of the Crown by the heir-apparent of the Late King Haakon) who then assumed the title of King of Agder and Fey. Whether this is acceptable to outside nations in their own notions of right or wrong is not intrinsically relevant. It is, however, quite clear that the laws of a sovereign state clearly indicated this, and the laws of sovereign states need to be respected and not reinterpreted or cherry-picked on selective whim and convenience.

Secondly, it is becoming quite clear that this constitutional crisis besetting Agder and Fey could well have been resolved amicably (which I shall touch on shortly in this statement) but that the intercession of external nations that not only violate the sovereignty of Agder and Fey, for their various reasons, has only gone to stoke tensions further. This is not something this realm ~ Danmark ~ ever wished or wishes to see occur. Unlike all the nations that have suddenly found themselves like the poor unfortunate person who has inadvertently swallowed a wasp and now frantically runs around in a flurry of screaming, this nation has been very clear from the outset that as the people of Agder and Fey, like those of Arendaal and the smaller communities of Scania, are commonly all linked together as Scanians, we do not wish to see tensions stoked within any land of our kin. But the actions of some nations ~ notably Frescania ~ are counterproductive. In their hotheadedness, they have only gone on a rush into something that they did not really think too deeply about, unless it was for their own aggrandisement - which is my concern at some nations on this issue.

Thirdly, and to a degree linked to the first point, there has never been any attempt at a forcible possession of the realm of Agder and Fey by this nation. Contrary to the much publicised statements fluttering from several foreign ministries, facts fly directly in the face of them. Careful analysis does not see this nation sending any troops upon any invasion. It does not see this nation sabre-rattle. It does not see this nation even seek to lay claim to a single inch of Agder and Fey by any kind of force. Indeed, go much further and into history, there have been no claims made on or colonisation made of any lands anywhere in the world for the last 170 years by this nation and neither do we subjugate any people through conquering or annexation. Contrary to some nations that do practice this method, and I kindly point out the events that took place in our midst within the realm of Montelimar whereby an entire kingdom was essentially annexed by our neighbour, Engellex, following a war and has lost it sovereignty as an independent kingdom, this is not something that we do and that should never be forgotten.

Fourthly, I am rather perturbed at the talk of a 'divine right of kings' and I am rather puzzled also at where this notion came to be ever conjured up into the minds of any sensible leading politician or representative. Without getting too far into the issues of the Royal Council of State which, as already stated, is an issue of the representation of the powers of the Sovereign in Agder and Fey and are unrelated to the Danish state, it seems that even on cursory, but certainly upon a proper and decent inspection, that great efforts have been made by that Council to invite many of the things that some nations clearly would like ~ greater democratic will and a strengthened parliament, even a national plebiscite. Not only this, but statements issued by that body clearly indicate a desire of popular consent which was enshrined from the very outset. Judging on the times these statements were issued, the Royal Council was acting in a very progressive and clear way that recognised sensitivities well before any of the foreign ministries we now hear protesting about 'democratic rights' had even had the chance to concoct their statements and then manage to publish them. In that sense, they were a little behind the times. I recommend reexamining those initial documents as otherwise much contra-policy from others is based on sand.

There is a certain irony, also, from my perspective that the very reforms put forward by the Royal Council at the outset were not only in line with what some of these nations have vehemently stood up to proclaim - i.e. democratic will - but also were clearly anti-authoritarian and very much democratic as opposed to the system inherited which was autocratic. As with many currents of history, the substance has been forgotten and lost, or conveniently overlooked perhaps, under the headlines of blood, turmoil and strife.

We repeat our invitation to use Schloss Köpenick in Trier for negotiating on the current situation in Agderike and Fey. We should also take into account that there are currently three, or maybe even four, factions in Agderike and Fey: The Hammerfest Lagting supporting King Frederick, the Kristiania Lagting pushing Queen Lovisa forward, Admiral Braaten, and apparently also a republican group. All these factions must take part in the discussions on the future of Agderike and Fey.
Regarding a peace-keeping force, unfortunately, we cannot contribute any troops to that force. We will see what we can w.r.t. humanitarian aid, but please take into account that Solaren is taking quite some resources from us.

Karlovia is happy to offer aid to civilians and to offer other humanitarian aid. Karlovia's neutrality makes the inclusion of Karlovan troops into such a league to be impossible. We will authorize military engineers, doctors, and other similar persons to assist with humanitarian efforts.
