The capital of Tyskreich was located officially in Hertha-Kaiseringarten, which was really just the enormous garden that used to be maintained by the nation's long lost royals. Today the meeting would be in downtown Hertha overlooking the financial district of the city in perhaps one of the most luxurious hotel's in the city. The goal was simple, but the reasons for said goal weren't exactly announced. The Frescanian delegation was brought to the Imperial Suite on the top floor where they would not only be staying, but also meeting the Prime Minister of Tyskreich alongside his Foreign Minister. This matter was of absolute importance yet nothing had yet been released to the press or to the Parliament. Perhaps a signal of how important the meeting was. There wasn't any parade for the officials of Frescania, and the Prime Minister didn't even know who would going to represent Frescania. He just wanted to make sure that things went smoothly and that an agreement could be arranged by what he thought was the most important democracy in Himyar.

The elevator bell made a soft sound and the doors opened.

The first person he saw as he left the elevator was none other than the Prime Minister of Tyskeich. He was not fully surprised, after all, the meeting had been arranged behind close doors between the two foreign ministries and it had been important for no one to to know about it.

In fact, the National Assembly had no clue about it, and when they find out it will be a real show of hands he thought as he extended his hand to the Prime Minister ''Good afternoon Prime Minister, Carlos Martinez, Chancellor of Frescania.”

As the Chancellor began the conversation, the rest of the delegation began to put themselves in their perspective places. As papers went left, right and left once more, the elevator opened once more to reveal Frescania's Foreign Minister, Julio Valdez, stepping out with the phone in hand “Mantiene el lugar bien serrado, nadie puede saber que estamos aquí y dile a Antonio que hable con el presidente sobre el canciller.”* He put the phone away and turned towards the Tyskreich Prime Minister and greeted him “A pleasure to meet you, Julio Valdez, Foreign Minister”.

Everyone took their perspective seats and organized their papers. Before starting, Martinez read the drafts he had with him, then began.

“I would like to begin by thank you for holding this meeting, it is very important for us that we can finally come together and start talks between our two countries. As you well know, the democratic blocs in Europe have lost a great deal of influence since the dismantlement of the Alliance for Greater Europe. Some would argue that the EDF is the successor, but I beg to differ.

My Government wants to see a democratic alliance to rise up once more, but we cannot do this without friends. This is why we hope that as a sister democracy, Tyskreich will join us at drafting a treaty that would hopefully laid the grounds for a new democratic alliance.”

Martinez finished speaking and Prime Minister Ludwig Rilke-Schrödinger nodded his head in agreement. He was a bold man who had become Prime Minister just a year ago. Surely controversial in many of his decisions, he appointed the woman sitting next to him after meeting her at the University of Lyndanisse. She was still working on her masters program. To be fair Babett Kirchgasser was a professional and seemingly well qualified woman. Although the tabloids didn't agree in principle, they had enjoyed the sales she generated. She would be the one to speak first.

"I personally, as a premier representative of this country has been quite delighted that we've been considered as perhaps the main partnering democracy for this endeavor. I was absolutely shocked and thrilled to hear the first rumors of this arrangement and I can't help but be amazed we're here in your presence Chancellor Martinez and Foreign Minister Valdez. I trust that anything we draft here will be the basis of a new pillar for democracy in Europe.

"That said we'd like to begin by stating that there is an urgency to have our nations work in coordination on both an offensive and defensive front. Our alliance would hopefully work in tight union so as to show solidarity. Of course as this alliance would hopefully grow, the amount of coordination might only have to be via diplomatic fronts. Not all democracies can field the requirements of defense via anything more than diplomacy. Yet I feel our relationship can be much more progressive and less restrictive than others.

"First I'd like to ask if you honorable sirs, have any special requests? I know we've talked about membership expansion requirements, possible Forums of Democracy, and international trade agreements but is there anything more?"

Valdez quickly looked at the Chancellor before speaking.

“We agree on the ideal that solidarity must be shown, but we would like to still be able to maintain some sort of flexibility in case our interests might be as aligned in certain situations.

One more idea to expand our coordination would be to make our military commands have scheduled exercises and meetings. This way our armed forces, and those of future members of the alliance, are capable of coordinating in critical situations. Our Foreign Ministries, which I look over, would also like to expand cooperation in the diplomatic field, including in the Council of Nations.”

Martinez spoke once Valdez finished.

“Do you have any ideas you would like to add?”

Talks would continue for a few days over lunches, dinners and even late night pots of coffee. It was just after lunch that Prime Minister Rilke-Schrödinger presented this draft treaty to the men and women in the conference room. He asked the Frescanians, "We've worked on this document for the past few days and we'd like to show case it to you in case you'd like to add to subtract anything before we sign this and move on... So, is this document suffice for Frescania?"
The Governments of the Republics of Frescania and Tyskreich affirm this Treaty of Friendship, Collaboration, and Common Defense (TFCCD) to define the relations between not only the collective democracies in the world, but also the democratic leaders of Europe,

First, that the Republic of Frescania and the Republic of Tyskreich seek no aggrandizement, territorial or other upon the wishes and well-being of their nations or the democratic world;

Second, they respect the right of all peoples to choose the form of government under which they will live; and they wish to see sovereign states and self-government restored or instated to those who have been forcibly deprived of or refused access to them;

Third, they will endeavor, with due respect to any existing obligations, to further the enjoyment by all States, great or small, victor or vanquished, of access, on equal terms, to the trade and to the raw materials of the world in which are needed and desired for their own economic prosperity;

Fourth, they desire to bring about the fullest collaboration between all nations in the economic and diplomatic fields with the object of securing, for all, improved labor standards, economic advancement and social and militaristic security;

Fifth, peace should enable all men to traverse the high seas and oceans without hindrance;

Sixth, they believe that all of the nations of the world, for realistic as well as spiritual reasons must come to the abandonment of the use of force. Since no future peace can be maintained if land, sea, or air armaments continue to be employed by nations which threaten, or may threaten, aggression outside of their frontiers, they believe, pending the establishment of a wider and permanent system of general security, that the disarmament of such aggressive nations is essential. They will likewise aid and encourage all other practicable measure with will lighten for peace-loving peoples the crushing burden of armaments and the aggressors which use them;

Seventh, they are determined to safeguard the freedom, common heritage and civilization of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They are resolved to unite their efforts for collective defense and for the preservation of peace and security;

Eighth, they will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bring about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-bring. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between themselves;

Ninth, they may, by unanimous agreement, invite any other European State in a position to further the principles of this Treaty and to contribute to the security of Europe to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Governments of the Republic of Frescania and the Republic of Tyskreich;

Tenth, for the purpose of the Seventh Point, an armed attack on one signatory of the Treaty is deemed an attack upon any or all signatories of the Treaty. An armed attack is deemed to include:
- on the territory of any of the Parties of Germania, Scandinavia, or Himyar, on the Foreign Lands of Tyskreich;
- on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in Europe in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force;

Eleventh, they declare that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty;

Twelfth, they decide that nations may petition for accession to this treaty so long as they fulfill the requirements of accession to this treaty as given by the Republic of Frescania and the Republic of Tyskreich:

14. Judiciary and Fundamental Rights
15. Justice, Freedom and Security
16. Science and Research
17. Education and Culture
18. Environment
19. Consumer and Health Protection
20. Foreign, Security and Defense Policy
21. External Relations
22. Financial Control
23. Financial and Budgetary Provisions
24. Other issues;​
Thirteenth, this Treaty of which the English, French, German, Spanish and Swedish texts are equally authentic, shall be evenly deposited in the archives of the Governments of Frescania and Tyskreich, Duly certified copies will be transmitted by the holder of the specific language document requested to the Governments of any new signatories;

The TFCCD is signed in Hertha, Tyskreich and was affirmed on, __________.

Martinez and Valdez both read the paper giving to them. It had everything they had discuss, and they were happy with that. Valdez began.

"We are happy with the end result and will sign it. However, we were wondering if we will be having conference or should we have constant communication via a headquarters?"
